The Congress has issued a whip to its MLAs to vote for party candidate Abhishek Manu Singhvi in the Rajya Sabha polls. Harsh Mahajan, a former Congress MLA who joined BJP, claims to know all the MLAs and hopes for victory. He advocates a "conscience vote".
