That is the scene right there in encinitas, which is outside of san diego where a cliff gave way sending tons, tons of sandstone down onto the beachgoers below at a popular surfing beach. Three people dead, two injured. The images from that area are poignant. You can see the beach chairs, the surfboards and the shoes left behind right behind that fallen debris. For more lets go to Kaylee Hartung right there on the scene this morning. Good morning, kaylee. Reporter good morning, eva. This morning this beach outside san diego remains closed after bea beachgoers found themselves caught in a tragic scene on a friday afternoon. It happened without warning. This is a very, very tragic event that were all dealing with today. No one woke up thinking this would happen. Reporter an oceanfront bluff suddenly collapsing on the beach in encinitas, california, killing three people and injuring two others. Its just horrifying that the people underneath were there in the wrong moment. Reporter beach chairs, surfboards and shoes left behind as people rushed to escape the crumbling hillside. Everybody goes down on the beach every day. And people, i saw people crying a because theyre like, well, i was just down there ten minutes. Reporter officials on the scene within four minutes. We have three immediate patients. We could use the manpower down here. We still have one trapped victim. Reporter closing part of a major freeway to land a life flight helicopter for the critically injured. One woman died on the beach. Two others succumbed to their injuries at the hospital. This material is very, very heavy. You cant move it unless you have heavy equipment. Reporter heavy equipment was brought in to meticulously dig through debris. Stacking ten feet tall. The search for additional victims called off as night fell and the tide rose. Conditions too dangerous to continue. A second collapse feared. We see bluff collapses. Theyre fairly common. Probably im going to say a guess, four to eight per year. Nothing of this magnitude but we have had some in the past. Reporter overnight one of the highest tides of the year. That meant waves were crashing right up against this bluff so this is all thats left of the debris field that was the size of a school bus. No more beach toys and beach chair os are umbrellas. Authorities are say theyre convinced no one was left beneath the rubble. Thank you. Kaylee, thank you. We do want to move on to another developing story overnight in california. A power outage in irvine left some 28,000 Orange County customers in the dark and grounded all flights in and out of John Wayne Airport. A fire at an electrical substation just after 6 00 p. M. Causing the outage. Three terminals filled with passengers, dark and coming to a grinding halt, the lights finally coming back on at John Wayne Airport around 9 00 p. M. But flights not resuming until this morning. The cause of the fire still under investigation. Weather now and we are watching two separate systems. Both of them producing dangerous downpours, flash flooding hitting the heartland leading to water rescues like this one which happened in kansas. Officials say they had to save this man from the roof of his submerged car. Were also watching threats in the tropics. The southeast hit hard causing flooding in florida. All that as a new system continues to brew in the atlantic. Brittany bell from our abc station in raleigh, north carolina, is in for rob this morning, and she is tracking it all. Good morning, brittany. Good morning. That water is causing a lot of problems all across the country. Right now heres a look at some video of just the power of that water. Showing a Train Derailment just to the south of rapid city, south dakota. That actually caused two of those crew members to be rescued. Thankfully they have nonlifethreatening injuries. So, please, if you see standing water, remember, turn around, dont drown. And still looking at additional showers in the same exact area. Thats why we do have that flash flood watch. That is in effect for northeastern sections of oklahoma throughout western arkansas including fayetteville and ft. Smith. Also looking at the timing of these showers, well see that threat moving farther to the south in oklahoma and arkansas. They could see locally up to six inches of rainfall. And then across the southeast. That threat continues. Looking at a stalled front. That combination of that front with that tropical air is why we have that heavy rain threat looking at rainfall amounts as high as four inches. And then still watching that tropical wave farther out in the atlantic, that could become a Tropical Storm or depression as it approaches the caribbean sea. Whit. We do want to turn to President Trump saying hes narrowed down the list of possible replacements for director of National Intelligence after his original nominee dropped out. This as the president faces backlash including from a key supporter over his tweet about a breakin at a top democratic congressmans home. Abcs White House Correspondent tara palmeri is in new jersey where the president is spending the weekend. Tara, good morning. Reporter good morning, whit. President trump attacked the press for revealing damaging information about his choice for director of National Intelligence and then thanked them for doing the white houses vetting. He said it saves them money. Now, he just adds to a growing list of president ial appointees who failed to make it through senate confirmation. Americans need to know this. Reporter President Trumps top pick for director of National Intelligence, texas congressman John Ratcliffe withdrawing his name for the appointment. This comes just less than a week after he was tapped to replace outgoing director dan coats. Leaving for his new jersey golf club, trump defending ratcliffe after he came under scrutiny for his lack of experience and inflated resume. The press was treating him i thought very unfairly. Hes an outstanding man. Reporter ratcliffe said in a statement, i do not wish for a National Security and intelligence debate surround my confirmation, however untrue, to become a purely political and partisan issue. More than 60 trump appointees have been withdrawn before confirmation or rejected by the senate. The vetting process for the white house is very good. But youre part of the vetting process. You know, i give out a name to the press, and they vet for me. We save a lot of money that way. Reporter trumps pick for labor secretary, andy puzder, department of veteran affairs, dr. Ronny jackson, u. N. Ambassador, Heather Nauert and Federal Reserve Board Members herman cain and Stephen Moore are among the highprofile picks whose names were pulled after negative information was revealed. The president also lashing out again at House Oversight chairman Elijah Cummings who is leading investigations into his administration. The president mocking cummings recent home burglary calling it in a tweet really bad news and adding, too bad. That post prompting immediate backlash. Fellow republican and former u. N. Ambassador nikki haley replying, this is so unnecessary. President trump standing by his tweet. That was really not meant as a wise guy tweet. His house robbed and it came over the news at a certain moment last night, and i had just mentioned it. Reporter President Trump has been attacking cummings since last weekend when he called baltimore a rat and rodent infested place where no human being would want to live. Now, many called those tweets racist, but cummings hasnt gone that far and he is expected to speak today in baltimore. And well see if he responds. Tara, i do want to transition to economic matters for a moment. The markets tumbling this week over escalating concerns of a trade war and President Trump is sounding off on china once again. Reporter thats right, whit. President trump is doubling down on his threat to slap tariffs on 300 billion worth of chinese imports. Thats virtually all chinese sn as next month. Uld take place now, americans wy the price on everything from shoes to phones and clothing, china said they will respond with appropriate measures. Whit. A lot to talk about politically this morning, so lets bring in abc news chief political analyst matthew dowd who is joining us from texas. Matthew, good morning. I want to start with this story about congressman John Ratcliffe who has just taken himself out of the running for the job of director of National Intelligence. It was interesting to hear the president say that he relies on the media to vet his nominees. To your mind, how does that square with his constant refrain of fake news . Well, you also could ask how does it square with what he said he only hires the best people as tara related. All these people that have been nominated have been thrown out because of the qualifications problem. I mean, it doesnt square. It is an explanation the president doesnt vet these people. He watches fox news or some other program and then decides hes got somebody in mind. Its a continual process of this and i think one of the thing it highlights is the importance of the press in this, because if the white house isnt vetting these important candidates to these really crucial positions, at least the press is doing their job and doing the process to find out what really is the background. Lets move on now to the president s tweets about congressman Elijah Cummings, the democrat from baltimore. I have heard conservative analysts say that this kind of dustup actually hurts the president s chances of getting reelected because it takes the attention away from our strong economy. Do you agree with that analysis . Well, if you look at the data, the last president to have economic numbers like this president has in his presidency had a job Approval Rating 20 points higher than President Trump has, so trump is basically doing this to himself. His job approval numbers should be much better than these but donald trump as weve learned and we talked about it a number of times is an incredibly impulsive person. He doesnt stay disciplined on what anybody would naturally think would be the conversation hes having, so as i said earlier, he arises. He has an impulse, he does something but over and over and over Donald Trumps twitter feed is his biggest own nightmare. This is going to be a huge issue as we head into the 2020 elections. Finally let me just ask you about another big headline, another big issue as we head into the next president ial election. We now as of friday have a majority of democrats in the house of representatives coming out in favor of beginning the impeachment process against president donald j. Trump, however, most americans are against that. So is this a dangerous road for democrats . I think its a careful road for the democrats. If you look at past numbers on impeachment numbers, take a look at Richard Nixon, the numbers of people, americans today who want impeachment today are higher than what it was with Richard Nixon even as the process of impeachment started but were incredibly polarized and incredibly tribalized in this country so you have this divide on each side of this. I think the democrats have to be careful. I think they have to go through this process. Right now a majority of democrats supporting impeachment wont be enough for impeachment. I think nancy pelosi has tried to take this in a disciplined manner to see where she gets by the end of the summer, early fall. Nancy pelosi walking a tightrope. The house of representatives approved Pedro Pierluisi as secretary of state and then governor on friday. He takes over for Governor Ricardo Rossello who resigned after weeks of protests ignited by a scandal involving leaked chat messages. The senate has yet to approve his nomination and legal challenges are expected. In new york city a judge is recommending the nypd fire the officer accused in the choking death of eric garner. The video of the incident caused a national firestorm. You can hear garner saying i cant breathe at least 11 times before falling unconscious and later dying. It is now up to the Police Commissioner whether Daniel Pantaleo will be fired in the case. A homecoming overnight for the rapper a ap rocky who is in the midst of a legal drama overseas. There he is getting off a private plane after spending a month in a swedish jail on charges of assault, the case getting attention from other rappers, popular musicians, even President Trump himself and abcs Julia Macfarlane has the latest from our london bureau. A ap rocky has been in custody at a swedish jail since july 3rd but now hes back home as the courts deliberate over the verdict. This morning, were hearing audio of that bombshell moment in court. A swedish judge releasing a ap rocky from jail. Rakim mayers is no longer going to be remanded in custody. [ cheers ] reporter overwhelming joy and excitement for the Grammy Nominated artist. The rapper leaving jail friday. His mother delighted by the news. Its great. Reporter as is the president who has taken a personal interest in the case and last week phoned the swedish Prime Minister calling for rockys release tweeting out it was a rocky week, get home asap, a ap. As the celebrity made his way posting on instagram, i cant begin to describe how grateful i am for all of you. This has been a very difficult and humbling experience. I want to thank the court for allowing me to return to our family and friends. One goal was that my client was going to be a free man today and thats what we achieved and then were hoping for an acquittal in 14 days. Reporter the 30yearold rapper whose real name is rakim mayers was released from custody temporarily as the court adjourned to consider a motive. Were not trying to fight yall. Were not trying to go to jail. Reporter he is accused alongside two of his companions. He pleaded not guilty to charges of assault against a 19yearold man in stockholm in june. Footage capturing a brawl in the city published on tmz before the trial began. Mayers is seen throwing a man in a white shirt to the ground. Photographs of the alleged victims injuries among the evidence shown to the court. He is seeking more than 14,000 in damages. If rocky is found guilty, he faces a maximum two years in jail. Well, the decision for that verdict is expected on august 14th. Meanwhile, though, just a few days before that a ap rocky is scheduled to perform at the real streets festival in anaheim.
