Governing body chooses city manager finalists The City of Rio Rancho has four finalists for the city manager position, including the current economic development and business relations manager. As per the city’s charter, the governing body has screened 33 applications, interviewed six candidates and provided four names to the mayor for consideration, according to a city news release. The mayor is required to receive three to five names. The finalists are: Thomas Hutka, most recently the Broward County, Fla., director of public works from 2009-20; Shawn Henessee, most recently the Clark County, Wash., manager from 2018-20; and Frederick Gardiner, the current City of East Point, Ga., manager since 2014.
