The Kozy building was most recently damaged in a November fire. | Photo: WDIO-TV WDIO-TV Created: January 27, 2021 06:18 PM A judge has ordered the Duluth Economic Development Authority to put exterior bracing on the fire-damaged Kozy Apartments building, also known as Pastoret Terrace, in downtown Duluth. This week's order from Judge Eric Hylden orders DEDA to install "lateral bracing on the exterior of the portion of the building most damaged by the fire." DEDA was also ordered to secure detailed estimates to remove debris from the roof and lower levels of the building. The Kozy building has been vacant since a fire more than a decade ago and has been the scene of numerous subsequent fires, including one in early November. DEDA wants to tear down the 134-year-old building but has been prevented from doing so by court action from former owner Eric Ringsred and a group called Respect Starts Here.
