Access Now 21 December 2020 | 2:29 pm Dear Members of the Iraqi Council of Representatives, We, the undersigned organisations, are writing to express our deep concern regarding the provisions contained within the draft Law on Combating Cybercrimes, which was reintroduced before the Iraqi Council of Representatives on November 23, 2020. We are particularly concerned by the draft law’s criminalisation of vaguely defined acts and its use of overly broad terms. Such ambiguous language would enable undue restrictions on the right to freedom of opinion, expression, and the press and does not help prevent cybercrime or ensure effective cybersecurity for Iraqi internet users. As such, we urge you to immediately withdraw or substantially amend the draft legislation to bring it in line with the Iraqi Constitution as well as international human rights law.
