Millions of americans are on alert this Labor Day Weekend, trading their plans for outdoor barbecues with intense preparations for an incredibly powerful category 5 hurricane that forecasters are calling a monster. As with any forecast, Hurricane Dorians track has been in state of a flux, though this storm has been particularly erratic. One Emergency Management official saying that the only thing about consistent about this storm is its inconsistency. This morning, President Trump who cancelled a trip to poland to remain in the u. S. Will visit the National Response Coordination Center to receive briefings from Emergency Managers who are preparing for dorians impacts. I spoke with the acting Homeland Security secretary, but we begin this morning with a different emergency. Another deadly shooting in west texas, leaving at least five dead. While it doesnt appear preplanned its equally if not more terrifying. A routine traffic stop turning into a suspect with a fully loaded weapon wreaking havoc. Abc news chief National Correspondent matt gutman is on the scene in odessa, texas, and authorities are still trying to figure out exactly what happened. What do we know at this point . Reporter they are, martha. Theyre still processing this scene behind me, theyre also trying to grapple with the sheer scale of this shooting. Were told possible 13 spots. Over miles between odessa and midland. It apparently began with that routine traffic stop, the suspect pulled over and shooting out the rear window of his vehicle. Critically wounding a Police Officer. The Police Officer taking off. At one point, ditching his sedan and apparently hijacking a postal vehicle. A white van, he continued on that rampage. Opening fire outside a Shopping Center and then apparently driving to the movie theater. S. W. A. T. Teams moved into this movie teeter, telling them was an active shooter. They thought the shooter was inside. Im going to have our cameraman, you can see that why crushed van and the crushed police cruisers, thats where the shooter gan firing. Rmed into these lic now, there g whimpers of families, mothers covering children with their bodies. That shooter opening fire on police and civilians. Eventually, police neutralized him but not before five People Killed, 20 were wounded including a 17monthold girl. So sad and terrifying. Matt, do authorities have any information yet if this was premeditated or if the shooter just snapped after being pulled over . Law enforcement sources tell us right now that they believe this was not a premeditated attack. They dont have much more information about that. Theyre not yet releasing the name of this shooter, and martha, you may never hear them utter the shooters name. We know this is a 30something white male who happened to be driving around with that semiautomatic rifle at the time of that traffic stop. You mentioned it earlier, its very earlier there are people driving around with these kind of weapons who are a one routine stop away from a bloody rampage like this. Thank you for joining us this morning, matt. Lets turn to the path of Hurricane Dorian. Abcs marcus moore is in the bahamas where they are starting to feel the hurricanes force. I know those winds and rains are building up. What are you seeing now . Reporter well, martha, good morning. We are now feeling the effects of Hurricane Dorian. Look at the palm trees off in the distance. You can see them waving in the force of the wind. Were already feeling the Tropical Stormforce winds from this hurricane, those winds stretched more than a hundred miles from dorians eye. Were seeing these on and off periods of rain. What you really notice right now are the strong and persistent winds and the occasional wind gust, where at times, it can knock you off of your feet just a little bit. We know that this is only going to get worse. It really took a turn around 2 00 this morning and it hasnt let up since and we now know that this storm is a category 5 hurricane thats expected to bring winds at 160 miles an hour sustained here in this part of the bahamas. Its the reason why officials here have warned residents and tourists to find safer ground. A number of people have left and been evacuated to shelters. Some have decided to stay and theres real concern for them as Hurricane Dorian continues to work its way to the west. Thanks so much, marcus. Stay safe there. And lets turn to abc news senior meteorologist rob marciano in melbourne, florida. Four states have declared states of emergency. Whats the latest forecast of Hurricane Dorian . Reporter all right, martha, its going to hit bahamas first. Terrifying view of where it is and how strong it is. This eye is clear. The surrounding convection is intense. Its about to unleash the power of a category 5 on the island and then slowly make its way across the bahamas. 36 hours of these kind of winds is what theyll have. Then toward the florida coastline. We do have its stalling and moving north. The National Hurricane center has that line offshore but the cone of uncertainty certainly brings the possibility of a direct hit, tuesday, wednesday, all week long, martha, youre right, four states will be impacted by this. At the very least Tropical Storm force winds here in florida where warnings have been posted because we expect that to happen within 36 hours. Martha. Our thanks to rob and marcus. Stay safe out there. Just a short time ago we stopped by the National Response Coordination Center located inside fema headquarters here in washington. I sat down with acting homelandr track is showing. So the latest forecast, the storm is hitting the Northern Islands of the bahamas right now. Theyre starting to experience hurricaneforce winds. It will across the Northern Islands of the bahamas. Then we expect it to stall out. Most models show it stalling out 60 miles offshore not making landfall. That doesnt mean its not dangerous. We expect hurricaneforce winds to hit the coast of florida and then a prolonged rain event, combined with storm surge, very difficult as the storm starts to move northward mostly like up the coast of florida and georgia. At this point, youre pretty sure it wont hit north carolina, south carolina, florida . The National Hurricane center says most of the models show it staying offshore, the storm effect will be prolonged on the coastline. Because this was so hard to predict, this hurricane, are there concerns that people will just stay in their homes, they wont get out of their homes, they wont do they wont take precautions . Right, we want people to listen to the state and local Emergency Managers, listen to the evacuation orders, make sure youre prepared, make sure you have seven days of supplies. Medicine, food, even pet food. Think about those things you might need for a prolonged event. We want people to listen to state and locals and be aggressive in watching this storm. Youve got President Trump coming here this morning. What do you tell him . What are you doing here in the center today . So, weve had lots of time to prepare for the length of the storm approaching the america coastline. Well have the secretary of defense, secretary of transportation, secretary of commerce, secretary of health and human services, its really a whole government effort. The president will make sure were on the same page. Were tracking this and were going to be ready. And do you expect any mandatory evacuations in those areas . So, thats a state and local decision on mandatory evacuations. But, yes, as the storm gets closer there will be counties that will likely face a mandatory order. Fema came under fire as we all know in 2017 for the handling of hurricane maria, in puerto rico, can you guarantee that your agency is prepared for this storm . So, i can guarantee you that fema and all of our federal partners are doing everything they can to support our state and local partners that manage and execute the Emergency Response. Weve had a lot of time to preposition resources and assets, in florida and georgia, were still assessing the damage in puerto rico and virgin islands. Its better than originally anticipated obviously. But yes, were fully prepared and ready to support. Pete gainer walking us through this facility, told congress back in june that the agency was struggling to ensure that it had enough responders. In reserve and was down by about 1,000 employees. Has that been fixed . Thats been fixed. We have 3,000 people deployed across the federal agencies for this storm. About half of those are direct fema employees. Urban search and rescue teams. Already in place. But weve got a very experienced Emergency Response leadership team. With pete gainer, these guys have done it at the federal level. Its a battlehardened team behind me. Were ready. And you talk about it not making landfall but theres sustained winds, theres rain, what are the concerns about the power grid in these areas . So, yeah, there will be power outages, no question. People need to be prepared for that. There will be storm surge. Unfortunately, this aligns the storms arrival aligns with the king tide, when the tide is the highest in the southeastern united states. That means the storm surge and some of the coastal flooding could be more significant. Thats something were watching closely. But prolonged period where theres a rain event, wind event, storm surge combined could have complicated results for coastal communities from florida up the coast. I want to ask you have about these funds that were transferred. In july, theyll transfer a 155 million from Femas Disaster Relief Fund to i. C. E. , your letter to Congress Said that, quote, absence significant catastrophic evens the fund would have funds to operate. Doesnt Hurricane Dorian qualify as one of those events . I want to emphasize that no potential transfers, no money has been moved yet. We have to do a notification to congress in advance. Any potential transfers will not impact our ability to respond to this storm and other storms during Hurricane Season. There are two different elements of the disaster fund. 150 million from the base fund is not going to affect our ability to respond and recover from a major disaster. Senator Chuck Schumer talked about the timing of this. To talk about this at the start of the Hurricane Season, transferring that money, why do this now even though you say it will delayed . The start of the Hurricane Season is june 1st, its not in august. We notified congress in july. Just to clarify on the timing. But we asked for this funding from congress in the emergency supplemental. We needed that funding fori. C. E. To respond to the ongoing humanitarian border crisis, that congress didnt prove fit to provide that funding. Well support the ongoing management of that crisis, too. And i want to turn to this mass shooting in west texas. I know you certainly have a Law Enforcement background and a terrorism background, we know it started with a traffic stop. Thats unusual. Whats your take on whats happened there . I dont want to jump to any conclusions on this event. Were monitoring closely the reports. The followup from the states and loc locals. Its extraordinary concerning, to have that many people injured and five killed at this point. Its devastating. And you know its 300 miles from el paso, a region thats really felt the impact of mass attacks in recent weeks, and were very concerned about it. Well be following up aggressively. There have been more than 150 People Killed in Mass Shootings alone. Should we consider these shootings a Homeland Security threat . They are. In our counterterrorism strategy, domestic terrorism has taken a front line focus for us. Since april when i became acting secretary we set a new office on a focus on doe mystic terrorism, including violence extremism. Should dhs be devoting more resources to fighting this kind of crime, these Mass Shootings . Right, we actually have a ton of resources devoted to this kind of crime across the dhs component. But should there be more given whats happening and there are more frequent in this administration so far . Thats a conversation were having as a team with the fbi, to see what the right resource level is Going Forward to make sure we can continue our very strong focus on the International Terrorism threat. Both trump and barack obama drew big crowds on the trail. Plenty drew big crowds and then flopped. John kerry in 2004 and mitt romney in 2012 and of course Bernie Sanders drew huge crowds in 2016.
