Editorial report, im paul gigot. Former President Donald Trump is back on the Tam Campaign Trail this weekend after the apparent second attempted assassination in florida. The Secret Service says it had increased the degree of protection for trump since the first attempt in butler, pennsylvania. Heres former President Trump praising his security team. The Secret Service did a great job. They saw the barrel of a gun, big gun, and it came out through bushes. And how many people would see that . You know, he really was very exceptional, to have cone can it. To have done it. And weve been going through a lot of it. Were getting very good at it. Paul Members Of Congress briefed by the Secret Service say the increase in security worked, but one top Democrat Questions whether more money for the Secret Service is the answer. This issue is not about money, its about management. Its about using resources productively and effectively. And the lapses and failures that the will be documented in our report, i think, will go to mismanagement that led to the abject failure the protect the president properly. Paul lets bring in our panel, Wall Street Journal columnists Dan Henninger and kim Strassel And Editorial Board Member Colin levey. Colin, youve been covering the Secret Service for us. Is what do you think of this debate over whether or not the problem at the Secret Service is a lack of money and resources . Yeah. I mean, look, paul, a little bit of extra that money never hurts, but i think theres a couple of really key numbers to keep in mind here. One is that the secret Service Budget has actually almost doubled since 2014. Its now about 3 billion, it used to be about 1. 8, so theres a lot of money out there. But what we know is they dont have enough manpower. Theyve repeatedly said that theyre about 1500 agents short of where theyd like to be, and theyve been struggling to get those numbers up. The real problem is how theyre using the people that they have, and i think, you know, being able to react quickly on the ground is really dependent if on having the kind of Staff Thing that the allows them to react quickly and also to staff up when someones coming the town. So one thing that a lot of people dont know about the way the Secret Service operates is, yes, theres the key president ial protective detail, or there are people that are assigned to certain protective detail, but also as those protectees move around, those forces get supplemented with others who are nearby. So the ability to really staff that up with people who know their work and know how to react quickly, i think, key here. Paul you mean local Law Enforcement that comes in and cooperates with the Secret Service is, thats who youre talking about, right in. Well, not just local Law Enforcement. A lot of times these are Secret Service Special Agents being called up from Field Offices. Theyre often working jobs that are not directly work related to protection, and theyll be called up for special events. Paul thats a question i want to ask you, the Credit Service looks at financial crimes, for example. Is this the the sort of thing that maybe congress should look at and and say, no, your job should be protect president and the other officials who you are detailed to protect and give the other duties to to Somebody Else . Yeah, i think theres a really strong argument for making that change. I mean, the Secret Service, in my view, should probably be a singleissue agency. And what we know i now is that the about half of their resources go the protection and about half go the investigations of things like Cyber Crime and Bank Fraud and other financial investigations. And not only is that a large sort of resource suck, its also something that the agents is have to be able to wear two hats. A lot of times you have agents who will serve 45 years on a protective detail and then get moved into a Field Office where theyre working investigations and called up periodically. So this isnt necessarily a system that builds the greatest efficient efficiency within the agency. A. Paul okay, interesting. Kim, i guess the real fundamental question right now between now and the election is should trump get president iallevel protection, the kind that a goes to the President Biden. Well, and theres a big dispute about this, paul. Interesting conflict. In the wake of everything that happened in florida, we had a Palm Beach Sheriff when said that the problem was that he wasnt getting president iallevel attention because if he had, they would have locked down every foot of that golf course. But now since then weve also had pushback from the Secret Service suggesting he is getting that level which raises its own question because if he were actually getting bidenlevel resources, how could they have made such a huge error in this entire Florida Episode . So that is something thats going to end up getting answered, i think, because of these investigations that are going on in congress at moment. Were going to get a better idea. There is they said theyve elevated it so far but, obviously, its the not enough, and that is turning out to be a key problem. Paul yeah. That seems to herring dan, if the to me, dan, the stakes are so large after two assassination attempts. If something dreadful happened to President Trump or, for that matter, Kamala Harris, the conspiracy theories, the polarization in our politics would be so much worse that it just seems to me obvious that he needs, harris needs, they need maximum protection. And youre with talking about a lot of protection in that case. Those of us who live here in new York City recall when Barack Obama was president he used to come up to the new york routinely to raise money. The entire Upper East Side would be shut down, and it would be gridlock. I mean, the highways along both sides of manhattan would be shut down, and so youre talking about creating a huge bubble around Donald Trump and Kamala Harris who are trying to campaign for the president of the united states, going into diners and such. So that would be a real Challenge Paul but president s campaign for reelection. They also, you know, are out and about, so its possible this can be done, no . I think its possible that it can be done, and it should have been done. I mean, any agency, the Secret Service especially, had to have been aware because of the polarization you just described over the past several years, most of it centering on Donald Trump, that there was the real probability that some poor, psychologicallydamaged individual could get tipped into an event like this. And why they hadnt already imposed on trump a much larger presidencytype level of protection is very difficult to understand. Paul hopefully, congress can shed some light on that. We dont know what this tactic we do know that communications within hezbollah have been severely disrupt, we know theres now fear within hezbollah. Establishing fear is the way you establish deterrence. Hes trying to the make it a local race, and sheehys trying to make it a national one. Paul testers a tough candidate. Why is he trying to the Focus On Local Races . Is it because he has a Voting Record in washington that might not sit well with a lot of montana voters . Yeah. Hes, you know, hes hoping that people will sort of take their eyes off him. You know, hes from montana, a good old boy, hes a farmer. Hes been in politics for about 30 years now, hes been elected to the senate three times now. He wants people to not focus, you know, his Track Record in washington. He
