Great Falls City Commissioners passed a resolution that ended City Manager Greg Doyon’s emergency powers that were granted to him in response to the rapid spread of COVID-19 at their Tuesday night meeting. Resolution 10403 rescinded Resolution 1041 passed in March of 2020 that affirmed a local emergency and defined Doyon’s power to declare an emergency and his ability to exercise that authority. “We joke about ‘Putin powers’ (Russian President Vladimir Putin) but the reality is that this is kind of a scary amount of authority that was given to me by that declaration and even though the commission would have had to sanction some of the efforts there, really it's an unprecedented thing, and I want to just tell you that I was not comfortable with it,” Doyon said.
