At the same time, a long awaited department of justice watchdog report on the russia investigation is finally out and it found the investigation was not politically motivated and the fbi had legitimate reason to open it, but there were also findings of troubling misconduct within the fbi ranks and this morning, the president and his attorney general are seizing on that. Today is the day democrats have now introduced two articles of impeachment against President Trump accusing him of violating his oath of office and abusing his power. It comes after 18 witnesses have provided roughly 50 hours of public testimony and now another historymaking moment here in washington. This morning, House Democrats making it official, introducing articles of impeachment against President Trump. Today in service to our duty to the constitution and to our country, the House Committee on the judiciary is introducing two articles of impeachment charging the president of the united states, donald j. Trump, with committing high crimes and misdemeanors. Reporter the two articles, abuse of power and obstruction of congress. The president s misconduct goes to the heart of whether we can conduct a free and Fair Election in 2020. Reporter it comes after a marathon hearing monday, with both sides delivering their closing arguments. The president has often claimed that the fbis investigation into his 2016 campaign was an attempt to overthrow the government of but a new report from the justice departments internal watchdog, the Inspector General, has found that there was no political bias in the starting of the probe and that the fbi was justified to look into it. Nbcs justice correspondent Pete Williams joins us with more on that pete, good morning. Reporter savannah, the other part of this is that the report is harshly critical of how the fbi conducted one aspect of the case, and the fbi now says its taking steps to make sure those mistakes dont happen again, but it did find no sign of political bias in how the fbi opened the investigation of the Trump Campaign the justice departments Inspector General said the fbi followed the rules in july 2016 when it secretly opened an investigation into possible russian influence of the Trump Campaign. The phoney witch hunt, phoney witch hunt just a total witch hunt. Z this is the witch hunt. Reporter the report says there was no evidence of political bias and said the fbi had a legitimate purpose in looking at whether there was a threat to national security. But it was harshly critical of how the fbi handled an application for Court Permission to conduct surveillance on carter page, a former Trump Campaign adviser the fbi relied heavily on an unverified antitrump dossier assembled by christopher steele, a former british spy the report says the fbis Court Application made statements about steele that were, quote, inaccurate, incomplete and unsupported, overstating his value as a source and glossing over the fact that many claims he made were not checking out. President trump says the report confirms his worst suspicion that the fbis investigation of his campaign was an attempted government takeover. This was something that we can never allow to happen again. The report actually, and especially when you look into it in the details of the report are far worse than anything i would have imagined. Reporter james comey who was in charge of the fbi at the time said the report is largely good news for the fbi. There was no treason, there was no conspiracy, there was no tapping of trumps wires, there was no putting informants in the campaign, it was all nonsense. Reporter even so, the current fbi director, chris wray, is ordering changes in how the fbi applies for Surveillance Court orders attorney general william barr appointed a u. S. Attorney in connecticut, john durham, to conduct a separate review months ago. And in a highly unusual Statement Given that his investigation isnt done, durham says that he does not agree with the Inspector General about how the fbis investigation was opened in the first place. Attorney general barr says the report makes clear that the fbi launched an intrusive investigation of a u. S. President ial campaign on what he called the thinnest of suspicions that did not justify the steps the fbi took or in keeping the investigation going after donald trump became president. Savannah. Also this morning, were learning about the victims of that tragic volcano eruption in new zealand including americans, and questions are growing about just why those tourists were allowed on that island in the first place. Nbcs Janis Mackey Frayer joins us now from new zealand. Hey, good morning. Reporter good morning, hoda. Six people are confirmed dead this morning, eight are still missing. We now know there were nine americans on white island just 30 miles off the coast here. What isnt clear is how many made it back trapped by the erupting volcano, americans matthew and lauren urey were just married in october, on their dream honeymoon to new zealand then a latenight voice message to his mother, janet, in pennsylvania, that they had been on the island and were badly burned terrified, any horrible emotion you can imagine. I didnt even listen to the full message, i quickly called him back, and at least got to hear his voice that he was at the hospital but his hands were severely burned, he really couldnt use the phone. Reporter and he couldnt find lauren. She was air lifted to auckland, both of them needing surgery all of the wounded now at burn units around the country. Covered in ash, looking quite badly burned, obviously requiring transport by helicopter they were very sick anyway. Reporter rescue teams cant get near the island because its so unstable and theres a small strong chance the volcano could erupt again. I would strongly suggest that theres no one that has survived on the island. Reporter among the dead a local tour guide, haden marshal inman. To those who have lost or are missing family and friends, we share in your grief and sorrow, and we are devastated. Reporter white island lies about 30 miles offshore from here, a popular spot with tourists. The agency that manages the alert system had warned the island was unstable. The question now, why were tourists able to get on boats and go there this Tour Operator wasnt saying much today is this your boat, sir . Skipper of the day. Reporter he took his boat back to rescue people stranded at the island, now smothered in 2 feet of ash. Police here are hinting at a criminal investigation for now, janet urey just wants her family home. There have been warnings for weeks that the volcano was restless so why tourists, including children and retirees were even allowed to go there is now forming a bigger part of the investigation here although authorities cant even mount a Recovery Mission right now. Tomorrow theyll try to fly drones over the island to test the gas levels there, and while police say they can never be 100 sure, there are no illusions theyre going to find any survivors. Hoda. Reporter eight planes, four ships are taking part in the search in a vast area of ocean called the Drake Passage between south america and antarctica, this plane was transporting personnel going on to a fuel pipeline, but lost radio contact shortly after 6 00 p. M disaster in the skies off chile after a military transport plane carrying 38 people disappeared overnight while headed from chile to antarctica, the aircraft now presumed to have crashed. Officials say the chilean plane, a c130 hercules, similar to this one, was flying to a base in antarctica, transferring perpendicular el to inspect a floating fuel supply pipeline. The aircraft taking off shortly before 5 00 p. M. From the Southern City of punta arenas, more than 18 miles from the capital of santiago, losing contact and the ocean between the tip of south america and antarctica the Chilean Air Force said the plane had not been heard from in more than seven hours and likely would have run out of fuel around 12 40 a. M a spokesman telling local media a search was under way and a rescue ship was in the general area where the plane should have been when contact was lost we were talking with the vessel commander via Satellite Phone and he said that there were big waves, hard to sail, 17 crew members and 21 other passengers were on board on their way to perform Logistical Support tasks such as repairing the floating oil pipeline that provides fuel for the base this morning, as the search continues, the mystery grows about a plane that seems to have vanished from the sky.
