Capcom Fighting All-Stars was a game that was being developed by ex-SNK employees who joined Capcom in the early 2000s who wanted to make a quick impression on the rest of the company. To save time, 3D assets from the development of the cancelled Capcom vs. SNK 3 who imported into Capcom Fighting All-Stars. Inevitably, this idea would also be scrapped due to numerous issues.
Uniquely, there were actually plans to incorporate finishing moves into Capcom Fighting All-Stars. These would've been similar to Mortal Kombat's "Fatality" system, though without the gore.
