It was a horrendous fire. Reporter leonard and his wife know all too well how quickly a fire can ignite. They lost their long time home two months ago in an electrical fire. We lost everything, everything, all our clothes, everything. The only thing we had was the clothes on our back. Were only one call away from a tragic event happening, so were on borrowed time. Reporter east Contra Costa County says theyre faced with so many fire emergencies they cant keep up. The Fire District covers 250 miles, more than 120,000 residents yet it has just three fire stations. Only nine firefighters are on duty at a time. At any given time when you call t 911 we have three resources working through a very dynamic system and they can be 10, 15, 20, to 25 minutes away. Reporter the Fire District is launching a Public Awareness campaign to let people know they need solutions. Residents will likely be asked to support a partial tax or assessment measure sometime next year. We are the poster child of an underfunded fire agency, no question. Oakley is growing so fast. We need more. We need another station in the area. Reporter ramos says hell get behind whatever the Fire District needs. He lost his house but firefighters helped he and his wife escape. They didnt let us down. Reporter and we are back here live. Ironically the district has generated enough money through developer fees to build this brandnew fire station. Im told it will be ready in january. But they do not have the funds to staff it. So, this Fire Administration will be ready in january, and they will not be able to use it. I think when we get that first rain which may not be here until december at this point. So, we do expect those winds to pick up really in ernst when a lot of you will be noticing it as we head throughout tuesday ooechbing. So, the red flag fire warning in effect 4 00 a. M. Wednesday into 7 00 a. M. On thursday. You can see it highlighted the locations in the red for the north bay, east bay, and for the south bay. With that number one threat where we think the winds could be the highest in the mountains right here around st. Helena, napa, santa rosa, and down toward sonoma as well. Gusts start tuesday night, really starts to pick up wednesday morning, mountain gusts 35 to 60milesperhour coming out of that very dry northeasterly direction, not nearly as gusty for the lower elevations. Only 15 to about 30milesperhour with the worst of that in the north and also the east bay. Lets show you that wind developing and you can see at 5 00 p. M. Reporter and some of the communities are talking about spending money to keep the lights on but theyre talking ability keeping traffic lights on like the one you see behind me, traffic lights that went dark when pg e cut the power in october. Have you seen this . A couple of cars collide at a santa rosa intersection during the first shut off. Not everyone understood a dark intersection means a fourway stop. Everyone forgot how to negotiate when there was no traffic lights, no blinking lights. Reporter thats brian cobare backing a city proposal to spend 70,000 to equip the towns 11 traffic lights with back up batteries and generators to keep the traffic lights on. Its going to come out of our general fund. Reporter in fact, several marin counties are considering similar purchases. In mill valley, people told me this is pg es fault. Theyre going to shut our power off. Were running generators. Its ridiculous. Its their negligence. Reporter a few of folks said that spending thousands to keep the traffic lights working is money well spent. People are in a rush, theyre not always following the rules to stop. Reporter most said they thought it wasnt needed. It doesnt seem necessary to spend that much money to have additional generators. No, absolutely not. Fourway stop signs work. Reporter well, they work if you actually stop. While were talking about keeping things on with municipal money, a lot of what i heard today was about keeping cell phone towers powered up. Apparently cell phone towers in a number of southern marin communities went dark about four hours after pg e cut the power. Reporting, mark matthews. The ceo says they were the right call in term of safety. He says the shut offs become vital. The risk of fire has increased dramatically. Today that risk footprint of less than 15 in 2012 now envelopes more than 50 of pg es system. And that system covers 70,000 square miles. Now, as hes done previously, johnson admitted there were problems with the way previous shut offs were handled. A large burglary operation busted. Santa clara county sheriff investigators are trying to trace items back to their owners after arresting six people. The half dozen suspects had hit at least 14 cars when they were caught. According to the Sheriffs Department there were two groups working this area, maybe together, definitely working fast. These are crime scene images taken sunday by sheriff investigators including a stolen car used in a series of break ins as well as a suspect vehicle used in another string of car burglaries around Stevens Creek boulevard. Three adults and three minors were arrested. Investigators are trying to see if theres a connection to the two groups that hit a tote ofl 14 vehicles around the same area before getting caught. Its not uncommon for groups to cooperate with each other to burglarize vehicles. Reporter in one case, suspects were seen by Security Officers while the others were spotted at a business parking lot. Vega acknowledged the witnesses were an unfortunate break because the thieves smash windows. Stolen credit cards, ids, phones, checkbooks, and other electronics. They are trying to track down owners of the stolen items and plan to check the suspects homes for more merchandise. The arrests will trigger for enforcement. Our deputies are enforcing patrol checks in the hot spot where we have vehicle break ins. In addition to that, we have plain closed or unmarked deputies that may be cruising around trying to catch these suspects. Reporter now, stopping these types of serial break ins is especially important in cupertino where stats show the trend this year shows the city will have about 27 more vehicle break ins than last year. The prosecutor asked his daughter to return to that trail so he could shoot video of the man interacting with her. The video was then turned over to police who then arrested ali mohamad, however the prosecutor could face charges of child endangerment for using his child to bait the suspect. Today a legal expert told us that thats unlikely. The actions of the prosecutor are concerning. Theyre arguably even a misdemeanor. Im sure at some point theres going to be a closed door and finger wagging lecture. But as far as being charged with a crime, i dont think its going to happen. The d. A. I currently hold three jobs and i cannot afford to live in my city. The two oakland natives formed a group named moms for housing and set their eyes on the empty house with running water. It has been vacant two years while people are living on the street. Reporter a Company Named cat amount properties purchased the home this summer, price tag a little more than half a Million Dollars. That company is associated with a Property Management company. The companys website says it specializing in rehabbing and reselling homes. Im trying to figure out what this is, trying to bum rush a house like youre going to take it. Moms for housing. Were going to fight and were not going nowhere. We reached out to the owners of that house, did not hear back from them today. The mothers say police are called in to kick them out of the house. They have a text alert system set up with community members. They know will respond once they text them. Thanksgiving is next week and not everyone has what they need to celebrate or even make a family dinner. That brings us to one of the most helpful events they do each year. That means when you go to the safeway youre going to see these folks there. What you need to do is find a safeway and thatll give us 10 donations to the local food bank. Over the next two weeks the chances look dashed just from the simple fact of how our weather systems are moving in. Okay. So, look at this. We have a storm system starting to drop in. The pattern is trying to moderate but its just moving into the wrong direction. Its more of an inland placement of this low pressure. So, its bringing changes and just not happening in any kind of moisture to bring us the wet weather. Heres the deal. With the area of low pressure moving in, we get clouds as we head through tomorrow, a 5 to 10 degree temperature drop. Its going to be noticeably cooler, might need the jacket. And the windy fire danger for the bay area. Sierra rain and also snow with that storm. The way its developing, the sierra will get the action but once again we will frustratingly stay dry in that forecast. Tomorrow morning we have clouds here, high clouds, fog near the coast to start. By the afternoon well also hang on to a little bit of cloud cover especially over the south bay right through the afternoon. Temperatures going from the mid and upper 70s back down into the 60s. Bay areawide. So, be ready for that temperature drop and lets get a look at the wind. I think its trying to pick up tomorrow. But even at 7 30 at night, its not that gusty. Once we hit 11 30 tomorrow evening, thats when we could get wind gusts around 50milesperhour especially in the Higher Elevations of the north bay.
