It is a devastating sight in texas. Up hitting, people trying to help one another, trying to help neighbors evacuate. Theyre going doortodoor. But we still know at least 31 people have died. Officials do fear that number will rise as floodwaters begin to recede and theyre actually able to go doortodoor, house to house, to see who may have been left behind. We know 44,000 homes, think about that, have been destroyed. In tyler county officials are warning folks to quote, get out or die. That is the warning as water levels continue to rise. There is no First Responders there. They have no firstresponders to get to the flooded areas. But during this tragedy, you are really seeing something wonderful, and that is heart of who we are as a nation. It is heart of who the people in texas are. This is americas real being, this is our truth. You have got neighbors there helping neighbors. You see them in the video over and over again. People risking their own lives to rescue a complete stranger. This is what america is about. This is who we are. We come together to overcome this tragedy. We saw Vice President pence on the ground in rockport, texas. The president and his wife Melania Trump will head back over the weekend. They will survey more of the damage. Lets go to jeff flock in katie, texas, right now, these homes, i am looking at you now, they are definitely underwater, jeff. Reporter you hit the nail so well on the head, trish, in terms what weve seen here. There is nowhere near enough firstresponders. Government will help you and they will but there is a limit to the resources. Thank god, theyre everywhere. This gentleman is a retired fire captain. This fellow flooded out himself, came out, asked you what possessed you to come and help . We got tired of sitting in the hotel room watching the city drown so we lent a hand. We are from houston and we met up and decided to go out together. Reporter there is a million of these stories. Youve been through the neighborhood. Gorgeous houses out here, big houses, putting xs on windows to show it is clear is it. Houston pd and to put white xs to let them know where they have been. Ive been given intel to clear out, were going to highway 6, clay, those places. Reporter i know you have work to do. Trish, i will say this, the road ended there, i will say this, not everybody is a fan of the president , but i will say, i have been through a lot of disasters, this is extraordinary one, but the cooperation between just folks come out to volunteer and government, there were dea agents out coordinating volunteers. It has been a Public Private partnership, that has been essential to averting much worse disasters than already is here. And so, i will say that. This, you can say what you want about the president , but on his watch, this is all gone about as good as a disaster can go so far. Trish you know, youre right. I was speaking with someone last night who is not a fan of the president however this person said to me, without a doubt this was the right thing to do and its proof that the nation really can come together. Jeff, weve been so divided, right, among political lines as of late, and a lot of namecalling, but the truth is, you know, this is, this is who we are. We care about each other. I think youre seeing that on full display there in texas . Reporter i hate to say tragedy helps bring the nation together, but you know, a lot of people werent fans of george bush back in the day when 9 11 came along. They said, oh, my gosh, i remember seeing his speech, and they said, wow, weve got to come together. In the same which with this is huge tragedy. We should unite together. There is more that unites us than divides us. This is proof on flooded streets of houston. Trish jeff flock, well keep checking in. Thank you, sir. Look at gas prices right now. They are surging as texas officials anticipating massive fuel shortage after refineries are shut down due to rising floodwaters. Talking about 20 of capacity being gone. We know americas largest fuel transport system, the Colonial Pipeline is shutting down which is cutting off the countrys main fuel line from houston all the way to new york. Phil flynn in the trading pits where theyre watching oil at the cme, and phil, what is the expectation here . We have seen some release from the Strategic Petroleum reserve but is it going to be enough to temper prices . It did give us a little bit of a pullback in prices but it may not be enough to solve the entire problem. There is one refinery that asked for the oil. There will be others. Louisiana, lake charles, they said, hey, we need some oil. We need heavy stuff. We dont need the light stuff. The government went that way and eliseed oil. There will be more releases. Actually, we kid hear you talk about the country coming together. Senator ed markey out of massachusetts just complimented the Trump Administration releasing the oil from the reserve. Now is calling for a release of gasoline reserves from the northeast gasoline supply. Right now there is 700,000 barrels in new york city, 200,000 barrels in boston, 100,000 in Southport Land more than likely released to ease earns of the gas market. Its a very small amount but may alleviate possibility of some worst Case Scenarios when it comes to the shortages but if you look at the rboc futures, only pulled back a little bit on that news, it went back up immediately. The other good news we did hear, if you want to call it good news trish phil, hold on. I want to tell people what theyre looking at, correct . Im doublechecking with the control room. These are live pictures that weve got from houston from one of the affiliates in houston. You see people getting around by rowboat, perhaps going back to their home to get some extra belong belongings to help rescue other folks, anyone who might be out there. Youre looking at a live picture coming in it us. Go ahead, finish your thought there. No, amazing the way people are coming together to help people. I call it dunkirk in houston. Average people going to help neighbors. This is what it is all about. As the country, as we experience sharplyhigher gasoline price, potential shortages well have to be patient because it will take some time to get things back to normal. People will get angry, shorttempered, blame everybody in the world for this, but actually i think it is amazing how fast this industry can come back. This motiva refinery could be on line two weeks f that is true, prices could come down quickly. Trish lets hope. Pictures coming in to us. Dont know if you have us. Gas lines starting to open for some in texas for the gas stations open. You know, better, phil, what a wild ride this can be dress ex. What is adding to volatility, september futures contract at cme group is expiring. A lot of people are going to have to deliver gasoline. If they dont have it, that will probably exacerbate the move, people have to buy up every gallon they can no matter the price. Hopefully over the weekend things will calm down a little bit, because there will be a little time for the next delivery. Maybe prices can ease a little bit. Good news about refineries coming back, more releases from the reserves, releases from the emergency gas reserves, we could see things from a pricewise cool off real quickly. If not, it is going to be a rough and rocky road over the next couple weeks. Trish you know, one other thing we should just mention, weve seen a lot of businesses. Well be talking later on to someone from anheuserbusch, weve seen a lot of businesses, phil, step up to the plate as well. Jeff flock was saying Public Private enterprise going on before our very eyes, between the stroll tears if texas and the government, anheuserbusch, converted one of the beer plants to a water plant in st. Louis to get water down there. Think about a city like beaumont, texas, which lost its entire water supply. They a short while ago evacuated the hospital there. 200 people had to airlift them out, phil, because there is no water in the actual hospital. Yeah. Trish so the ability of private enterprise to step up along government will be critical. Absolutely. I dont think the government can do it alone. And i think that what we are seeing. Not only seeing great government response, under the circumstance s amazing response from corporate america, and just the average joe down the street. I saw a report from the red cross just recently, they just came out with a report and said that the response from the entire country is overwhelming. I dont think i ever heard of that from the red cross before. So i think all america is really behind what is going on in the gulf coast right now. This goes beyond gasoline prices, markets. I think everybody is just rooting for this to get back to normal. It is quickly as humanly possible. Trish thank you so much. Phil flynn, Hurricane Harvey, everyone expected to be the most expensive Natural Disaster in u. S. History. Act cue weather saying that the damages from the storm could top 190 billion. Congress may vote on Harvey Relief early as next week when they return from the august recess. They will have to deal with the National Flood Insurance Program set to expire at end of the month. Actually, congressman heard, hearts go out to from you texas. With that said what do you need from us what do you need from the country right now . Keep talking what is going on in your earlier segment. You were talking about how long, state and federal government are talking together, with the private sector as well. We have a Company Based in san antonio, hgb, a Large Grocery chain. They are helping cities make sure they have electricity. The gas stations and some Grocery Stores are becoming meeting points. Weve got to make sure that some of our National Guard are providing security for those areas. So it really is amazing. There has been two million given to folks impacted by this. There is about 7 million in reserves. We have 32,000 people in some form of shelter. We have thousands of people involved in searchandrescue. The active storm elements are starting to reside. We look at assessments of property and damage, and what is going to be need to be done. Took three years to recover from katrina. Well see something probably larger than that here with Hurricane Harvey. Trish i can remember, i told this story couple times today. This brings back a lot of memories of the aftermath of katrina. I can remember, i spent a lot of time on the ground there. Seeing with much frustration, break down between federal government and local government. And fema trailers sitting in parks lots and people needed them and how long it took. I was there over christmas. I went back. There were families still living in tent cities all across the area. Because their homes still had not been rebuilt. Maybe they hadnt gotten the fema trailer yet. It is kind of a long haul. I think it is important that the nation not forget, were focused on this right now but we cant forget. That is in part my job and your job. Absolutely. Trish to make sure this story and all of these peoples stories continue to be told, congressman. San antonio wasnt hit by the weather as bad as obviously places like houston and beaumont and Corpus Christie but this has been a place where a lot of searchandrescue has been staging. Weve accepted a number of folks that have left their home. I was just at a Center Shelter where the folks in Corpus Christie were getting to go back home. They were starting to rebuild. But youre absolutely right. We have to remember, the Silver Lining of all of this, is people helping people. The fact that you know, people from all over the country brought their boats down to texas, that are donating time and money to organizations that are helping with the response. I spent nine years as undercover officer in the cia. Since ive only been in congress 2 1 2 years on this side the coordination happening between federal, state and local folks is really impressive. Trish it is good to see. Congressman, thank you for joining us. I cant imagine many people wanting to stand in the way what you all need right now. I imagine a lot of people want to do their part. I mention as we go to break. Well be back with more coverage. If youre watching here at home, you want to do something, you probably feel like you need to do something, one of the charities to look at of course is the red cross, American Red Cross doing so much to help these people right now. The other is the salvation army. You can donate to the red cross and go to redcross. Org, or call 1800salarmy. Make a dollar donation, whatever you can afford. Much appreciated in texas. Well be live from texas coming back in two minutes. I will see you right here. Its time to rethink whats possible. Rethink the experience. Rethink your allergy pills. Flonase sensimist allergy relief uses unique Mistpro Technology and helps block 6 key inflammatory substances with a gentle mist. Most allergy pills only block one. And 6 is greater than one. Rethink your allergy relief. Flonase sensimist. So we need tablets installed. With the menu app ready to roll. In 12 weeks. Yeah. The world of fast food is being changed by faster networks. Data, applications, customer experience. Which is why comcast business delivers Consistent Network Performance and speed across all your locations. Fast connections everywhere. Thats how you outmaneuver. Trish well take you right now to rockport, texas, to live pictures of him working with folks on the ground trying to clean up all of this damage. Rockport was really ground zero for all of this. It was the first place that the hurricane hit there in texas. Houses were leveled. Power lines are down. You can see trees there on the ground. The Vice President is working with folks to try to clear some of that brush right now. Meanwhile, you have more than, i think more than 32,000 is the latest number that are in shelters right now. Youre seeing video there of children that are there. Likely with a family member. Holding an American Flag. You know, that is an important image right now for us to see and for everyone to see. We talked about how wonderful this country is, and how great it is to see all the texans coming together at a time like this. There is a sense of country right now, as you look at those children, you think of the difficulty days and weeks and months, theyre going to have ahead. Theyre really priority. And taking care of one another and taking care of our children, it is so critical, i want to go to fox news correspondent peter doocy who is the at Convention Center. In houston where more than 30,000 people are living. Peter, you have seen this on full display, a sense of community. Talk to me about the environment and what you are hearing from folks . Ill tell you what, trish. Something we found out a little while ago. There are still a number of families here at this megashelter inside the george r. Brown Convention Center having trouble tracking down loved ones and the reason was because harvey took so much attention from authorities and officials just to rescue people to make sure they were healthy, nobody put together a comprehensive database yet of who went to this shelter, who went to that shelter, who went to this hospital and who went to that hospital, there are still hundreds of people whereabouts unknown as of right now . Trish this was a problem in katrina as well. Loved ones trying to locate each other is very challenging. Obviously there are a lot of fears right now that not everybody, peter, was able to get out. We have been updating the death toll, unfortunately the expectation, peter, it will continue to get higher as authorities go from home to home once these floods recede. Reporter thats what theyre doing right now. The Fire Department is going doortodoor in places that got at least three feet of water to see if anybody wants to get out of their neighborhood that is inaccessible, or if anybody was not able to get out of their neighborhood that was inaccessible, that is now inaccessible, or still underwater. Trish, as for what happens, once these shelters have run their course, because this is of course just a temporary living facility, we did get an update from fema officials, they say that they are considering hotels and apartments in the short term for folks displaced but there are some of them, theyre trying to think of innovative ways to house all of these people whose homes are not going to be liveable and may need to be rebuilt over the course of the next several months and years, in ways that they have not done after katrina or after sandy or these other widespread disasters. Trish they have to get creative. Why we say, so wonderful to see a partnership of community, business, government coming together because there is a lot of people that will be in need, a lot of people that need attention. Peter, one of the things remarkable what were seeing behind you, they have set up, sort of help centers for people, if they need legal help. If they need medical help. Thats significant because ill tell you, there was a breakdown in katrina where people werent getting help they needed right away. Reporter right. And they have got everything, you know, it is interesting when trying to gauge the feeling that people have here, more than anything, people are busy because there are places to go. Check your email. There are places to go to pick up clothes. Talk to a doctor. Talk to somebody about transportation. Talk to somebody down the line about housing. Tell you what, trish, we went all the way to the other end of the Convention Center, one of the entrances, there is still a long line, several dozen people presently trying to get in. There is a fema registration table. So this place, one of these megashelters is still filling up at this hour. Trish peter, i have a hard break, i have to leave it there. See you right here in two. When they actually did start saving. This gap between when we should st
