That Security Plan, when appropriately designed is what drives the appropriate number of resources. The majority of stories we are hearing from survivors are of neighbors helping neighbors. Some people think there should be more federal help. I normally work in the bigger Refugee Areas the War Zones andf that kind of stuff. Its a horrible event. It is easy to underestimate it because it feels like it is in a contained area. Its a total disaster and youre Cut Off. People cannot get out. The resources are not coming into them. Delivering clean water is still one of the top priorities.
