ROCKINGHAM — A New York man was arrested early Monday morning on an active warrant after being stopped by Vermont State Police. Darren Lloyd, 34, of Staten Island, was a passenger in a vehicle that was assisted by a trooper on VT Route 103 at 12:31 a.m. due to difficulty traveling up a snow-covered hill.
