Aishah well take you live tatty press conference. Facing a lot of challenges out there in the maine wilderness looking for this guy. Its a region surrounded by miles of forests, mountains, lakes, ponds, streams, everything. They are trying to identify all of these 18 victims. One heartbroken father now struggling to come to terms with losing his son while knowing that he died a hero. Listen to this. People loved my son. My son was in sports all his life. People got to know him that way. They got to know the kind of heart he really had. I had the greatest son in the world and its a tough one. Its a tough one to lose. Your son died a hero. He did. Im proud of him, yeah. I love him with all my heart. Aishah hard to hear. The latest with nate foye. 38 hours in the manhunt the Community Waiting for answers that hopefully will come in the News Conference set to begin in moments. More federal resources are surged into the manhunt into the Border Patrol tactical unit. They captured the escaped pennsylvania inmate who was a murderer. Take a look at the Fox News Drone right now. Were right outside the Command Center where all federal and state agencies are collaborating. We have the f. B. I. , ati. Border patrol and Maine State Police. The investigation looked like it might be nearing its end last night. Look at this video. Main state Police Confirmed they served Search Warrants at a home connected to robert card in bowdoin, maine. Our reporter heard flash bangs and this message being broadcast by police. Main state police tell fox it was standard protocol while serving a search warrant. He is accused of murdering 18 people and injuring 13 more at a bowling all and bar thursday night. Two more victims. Bill young and his 14yearold son aaron were shot and killed at the just in time recreation Bowling Alley wednesday night. Bills cousin tells us he was a dedicated family man and master auto mechanic. Authorities have only identified eight of the 18 people killed. Aishah, also canada border officials are on alert to make sure that card doesnt try to head north and go into canada. He is still, of course, considered armed and dangerous. If anybody sees him they are told to contact police. Dont approach him. Send it back to you. Aishah scary moment for this community they cant leave their homes to go to the Grocery Store and pharmacy. Life is standing still. Bill the challenges in the state of maine. You have more than 80 of the entire state covered by forest. The river on the bottom. The reason we point this out is because of the map and geography where the search begins. Lew lewiston two cities are on lockdown today. You move to lisbon. The town where they found the boat Late Wednesday night and then that suspects residence off to the right there. Where he is difficult to tell. The river cuts all the way through here. A lot of people in maine have boats. Part of the lifestyle there. He had one as well. Did he use it as a getaway . We dont know. What we didnt learn yesterday was a lot of information from The Press Conference. It seemed like they were holding the cards back. Well see aishah in a matter of moments if they have more information when The Press Conference begins. Back to you. Aishah anticipating it to start momentarily. In the meantime Law Enforcement mobileizing rapidly across the area with a massive response. Federal agencies are joining state and local police and they are looking everywhere including getting some help from u. S. Border patrol agents from an elite unit. Well go live to The Press Conference thats just kicking off. Lets listen in. Like to ask you to join us and touch on the lewiston experience overall. Chief. Thank you, mike and good morning, members of the media and public who are watching closely as Law Enforcement continues to work diligently on this rapidlyevolving investigation. The safety of our Community Remains paramount. I want to assure all that a tremendous amount of Law Enforcement manpower, time and effort is being utilized around the clock. Literally around the clock in every effort to apprehend the suspect as well as to safeguard this community. As the chief of the Police Department im thankful for the communitys outpouring of support offered during this tense and trying time. I extend my deepest appreciation for all of our Law Enforcement partners who have responded from literally around this nation. Again, i will ask the community to be as patient as possible with this process. Realizing that there are many, many moving parts in coordination of efforts involved between multiple agencies. We will attempt to provide as much information as possible as this investigation proceeds forward. Would also like to acknowledge and thank the many businesses, restaurants and individuals who have provided meals and other Essential Items to support an investigation of this magnitude. Following this press conference, details will be shared regarding counseling locations, where somebody can make a donation if necessary or asked, and the hosting of several different vigils. On behalf of the hundreds of Law Enforcement officers descending upon our great city over the last three days we want to extend our support and sympathies to the victims and families involved in the senseless tragedy. Thank you. I will turn it back over to mike. Thank you, i appreciate that. I guess for starters i want to make sure we always take a moment to acknowledge the victims, their families, and how this is negatively impacting the state of maine, City Of Lewiston and our entire country. We know when these things occur around our country we are all so incredibly focused on what happened and then we try to get to the why. And there are times when we cant quite figure out the why. Every one of these situations is so tragic, so outside of the norm that it makes it difficult for Community Members of all types and all locations, east coast, west coast, doesnt matter. To fathom how these things can occur in the greatest country in the world. So we will continue to work towards that. As a piece of this, i wanted to come in and speak to the partnership that were committed to to have with you and as we start to really flow into an operational period, we have more of a pattern to see what were doing day in and day out. I will commit to you to have a Morning Briefing every day at 10 00 right here in this location. Some of those briefings may be longer than others but i want you to know youll see us In The Morning. Well go over what happened overnight and talk about what the plan of the day is. I will speak to that plan of the day here in just a second. I will also say that we will certainly be considering Afternoon Briefings as well if something new came up or helpful for you to know and the communities to know well get back to you. Either way you will receive a communication from us either saying well have a briefing or were not. So you have some idea what your day and afternoon will look like as well. I would also say these daily briefings will be more operational in nature. Our families, our communities and loved ones will always be in the forefront of our mind and certainly our hearts. We do want to talk to you about this is what well do and this is what we did. I know it is incredibly important to you and you will share that appropriately with your viewers and readers and thats going to help everybody start the Healing Process as well. I know that information is power. You also know that there will be times i wont be able to give you all the information that you need or certainly that you want. And that wont be done because i will just not tell them but it will be done because of an operational and tactical stand points. There are Safety Concerns that we have for First Responders and Community Members. Please keep that in mind. I will go back to a q and a period. We want to allow that opportunity and we will try to do the best we can. But if in my mind it starts leading to ill be asked ten questions and i cant answer nine of them it is counterproductive. Well try to front load as much information as we can with these particular sessions. That is kind of the plan moving forward. And to speak to todays briefing in particular, i would tell you the overnight hours, were on 24 7 and will be until the suspect in this case gets brought to justice. Overnight our officers and investigators i say our im talking about local, county, state, federal. All of our partners, have been continuing to work 530 plus tips and leads that have come in from the general public. From a number of communities, a number of different relationships. As you can imagine those vary greatly depending on that individuals knowledge of what happened and what they want us to do about that. So were continuing to check those things off the list as we go. We are also continuing to do searches at the two primary venues here, the one being schemengees bar and grill and the sparetime Bowling Alley. Easy to think whats taking them so long to work these scenes, right . Everything we watch gets solved in an hour and its all taken care of. In order for us to do our jobs, to be professional, to be respectful of the victims and families were working with and the process in which we work we have to take our time. We will be processing every square inch of these facilities. Not only do you have the victims in question but every one of the rounds that got fired need to be investigated and cartridges need to be collected. Vehicles in the parking lots. Everything that we do around this we need to be careful, we need to be professional and thats what were committed to do. I would expect we are still days away from completing those particular investigations, those particular crime scenes. So you will continue to see us at those locations without question. And because of that, there are also affidavits. They are essentially the first step in a search or arrest warrant or whatever it looks like. Were continuing to draft affidavits for Search Warrants around any kind of Digital Media that we are hoping to attain or investigate. That could be phones, it could be computers, video from any location. Our officers and investigators continue to work on that material. So thats a lot of that stuff overnight as well as using that 3 00, 4 00 In The Morning using that time frame to plan out what the next day is going to look like. So we are trying to get some people rotated through for operational periods and get them rest. Lets plan what the next day is going to look like. We have a Morning Briefing that kicks off and says thatth is what is going to happen. We need a team to do this and that, these are the team leads and this is the process and we let the folks loose to do the good work and we will try to share some of that information with you. As we discuss that, we have some maps an Additional Information up here with us right now. I will talk about a couple of these locations here. To the best of my ability. There is a lot of us here and isnt ideal as far as the maps go but if you look at the Boat Launch Overview as an example, this dock here is the Lisbon Boat Launch area we discussed where the suspects vehicle was located ultimately. That white subaru Station Wagon and i will also say well have the three primary maps. This qr code. Whether you can get it from your seats or come up after the fact will give you a digital version of those. You understand how all that works. We talk about that Boat Launch Area and that particular location is 501 lisbon street. The landing is at this location. I believe we have some friends of the media out in the area now. What will happen in this general location today is we will be putting divers in the water along the river which you see here and that will look like a couple of different things. The first thing youll see out there is some Air Resources that will flight over this particular area and they are looking to see what can we clear from the air . Do i have to put divers in that area or can i tell from the top based on the current and how muddy the water is and those other things can i see to the very bottom here . And so that will start this entire process. Then there will be some screening and divers that are in the water and start on this side by the boat launch and continue on this side. I would envision at some point well move to these particular locations here for ground searches as well. So that is going to look like a bunch of different things. They could be dragging a diver behind them while the diver is checking for evidence and potential bodies and i would also say that while this is going to look like a major focus today with a lot of people, we have a lot of other irons in the fire. I am not hear saying we know the suspect is in the water and what were doing. You will see a lot of activity here and i will tell you that in advance. We have nothing to hide in that regard at all. So then you will have some sonar as well that will be utilized here and that can look like a couple of different things. A remote operating vehicle, rob, divers can use that. It will look like a pod under the water looking for sonar, picking up shadows. What does that look like . A log or anything under there. Our divers, the dive team. Our divers will be teams from all over the place. We work with Maine State Police team will be in the water and leading the initiative. Thats what well see here a couple of different kinds of sonar. Then along the shoreline you are going to see a line search, if you will. Literally officers online as they are working that shoreline looking for evidence and anything that may help them down the road. I say you will see this because for us we want to make sure that were working with you. So there was a Church Parking lot across the road here. There is also some parking available on this side of the road. The pio from the Maine Warden Service and some officers will be in the area to assist. So if you decide you want to go to that location to pick up video and see what they are up to, i think there are some Parking Opportunities here. This 196 can be busy. This area here happens to be pretty low speed for the speed limit. Well try to keep that as safe as possible. We want you to be mindful we may ask you not to stand on a railroad tressel. We want you to get your coverage and want to be partners with you. However, you wont be able to have full access to that site. Thats common sense and we want to make sure that you can do your jobs and help you facilitate that. You will see a bunch of people in that area, that 531 lisbon road. A couple of these other locations. We start here, this is the Bowling Alley scene. The red dot is where that is. You all understand that. Well have additional officers there checking this and continuing to do the sweeps and searches. There was a lot of shots fired in these locations and make sure we have all the evidence humanly possible. This is hardly ideal because its behind the podium. Can we do that . Were jammed in here with the wall. We may lean towards that qr code if you cant see that, i apologize. Well take a look at this particular option in the future if it works for us. The bar and grill here. There is a red dot and you can see some woodline around that. Each one of these locations will have lots of Police Officers there, as you imagine. A piece of all of these things will have a Quick Reaction force. So we will maintain security here because clearly, as you realize, the suspect in this case is not in custody. That continues to be our focus. I think if you look at these two things, we have an investigative bucket with a great deal of resources that are investigating the crime and what occurred and clearly an Apprehension Team here. A lot of folks involved in that. They will intermingle. Thats a given. I think in this scenario i want you to keep those two things in mind. Even though well be active with the search and investigative side always in our mind well be looking for the suspect and making sure the people involved in the various searches, to include yourselves, are safe. So that is clearly another focus that we have in mind. I would also like to talk about procedures, you talk about practices. There was a lot of activity last night from members of the media in bowdoin and what i would tell you is that im showing you these three locations, there are a bunch of others well be working on. So we dont have 50 maps up here, well be working at other locations. It is not meant to be secretive but well be all over the place. It is not saying we know that the individual is in this house or know the individual is in that house or that swath of land or that acreage. We do look at all these situations as if the individual could be in there. If thats the case, you will see tactical teams at some point. A lot of folks are dressed in a more casual manner or Battle Dress Uniform because they will be in the woods and crawling around. Just because were making announcements over a pa system it doesnt mean the individual is in there and police swarming. There are a lot of resources it takes to work these scenes, right . That part of it is common sense. And we want to be as forthright as we can around that as well. We wont be able to say every time we are hitting a location well be at this spot. It is not practical or safe for a lot of folks. So if you hear announcements in p. A. Systems, a piece of that is us just giving notification that yes, in fact, we are the police and knocking on the door and like you to come out if youre in there. Some of that is case law oriented. Some Best Practice. And some of that is just Standard Operating Procedures from our end. Keep that in mind. If you have a question, you can certainly reach out to shannon moss. Many of you have. If we can answer it, we will. It may not be immediate but do the best we can to do that. Well be better at it as we get into the flow. Now we know what were working with. Starting to settle inasmuch as a tragedy like this can and we want to be good partners with you across the board. Let me just take a look and make sure i have covered everything that i wanted to cover. I would also say this is a big deal here. This particular link and shannon will be sending that out to h her media list. A digital tip line is anybody. If you have a photo or video of what happened or something that you think is evidentiary in nature, you think it would be valuable for us to have. Up load that information through that link. That link stems from Best Practice in other communities where tragedies like this have occurred. A lot of people have a lot of information. Where does it go . Maybe this is the key. I dont think they know that. They probably do know that. 75 other people say it doesnt. Send it to us anyway. It is pictures, video, any of that kind of material to that particular link. And again the key up load is something we talked about from a mapping perspective. I would say that our Ongoing Services efforts, that is something that we are working with victims families, the community as a whole and we are working with families that have currently be notified and continuing to identify victims in this case. As those occur, Additional Resources will be available to the general community. I would say again as a little bit of a reminder some searches you may say why does that search have an Armored Vehicle involved and walking along the river shoulder to shoulder . Some are tactical ground searches versus the standard grid search. The main Warden Service does this stuff all the time. Theyre incredible searching for people and very valuable for us as it expands to evidence in many of these circumstances. We do clearly continue to have air assets whether its helicopters or planes. Just because they are involved, again, as we mentioned here it will be an overview. They are flying over that site. They may be hovered someplace else. Is that because we found the suspect . Its not a guarantee thats the case at all. I will also tell you new information. Initially the first night we had 70 or so witnesses. The f. B. I. Has been very helpful with things that may sound simple as you get a transcribed 70 plus witness statement. Theyre bringing a lot of resources to play and continuing to do a lot of that work behind the scenes as well. I think that this shelter in place order currently in place for lewiston, auburn, lisbon and bowdoin. You know a lot of our focus and what occurred occurred in those communities whether its bowdoin where the suspect lives and lisbon where the car was and lewiston and auburn where the focus of the first two tragic active shooter situations occurred. Thats an ongoing conversation that well have every minute of every day. Does it make sense those orders are still in place . And can we relax those, change those . They have not been changed in any way at this point. But we realize that we want to keep our Community Safe so thats in the forefront of our minds but we know a shelter in place order in general, similar to orders around covid can have some negative impacts on families that go to school and businesses and all those other things. We have that in our mind. Pluses and minuses chart that is active as we work through this thing. So know that we are actively thinking about that and truth be told working with specifically working with our officials, the chief and the mayor and others, having conversations about what does that mean and what will that look like this afternoon, tomorrow and moving forward . So i think thats enough sharing from my end. Its a lot of information to overload you with there. I would want to come back, however, to say that there is a lot of stuff going on here but what matters to us again is the safety of our communities and residents. We care about each and every one of them, as you do. We will continue to fight on their behalf to bring this individual to justice because we know that has an impact on starting that Healing Process. It is not a slam dunk and we got him and everybody is better. It will take a while for communities to work through and forever for families to work through. When you lose someone you love, its a big deal. I dont want to get lost in the minutia of what were doing. It always comes back to this other stuff for us. So again well try the q and a deal and see where we go. Right here. [inaudible question]. There was a note in one of these residences. Im not permitted to talk about what that include. A common sense answer. It does involve is there a mindset or motive . Well continue to work on that. When we can release it, we certainly will. Right here, sir. In reference to the map behind you and whats going on at the river, is there any information that you have thats leading you in the direction he may have killed himself and his body might be in there . One of the possibilities is key. Clearly we dont have him located at this point or in custody. All the options are on the table. We dont want to wait too long. The river is a big piece of this. The car was located there. Evidence is located in the vehicle right there along the shores of the river. So that is stuff we want to make sure we are checking and using the resources that we have available. Were using the expertise we have available with the dive team and partners to make sure were checking that. At the same time were checking all these other things and working through the crime lab on the other information. All of those things are occurring at the same time. I would also state, and i want to make sure that i say this because theyve been very helpful, the Brookfield Power Company owns two dams and operates two dams in this area and they have been have cooperative. The river runs when they tighten the dam tools down, they actually lower that down to 5500 cubic feet. Does that mean anything to you . What it means to us is that current, if we can slow the current down, we can lower the amount of water in the river, it is easier for us to work. Easier for our divers to see in clear water than muddier water. It is a foot lower than before it is easier for us to work. There are different searches but unfortunately people lose their lives in bodies in water on a regular basis. This is something were trying to dial in. I had conversations with the commissioner and Inland Fisher East and wildlife. We are having those conversations. I would expect to hear more about that later in the day. A big deal in maine. May not be a big deal from other communities. We know what it will look like. Were in the woods. If you are going for a walk in the woods, it will make us a little concerned, right . Definitely a good question and something were actively working on. Tremendous amount of assets here and the search for him. Can you talk about the pressure you guys are feeling to find him and give the community some sense of answers . Yeah, sure. Pressure is one way to put it. Were concerned about the victims, their families and our communities. Im concerned every day 24 7, 365 for 30 years. Thats why i got into this business. We want to help people and make them safe. Making them safe and making them feel safe my not be the same thing either, right . I think our Law Enforcement partners, First Responders around the state, everybody is dialed in. This is a completely different animal. For us we want to bring the individual to custody and do it right, the safe way. Dont want to see anybody else get hurt. We want to make sure we do it right. We wont be rushed but we are running on that level that well work as hard as we can as fast as we can with as many resources as we can to try to bring some kind of closure. Right here, maam. We understand the families have been cooperative. What have they told you . When you see the 530 tips and leads overall we see a lot of cooperation across the board. I wont speak to anybody in particular. I think there is a lot of cooperation. There is a lot of compassion here and empathy that people understand what happened here not only to the victims but to the state and to the country. So people are coming forward. They are participating in the process and thats just the nature of the beast. Im not sure i answered it. Go ahead and follow up. Speaking of the family of the suspect. What are they telling you and helping you investigate . I wont specifically to what anybody said one way or another but we appreciate everybodys cooperation. This is difficult for everybody no matter you could be the neighbor of somebody. This is tough for people to digest and understand and try to work through. Right here. Information, families [inaudible question] do you think at any point it might warrant yellow flag . Im involved in the yellow flag conversation overall. Reality for today i wont talk specifically about who knew what and when. Were involved in a dynamic situation here and were focused on an individual that currently has eight warrants out for murder trying to figure that part out. Trying to bring him into justice as well as investigate this crime. There will be a time confirm warnings were issued . I cannot. Sir, right here. Yesterday Senator Collins said the yellow flag law should have been enforced in this situation. As you stand here today, what is your response to that and also, as you stand here today, was Law Enforcement notified of these threats he was making . Were they aware of it and what steps were taken. Senator collins is great. We have a delegation that works hard for the state of maine. I dont know what she said. I respect her a great deal. So i wont answer or answer to any comments that she made. If thats her perspective based on what she knows thats fine. She has the right to do that. But based on what ive seen, we will continue to work through that. We ask good questions and may have been you around the firearm itself. The atf is here and working with us. There will be an opportunity to answer all those questions and figure out was that a violation or not . Also an opportunity from an educational standpoint to talk about what it means, looks like and what the options in fact are. Folks want to know. I will go over here, sir. I appreciate the followup. Whats the timeline, 911 call, do you have the precise time Police Arrived on the scene . Arrived, know. 6 56 initial call and 7 08 for the second call. Multiple calls for each location. And so thats what i have. I dont know exactly when they arrived. These calls in any scenario are priority to say the least. Everybody is going as fast as humanly possible. Im not done answering the first question so is that enough, sir . Does that make sense . I will take a look at the arrival time so i have the information and maybe provide that. I would say this, okay . The way this is going to work so were all clear. If we have a q and a and you ask me questions and i attempt to answer them as soon as we start yelling over each other im done. Just so were clear. We dont want to do that. We are trying to be as cooperative as we can across the board. Well be back another time and trying to figure that out. Right here. Were coming up on 48 hours. Are you concerned that the trail is growing cold . I think every minute that this goes on were more and more concerned because whats the next thing that is going to happen . We understand that. Thats why were working 24 7 to bring this individual to justice and try to bring closure and overall safety to our communities. So yes, we feel that just as much as the Community Member does or any of us. This is a privilege and honor we have to do something about these tragedies when they occur. Many instances i have been in those scenario you sit on the couch wishing you could do something to help. Were in a position to do something to help and we will. There is no question in my mind that we will bring this individual into custody one way or the other. One more question from you, sir and well be done. Youve identified 16 out of the 18 bodies and if so can you confirm the demographics, please . The specifics may be a question for future briefings. We have notified the families of eight of the 18 fatalities involved in the incident. The reason why we have 18 victims and only eight warrants. Eight people have been identified and eight of those people families have been notified which is key for us to make sure we get that right. Further demographics. Well take a look at ages and other information. I would like to be able i would like to be able to honor the group of victims by talking about them in a specific session that would be coming shortly. Eight of the 18 have been i dent notified and notified. Not 16. I appreciate it. We will see you again along the way. Thank you. Bill wow, that was 30 minutes of rapid fire delivery, but one has to argue woefully shy of critical information that theyre trying to track down the curl. Either they dont have much or being coy. They assumed he might be listening or watching yesterday. Maybe the same case today. The headlines quote, were days away from completing work at the crime scene. Were still gathering evidence. We will put divers in the river, the river is a big piece of this. And thus far they have 530 tips. They also have this qr code, Quick Response code. You are watching. What was your take from that . As you pointed out, i saw a lot of Filler Information that really didnt inform us much about where the real focus is. Im a little bit surprised that they are focusing in at least from his statement right around the dock area. I would think there is a large perimeter around the entire woods area he could reach by boat or foot. They seem to have ruled out a switch car. The other side of the coin is maybe they are being coy and trying to put some misdirection out there. This kind of press conference doesnt really advance the ball that much in my opinion. Not much information there. Aishah i dont know how much confidence people sitting in maine in that area stuck in their homes got from this press conference. I have covered a lot of these scenarios of local authorities. When they announce they have Press Briefings for who knows how many days every morning doesnt spark a lot of confidence. Similar to what happened in pennsylvania last month with the escaped prisoner, took about two weeks to find him in a densely wooded area. Why might it take so long . Could we be in a long haul here . Every sign from his scheduling of Daily Press Conferences and pledging to do that to all his other statements leads me to believe they are definitely settling in for the long haul here. You know, if you discount or discard the idea he had a switch car and somewhere in the united states, you go to the almost an Eric Robert Rudolphtype search. It takes a lot of resources to cover the amount of area that he could have traveled by foot or by boat. That perimeter now is huge. He bought himself a lot of time by hitting two locations creating mass confusion, all these agencies responding and funneling information up the respective chains of command. It took hours and hours to get organized. Thats natural. But it was if it was part of his plan its a brilliant plan. You double the amount of confusion and chaos. It gave him a lot of lead time to cover a lot of ground either by boat or foot. What we have now is a massive olympic bombertype search going on. Bill you are talking about Eric Robert Rudolph out of atlanta in 1996 and disappeared in the mountains and woods of north carolina. Two things i wanted to hear a lot more about. One is the house search last night. That gave everybody watching a little hope in the end. In the end it was false hope. The other thing is that there are reports he owned a boat and why he went to the dock and some suggest it was a 15foot boat. We heard nothing about it, chris nothing. That may be by design. But i get with 40 years in the business, 25 years with the bureau obviously, i get the feeling they are almost nowhere and they are going through and checking boxes. Well dive around the dock. I guess presumably maybe he committed suicide in the river. Or tried to swim and drowned. That part confuses me. Thats not the most likely thing that happened. And after that i really heard nothing. We will walk around the shore of that part of the river. It just seems to me they are very much nowhere or they are brilliantly trying to put out misdirection to him if he is watching.
