"It is undisputed that the subject property, and indeed most of the island, is located in the (coastal hazard zone)," the ruling reads. "The County has adopted a 16-hour out-of-county evacuation time for a category 5 storm event (but), the base scenario (i.e., the analysis used for growth management purposes) out-of-county clearance time for Lee County is actually 84.5 hours for a category 5 storm." So instead of taking most of one day, evacuating Lee County during a top-tier storm would actually take up to four-and-a-half days. Hurricanes can be shifty and change course in a matter of hours. Meteorologists in 2004 expected Hurricane Charley would go further north and land in the panhandle or Big Bend areas.
