Vathiswa Ruselo, Gallo Images/Sowetan The Electoral Commission of South Africa (IEC) has conceded that it incorrectly applied legislation when it authorised the swearing in of two councillors for the same council position at the Amahlathi local municipality. Councillors Busisa Xongwana and Xolela Roji were sworn in on different occasions to replace PR councillor Neliswa Busika who died in January. The IEC admitted that it was wrong for them to have accepted a new amended candidate list from the ANC after the deadline, which resulted in both serving in the same post.
