Governor's State of the Island Address set for March 8 After a year like no other before it, Gov. Lou Leon Guerrero will deliver her State of the Island Address March 8. It'll be Leon Guerrero's third time delivering the speech in her term. Coming off a historic win as the island's first female governor, Leon Guerrero described the state of the island in 2019 as promising. Last year, the governor proclaimed Guam to be stronger than ever and financially stable and highlighted the end to the dengue outbreak. At the time of the last State of the Island address, on Feb. 24, 2020, Leon Guerrero also noted Guam was coronavirus free. Three weeks after that declaration, Leon Guerrero placed the island in a state of public health emergency and the next day the first three cases of COVID-19 were identified.
