Baltimore's inspector general is calling into question the independence and objectivity of advisory boards meant to oversee her office.A new Inspector General Advisory Board held its first meeting this week. Elected officials comprise the board, which is tasked with evaluating the IG's office.Baltimore City Inspector General Isabel Cumming sent a letter to Baltimore's City Solicitor Jim Shea ahead of the board's meeting, saying the very existence of the advisory board is a conflict of interest because members of that board have been part of her office's investigations.Cumming said that could cast doubt on the independence of her office and deter people from coming forward with information about fraud, waste and abuse -- all things her office is meant to investigate.A bill in Baltimore County, which has since been delayed, aims to set up a similar board in the county.
