Still working through a bit of a cold. I also want to say that this is wednesday nights show. You just saw the Tree Lighting if you were watching nbc. Heres the thing about the Tree Lighting, theres so many people around the building that we could not tape our show on wednesday. We couldnt even get into the building, so we tape this tuesday night after our tuesday show. The only reason i would even point that out is so much stuff happens in the world today that theres an excellent chance something crazy happened that we wont comment on because we taped a day earlier. And i dont want you to tune in and say like, how come he didnt have a joke about how the president got in a fight with the White House Christmas tree . [ laughter ] we didnt know. [ cheers and applause ] we didnt know. We do know this. Republicans in the senate are rushing to pass a radical overhaul of the tax code this week that would slash taxes on corporations and the wealthy, erasing any doubt about who republicans in the trump era really serve. For more on this, its time for a closer look. [ cheers and applause ] seth Senate Republicans have been making a frantic push to round up the votes for their tax plan and trump has been plugging it obsessively, as he did in the oval office on monday. Now with something as complicated as taxes, it would be great to hear a discussion on the specifics. But of course, our president is incapable of that. I think the tax bill is going very well. We had a meeting on it today. Its going to be a tremendous tax cut. The biggest in the history of our country. Youll play a lot less tax. [ laughter ] but were going to have a tremendous i think were going to have great receptivity. Weve had great great spirit. [ laughter ] seth he talks about his tax plan the way a husband talks about the Anniversary Gift he forgot to buy. [ laughter ] oh, its so great. Its a tremendous gift. Youre going to love it. Great glitter, great shine. Now i just have to run to the mall for no particular reason. [ laughter ] i also like how that guys like, you . Youre the president . [ laughter ] of course, the big question is this, who is the bill for . During the campaign, trump departed from traditional republican positions on issues like taxes and safety net programs and billed himself as a champion of working people. But there have been moments of honesty, like earlier this year, when he admitted that he didnt want poor people making decisions in his government. So somebody said, why did you appoint the rich person to be in charge of the economy . I said, because thats the kind of thinking we want. I mean, you know, really. Because theyre representing the country. And i love all people. Rich or poor. But in those particular positions, i just dont want a poor person. Does that make sense . [ light laughter ] does that make sense . Seth does it make sense that you dont want a poor person in those positions . Yeah, it does. [ laughter ] also, you know trump is saying something really dicey when his voice gets higher. Does that make sense . [ laughter ] does that make sense . [ cheers and applause ] that i dont want to be in the same room as a poor person . Does that make sense . [ laughter ] and id much rather have a poor person making economic decisions than you. A coal miner actually has experience working a real job. Whereas the only coal youve ever touched are those lumps you get in your stocking every year. [ laughter ] mr. President , why are your hands black . I was opening presents. [ laughter ] so thats what we have now. Policies crafted by rich people for rich people. In fact, some of the key policymakers in trumps cabinet dont even seem to mind that they come off as cartoonishly rich. Take treasury secretary steve mnuchin, seen here posing with a sheet of 1 bills with his name on them along with his wife, louise linton, who seems to be more in love with the camera than she is with her husband. [ laughter ] also, what is he looking at . [ light laughter ] remember what i said about pictures, steve. Blue steel, right down the middle . Got it. Look off to the side. Accordion the neck. [ laughter ] mnuchin was asked about the criticism of that photo and seemed to revel in it. Mr. Secretary, some folks, and im looking at the picture here which you cant see, say that you two look like two villains from a james bond movie. [ laughter ] im sure youve heard that. I guess my question is, what were you thinking . I heard that. I never thought id be quoted as looking like villains from the james bond. I guess i should take that as a compliment that i look like a villain in a great, successful james bond movie. Seth all right, im sorry, but you dont look like a bond villain. [ laughter ] you look like a bond villains accountant who gets dropped into the piranha tank for trying to sneak out with a bar of gold. [ laughter ] [ cheers and applause ] no, please, im sorry. I didnt mean it. So thats whos deciding tax policy in our country now. People who consider it a compliment to be compared to james bond villains. So i guess it shouldnt be a surprise that the more we learn about this gop tax bill, the more villainous it gets. For example, one study found that with the gop plan, most people earning less than 75,000 would be worse off. While millionaires and those earning 100,000 to 500,000 would be the big beneficiaries. And another found that by 2027 half of all u. S. Households would pay more in taxes. Oh, my god. Cutting taxes was the one thing republicans were supposed to be good at. Whats even the point of voting for a republican if theyre going to raise your taxes . Thats like tuning into the kardashians only to see courtney given a ted talk on quantum computing. [ laughter ] this bill betrays everything republicans have pretended to care about for decades. From the importance of the middle class, to Small Business growth, to the national debt. In fact, the Washington Post asked 38 economists about the bills impact on the debt. And they were almost universal in their consensus that the bill would grow the debt. But there was one sliver of good news for republicans. Heres what the Washington Post reported, 37 to 38 economists said the gop tax plan would grow the debt. The 38th misread the question. [ laughter and applause ] i cant wait to see the gop tv ads during the midterms. The republican tax plan. So good that 1 out of every 38 economists say, sorry, i misread the question. Seth and now on top of all that, republicans are trying to win more votes for their bill by making it worse. Specifically, theyre looking at making the bill more generous for socalled passthrough businesses, which already dont pay Corporate Income taxes. Now, the overwhelming majority of passthrough income goes to the top 1 , but many republicans still dont think thats enough. And yesterday trump chimed in on the issue of passthrough income and tried to make it sound like he knew what he was talking about, but again, sounded very vague. He tweeted this morning, the tax cut bill is coming along very well, great support. With just a few changes, some mathematical, the middle class and job producers can get even more in action dollars and savings and the pass through provision becomes simpler and really works well [ light laughter ] seth some mathematical. [ laughter ] hes so desperate to look smart and so bad at it. [ laughter ] were like a week away from trump showing up to a press conference in glasses and a pocket protector. [ laughter ] i believe it was the great Alfred Einstein who said, e equals mc 2. [ laughter and applause ] so the gop tax bill actually raises taxes on working and middle class people to pay for a giant cut in the Corporate Tax rate. At the very least then republicans should be able to guarantee that corporations will use all that money they save to reinvest in the company, increase wages and hire more people, but again, but they cannot promise that. As trump Economic Advisor gary cohen found that out first hand when he spoke recently to a summit of ceos. When the moderator asked the ceos how many of them would use the money they get from the gop tax cut to invest in the economy, cohen seemed shock at the answer. Can i ask you all a quick question . If the tax reform bill goes through, do you plan to increase investment . Your companys Investment Capital investment . Just a show of hands. If the tax reform comes through . Okay. Why arent the other hands up . Seth well, the other hands arent up, gary, because when you give rich people more money, their instinct is not to find ways to give it to somebody else. [ light laughter ] their instinct is to redo the kitchen on their second yacht. [ laughter ] but the real centerpiece of this bill is a giant tax cut for corporations. And in order to pay for that, republicans are rolling back Tax Deductions that benefit working and middle class people. Take, for example, grad students. The house version of the tax plan which passed last week would count their tuition waivers as income. Which, of course, would force graduate students to pay thousands of dollars more per year in taxes. You really think grad students are the ones who arent paying their fair share . Have you seen the way they dress . [ laughter ] they look like someone dropped them naked into a Salvation Army and gave them 90 seconds to pick an outfit. [ laughter ] but, of course, we shouldnt be surprised. Trump wants punish those who go to graduate school because some of those students become economists and then 37 out of 38 of them are dicks. [ laughter and applause ] you might be thinking [ cheers and applause ] how could this plan get any worse . Well, good news. On top of all this, the gop tax plan would trigger an automatic an automatic 25 billion cut to medicare and would also cut more than 300 billion by repealing the obamacare individual mandate, which would result in 13 million fewer americans being covered by health insurance. Republicans have tried to deny that the bill has any cuts to medicare or medicaid, as utah senator orrin hatch did at a recent hearing, prompting a strenuous objection from missouri senator claire mccaskill. So in order to save these poor people, 43 billion, youre cutting 364 billion. Senator, if you yield from the same people. If you if you would just yield for a second. There are no cuts to medicaid in this bill. I beg your pardon. This is the cbo score, mr. Chairman. Im reading off of the cbo score. 179 billion in reduced medicaid subsidies. Well, there are no cuts. I beg your pardon. Thats where the moneys coming from. Where do think the 300 billion is coming from . Is there a fairy thats dropping it on the senate . [ laughter ] seth i love, love [ cheers and applause ] how blindsided hatch is, he has to mumble to his aides, hoping they have an answer. Is she right . Is there [ laughter ] is there a fairy . [ laughter ] and if it wasnt already crystal clear, republicans have gone out of their way repeatedly to admit that this bill is designed to appease their wealthy donors. New york republican congressman Chris Collins said my donors are basically saying get it done or dont ever call me again. Cohen said the most Excited Group out there are big ceos about our tax plan. Of course. Of course they are. Thats like saying the purge is coming up and you know who is really excited . Murderers. [ laughter ] but think about that. Theyre admitting that they dont work for the american people, they work for their donors. This bill would raise taxes on half of all households, add to the deficit and cut healthcare subsidies for lowincome people. Also, republicans can fund tax breaks for corporations and theyre doing it all because their donors are demanding it. And if that donor money dries up, republicans will be asking themselves is there a fairy thats dropping it on the senate . [ laughter ] seth this has been a closer look. [ cheers and applause ] well be right back with john oliver, everybody. [ cheers and applause ] announcer for more of seths closer looks, be sure to subscribe to late night on youtube.
