Id ask that following his remarks you hold any questions until the end of our briefing and we will be happy to take questions at that time. I want to make sure that the victims know that were consciously thinking of what theyre going through and give out the fact that they are in our thoughts and prayers to bring mr. Cavalcante to justice. So good afternoon. Im howard holland, the Acting Warden of the Chester County prison. Im here today to provide preliminary details of the escape odanilo cavalcante. Let me begin by addressing the escape. Martha Mitch Mcconnell taking a few questions. Were keeping an eye on both of those. Lets listen in. What it might have been . Do you know what it is . The doctors have said is the medical reasons for the two freezeups . What the doctors reported a dressed is concern that people might have of some things that happened to me, did happen. They didnt. Really, i have nothing to add to that. I think you covered the subject. What do you say to those that want you to step down . Do you have any plans to retire soon . I have no announcements to make on that subject. Im going to finish my term as leader and finish my senate term. Thank you. Martha okay. Interesting comments from Mitch Mcconnell. This is the first time that he has answered questions about the two times that he appeared to freeze mid sentence while speaking in his capacity as the Senate Minority leader. Both of them were disturbing to everybody that was watching wondering what was going on, what the medical condition is behind it. The doctor has issued a statement saying that he does not have strokes, did not have parkinsons disease and he was clear to return to work. This is the first time that senator mcconnell has confronted questions from reporters on this issue. He did not give us a whole lot of new information. He basically said the doctors Statement Stands and i believe he said all that needs to be said on my health, on his health essentially. He also said that he was asked, do you have any announcements whether or not you will step down or complete your term. He said he planned to finish his term as leader and senator. That is the word the senator from kentucky, Mitch Mcconnell, first time hes addressed these difficult instances of freezing up for 30, 40 seconds at a time that have gotten a lot of attention in terms of his overall health. Well keep a close eye on that as we continue to get more information on it. Meantime, there is a News Conference going on right now that we want to take you back to in pennsylvania where theyre giving us an update on the hunt for this escaped murderer that stabbed to death his former girlfriend in front of her children 37 times. Now hes on the run and everyone in suburban philadelphia is very nervous about where he will show up. Watch this. In the escape of cavalcante, the tower officer did not observe or report the escape. The escape was discovered as part of the inmate accounts as he came in from the exercise yard. There will be a thorough investigation in to the escape, which includes this element of incident. This is welcome. The action of the tower officer present is a key part of the investigation and well take appropriate action against personnel based on the results of the investigation. Heres the timeline of the events. At 8 333 a. M. Cavalcantes block entered the escape yard. He pushed his way through a razor wire, scaled a fence and pushed his way through more razor wire. At 9 33 a. M. , his group returned from the block. He was noticed missing and they conducted a special count. At 9 48 a. M. , officers informed Central Control that cavalcante was not there. There was a belief that he may have been in a visiting room, which was checked with negative results. At 9 50 a. M. , the prison was locked down. By 10 01, the public escape siren had been sounded and 911 had been notified. As we do, we will review all of our practices, policies and procedures and make improvements as appropriate. Were Formulating Plans to enhance security to fully enclosing all outside yards, adjusting cameras and additional Security Assets that will enhance overall security of the prison. As i close, i would like to thank my local, federal, state and Law Enforcement representatives that quickly responded to the scene once the escape was there. They have been working to take mr. Cavalcante back in to custody and were appreciative of their efforts. At this time due to the nature of the investigations, i can not comment on any individual investigation including the internal investigations. With that, ill turn it back over to the colonel. Thank you, warden. Ill go on with my update and come back to questions momentarily. Last evening, we had another sighting of cavalcante by a resident in the area of chandler road, pensbury township. He was unable to be located. Some of the challenges, in spite of precautions, one of our tactical search dogs suffered heatrelated emergency an remains hospitalized today. Were hopeful he will make a full recovery. As a result of that reported sighting, residents observed a significant increase in police activi activity. We had a reverse 911 message sent out to inform residents of the issue. Additionally as a result, we slightly expanded the eastern edge of our perimeter to include creek road. The District Attorney and i have continue a regular dialogue with School Districts updating them with changes in our operations that might impact schools. As this operation unfolded late last night, the unionville chadsford School Districts made a decision to close schools. We use state, federal Law Enforcement, k9s and various technology in efforts to keep the Community Safe and to bring this to as Swift A Conclusion as possible. We continue to increase the number of personnel assigned as conditions dictate. Residents can expect to continue to see large numbers of Law Enforcement officers in their community and traveling to and from assigned locations. We continue to ask for the publics help by familiarizing themselves with a photograph and description of cavalcante to check Security Cameras that they have and call us immediately if they believe they may have seen cavalcante. Again, we ask residents to please secure ho outbuildings and vehicles. Cavalcante has obtained some clothing and other unknown supplies and we want to minimize any opportunity to obtain anything more. Its important that we keep pressure on him as we continue the hunt. I am also announcing the Pennsylvania Crimestoppers has offered 10,000 for information leading to the capture of cavalcante, this brings the reward total to 20,000. I and all of us working this man hunt understand the tremendous stress this puts on families and businesses. In spite of that stress, we have had individuals, businesses and im sorry. Scouting, church and other organizations show up at our command post with cases of water, food and wellwishes for all of our people. Theyre very kind and i cant thank them enough for their support. I dont think he has more ability than we gave him credit for. Its a very challenging area. Weve had a number of these searches in the past. Some take hours, some take days, some take weeks, some take months. Were committed to the search and well find him, bring him back in to the criminal justice system. You guys had access to this video. You saw this. Why did it take so long to alert the public of how he escaped . For the warden . The Acting Warden. I can address that. That matter was referred to the Attorney Generals Office immediately. Were engaged in a thorough investigation. As i started before, our main focus is bringing this man in to custody. Were putting all of our efforts to locate him. Theres a simultaneous investigation in to the prison escape. Today was the day that we believe we needed to bring in the Acting Warden to address the public about how he escaped. The attorney generals investigation [question inaudible] thats correct. [question inaudible] obviously someone didnt do their job. So as i said earlier, according to the document, we had a Consulting Firm come out, identify how the individual escaped and we thought we took appropriate measures to prevent that with the razor wire. We didnt take into account the human element. We focused on the human structure. Was there no one in the tower . Is that why you didnt get the call . Someone was in the tower at the time. Did the person in the tower see him live . The positions of the tower are for observation posts. The state police, local Law Enforcement and marshalls that you have multiple channels. Last night i witnessed there. There was activity. The officer didnt hear anything. They asked the trooper what was going on. They said they were on a different channel and he was left in the dark. Theres 12 officers that have told me that theyre not able to communicate in concert with these guys. Are there multiple channels that youre operating out of . Id have to look into that concern. Ill be happy to do that. We have spent a lot of time and effort making sure that we have solid communications. We have a lot of agencies working there. Most have representation martha were keeping a close eye on this. The state Police Representatives talking about this really intense man hunt. We just saw some incredible video, i would say, which well show you in just a moment. I want to bring in callahan walsh, his father is john walsh. The two co hosts on discovery. They know about this work. Callahan, great to have you with us today. Thanks for having me. Martha i want to take this video on the screen. This shows his escape. Hes on the left hand side there. Hes does a crab walk in between two walls. The other guys on the righthand side, possibly maybe covering him or keeping an eye out for him. He crab walks up between the two buildings. Then were told he ran across the roof. Its remarkable. You can see this other guy on the right. He then went across the roof of the building. Went down, over to the fence, climbed through the razor wire and got out of this prison. What do you think about this, callahan . What is your takeaway here . I think that Detention Facility let the public down. They have a responsibility to keep these inmates locked up. Law enforcement does a great job of capturing these fugitives, these criminals. Their responsibility is to make sure that they dont get back out on the streets. Theyre dangerous once they do. There was another inmate that escaped in may the same way. To see this happen months later, someone dropped the ball. They have the public and the community has every right to be upset with that Detention Facility. Not only will this cost taxpayers a lot of money in this search but puts them at risk as well. Martha i mean, so someone else did the exact same thing with like a crab walk in between these two walls . Thats my understanding. The same exercise yard, the same type of escape that this facility then brought in another company to try a Third Party Company to try to shore up any issues that they might have had. Obviously that didnt work. Martha its incredible. You think somebody would be fire at this point for letting down the folks that depend on that security from the prison. Hes a fugitive now. Hes been out there seven days. They now expanded the perimeter. What do you make of the effort to bring him in . You know, my hats off to Law Enforcement and the u. S. Marshals doing everything that they can. The terrain is difficult. I cant remember an escaped fugitive that has been seen so many times but not been caught. Its a matter of time. And the public, while Law Enforcement and marshalls are doing incredible work and they have extended the perimeter to where the sightings were, the public will likely be the way this guy is caught. I urge everybody to keep your eyes open. If you see anything, say something. Oftentimes we see people have tips that they think are insignificant. Its the tip that breaks the case wide open. I implore anybody that might know something to call Law Enforcement and make sure hes taken off the streets. Martha you think hes likely to stay in that area from your experience or is he going to try to hop a train, do whatever he can to get far away . Well, the best thing for him to do to keep out of Law Enforcements hands is to try to get as much distance from that area as possible. Hes going to try to use any means necessary. However, theres a white hotspot light on this case. So hes probably trying to stay low, trying to travel in the cover of darkness, trying to stay in a low profile.
