History of BLP failing children Former United States Vice-President Hubert Humphrey spoke about the treatment of the weakest members of society as a reflection of a government. “The moral test of government”, he asserted, “is how that government treats those who are in the dawn of life, the children; those who are in the twilight of life, the elderly; those who are in the shadows of life, the sick, the needy and the handicapped.” If I apply his standard, I have to give the Barbados Labour Party (BLP) a failing grade on education. Any possible bias on my part is informed by the fact that in Barbados, education remains the key to opening the door of opportunity; and much of what we enjoy – free secondary education, the Barbados Community College (BCC) and UWI Cave Hill Campus – is attributed to the vision of Errol Walton Barrow and the policies of the Democratic Labour Party.
