A very wet morning. A lot of concern for the residents here in howell township and you can see why. Multiple scenes like this are playing out throughout the area. Look, this tree has just smashed not just through the roof but through the side of the house, through the windows. A lot of the interior of the house is exposed. Cars stranded along the roads as the water rises all the way up to the windows. And people forced to wade through the streets. It was shocking to me. I havent seen water come up like that in this area ever and ive lived here my whole life. Reporter this woman using a traffic cone to help clear a clogged drain along a new york roadway. Ginger, of course, tracking that Severe Weather as well as a tropical depression thats on the move in the atlantic right now, ginger . As if we needed more, yes. That is going to aid in adding more flash flood threats that we had. Look at this picture out of pittsburgh, pennsylvania. Its actually from penn hills. They had 4 1 2 inches very quickly. A car and dumpster got pushed into the creek. Lets go over here and show you that its still raining from the southeast right through new england. It is that tropical moisture including the depression that is just east of florida that is going to add to this. Ssachusett rhode island, but watch this. This afternoon and evening as that moisture comes up, youll have damaging wind threats from 4 00 p. M. On from raleigh to fayetteville, wilmington, you too. George . The whole northeast and southeast as well. Thanks, ginger. To washington now where special Counsel Robert Mueller is set to deliver his long delayed testimony to two congressional committees tomorrow. Mueller, the Justice Department, both parties in congress jockeying ahead of the blockbuster hearing and our senior Congressional Correspondent mary bruce, chief justice correspondent Pierre Thomas covering all the preparations. Pierre, let me begin with you. Overnight the Justice Department sent a letter to mueller trying to set limits on his testimony. Reporter george, good morning. Thats right. Overnight the Justice Department sent mueller a letter warning him he should not go beyond the public version of his report and, george, quote, that any testimony must remain within the boundaries of that document. The letter bluntly states that his testimony is unnecessary. The bottom line for mueller strictly no adlibbing. But, george, that said, the report is 400 pages with reams of materials including a list of potential acts of obstruction by the president and the details of how the russians attacked the 2016 election and how the Trump Campaign responded. Very few americans have actually read the full report, so the stakes are high. In a little more than 24 hours all of official washington will come to a standstill with much of the country watching, george. No question about that. What do we know about what Robert Mueller is doing to prepare for this testimony . Reporter hes been prepping with a small team of former staffers from the special counsels office in a space provided by his former law firm in washington. His spokesman told me yesterday, quote, if you know Robert Mueller, hes going to come prepared. Ive been speaking to sources that have worked with mueller in the past and they say his preparations for congressional testimony typically involves hours of mock hearings and rehearsals. George, he will be giving an Opening Statement prior to taking questions from the two house committees. The countdown to his testimony now under way, george. Hes had a lot of practice. Some dozens and dozens of appearances before congressional committees. Okay, pierre. Lets bring in our senior Congressional Correspondent mary bruce for more and how congress is preparing. Mary, both sides taking this seriously. Reporter george, democrats and republicans are spending hours preparing for this behind closed doors. Democrats today are potentially holding their own mock hearing with a staff member sitting in to play mueller. But with mueller, george, promising to stick to the report, both sides know theyre not likely to get any new bombshells here so their strategy instead is to simply try to shine a light on the findings. Democrats want to show viewers at home who may not have read the full 448page report, they want them to hear for themselves directly from mueller what democrats believe is the president s misconduct. While republicans are eager to shine a light on the areas of report that they feel clear the president. But as you mentioned mueller is very experienced at this. It will be his 89th time testifying on the hill. He is known for very short often oneword responses. The challenge for these lawmakers is to draw out the answers theyre looking for. We will see more of that tomorrow. Meantime, mary, on another Front Congress and the white house seem to at least the congressional leadership has struck a deal with the white house that would basically set the spending limits for the rest of President Trumps first term. Reporter yeah, george. This was getting close to the wire up here but the president and congressional leaders have reached this sweeping twoyear budget deal that will raise the debt ceiling long enough to postpone any new budget showdown until after the president ial election. This took weeks of negotiating between the House Speaker nancy pelosi and the treasury secretary. In fact, Speaker Pelosi was spotted on an airplane still on her cell phone hammering out the fine print. The final deal here though would raise military and domestic spending by 320 billion but it does little to address the ballooning deficit. The president , though, says this is a real compromise and congress is expected to act on this here in the coming days. Mary bruce, thanks very much. Tomorrow morning ill anchor our live coverage of muellers testimony with our whole political team. It starts at 8 30 eastern. Cecilia . We turn to the latest on those tensions with iran. The iranians releasing new images they claim are cia officers running a network of spies in iran, a claim President Trump flatly disputes. Our chief Global Affairs correspondent Martha Raddatz is tracking the latest on all this. Good morning, martha. Reporter good morning, cecilia. The cia would never publicly identify its officers but the images and names that iran has released puts those individuals in danger, whether they worked for the cia or not. The images which we have blurred were released as part of what the iranians claim is a network of spies. The iranians say the largely western looking men had recruited iranian nationals working in sensitive positions to obtain information for the the iranians men they claimed worked for the cia, some matching current or former state department employees. I read a report today about cia. Thats totally a false story. Thats another lie. They put out propaganda. They put out lies. Reporter this comes as the first images of those crew members from the British Oil Tanker seized by the iranians, the crew of the ship now in port in southern iran, armed iranian guard Corps Members checking out the ship as soon as it docked. This after that dramatic takeover of the ship by iranian commandos with a warning to the commercial vessel to turn around. Change your course to 360, 360 degrees immediately. If you obey, you will be safe, rappelngown momentthmmandos were the british now urgently trying to get that tanker crew and the ship released but so far the iranians are not budging, george. Martha raddatz, thanks. We now have breaking news overseas. Boris johnson, a conservative firebrand often compared to President Trump, has just been voted the next Prime Minister for great britain. Our Foreign Correspondent ian pannell is in london with more on what this means. Good morning, ian. Reporter yeah, good morning, george. An earthquake, indeed, and so many similarities with President Trump. Johnson once said this, my chances of being Prime Minister are about as good as the chances of finding elvis on mars. But just now he has been chosen to be the next leader of his party and, therefore, Prime Minister. Usually controversial and divisive, johnson is a populist who plays to the crowds as a posh bumbling joker never shy when things go wrong in front o lohe mh johnson. Is opponents his a philanderer, unfaithful in marriage. Hes been accused of racist remarks and a man of no fixed principle. One of his former bosses even saying this about johnson, he wouldnt recognize the truth if confronted by it in an identity parade. But President Trump says that he thinks the two of them would have a very Good Relationship and as the british prepare to leave the european union, boy, does britain need america right now. Johnson has some huge hurdles to leap over, though. Just like his predecessor, above all, delivering brexit and cementing that special relationship with the u. S. And getting a desperately needed trade deal. So Boris Johnson will become the next Prime Minister, elvis not yet found on mars, george. Ian pannell, thanks very much. Turbulent times ahead. Robin . Its now clear they do not plan to stop protesting until the governor resigns. Overnight protesters and police facing off in puerto rico. Police using tear gas to disperse crowds after protesters gathered late into the night. The clashes following a day of massive demonstrations. The anger aimed at the islands governor reaching a boiling point as hundreds of thousands demand he step down. This has been going on for so long and he was just the one to break the glass. Reporter Governor Ricardo Rossello marred by controversy ever since a Profane Group chat between he and his aides leaked appearing on fox news digging in. I have made a decision, im not going to run. Im not going to seek reelection and that way i can focus on the job at hand. Reporter on the mainland the ricky resign chant echoing in new yorks Grand Central station. The anger and frustration even reaching the white house. President trump calling the governor terrible, slamming him for his handling of hurricane disaster funding. You have incompetent, totally grossly incompetent leadership at the top of puerto rico. Reporter in that interview with fox news the governor struggled to name one supporter here on the island and eventually named a local mayor. We reached out to that local Mayors Office who told us, no, he does not support the governor. Robin . All right, victor, thank you. Overnight, new chaos on the streets of venezuela.
