She is with her daughter Eleanor Stout, 2. When the water in the pipes freezes at Pleasant Valley Playgroup it usually thaws out before everyone arrives, but that was not the case on Monday. Playgroup president Sheree Stout said the pipes had frozen about twice in the past three years she has been in charge. “They usually defrost by the time everyone gets there,” Stout said. She said because there was no running water, playgroup had to be cancelled according to Ministry of Education guidelines, which state a playgroup or Early Childhood Education Centre must have running water.
