Kirksville man charged with making terrorist threat at McDonald's Kirksville Daily Express A Kirksville man received four charges in Adair County court last week — including for making terrorist threats — following an April incident at a McDonald's. Cyle Kelly, 33, was charged with second-degree terrorist threat, second-degree harassment and two charges of fourth-degree assault after an altercation at the South Baltimore McDonalds on April 30. According to court documents, Kirksville police were dispatched to the McDonalds on South Baltimore following a call about an irate customer. Police made contact with Kelly and arrested him regarding a DWI charge from a few days prior.
