High School Graduation ceremony ends with gunfire. Now within the last hour, Police Confirm two people, a man and a woman, were shot at Skyline High School tonight. It was a chaotic and scary ending to what was supposed to be a joyful night of celebration for so many families, nbc bay areas tom jensen joins us live from oakland. And tom police just briefed the media. What did you learn . Good evening. Yes, police told us about the witness or the victims that you just talked about. They said the campus has been cleared. They were had assistance from chp. We talked to witnesses, though, who gave us most the most colorful descriptions. They talked about gunfire ringing out from the parking lot right towards the end of the ceremony. First, two quick shots and then more repeatedly towards the ceremony and the crowds. Witnesses told nbc bay area there was a white car with a window down, driving around the parking lot and someone was firing a gun. Several shots toward the Graduation Ceremony and the crowds, everything got chaotic. Everyone was running, one man told me. His family scrambled for safety and so did everyone else. People were running in all directions. A graduate said it happened right after the ceremony ended, when people were taking pictures and hoped to start celebrating. And then, next thing you know, we hear gunshots. I mean, it was i thought it was fireworks at first, but it was gunshots instead. Their night of celebration was interrupted with gun violence as Police Escorted people from the school and police cars darted in different directions, ones in what appeared to be a search. And gia, we also heard from police that they did do a sweep with chp. The campus is cleared. Its safe, but they did not give us any more details about that vehicle, the vehicle description or who these suspects might be. Gia and tom, do we know any more about the victims, students, parents, educators, perhaps . We just know that there are an adult female, an adult male in stable condition, that they were taken to the hospital by paramedics. Live in oakland. Thank you. Tom. Also tonight, a very obvious sign that fire season is here. Three brush fires broke out in antioch around the same time and had crews scrambling. First one just before 4 p. M. Charred about 20 acres off slaton ranch road near highway four and the antioch bart station. Second one broke out near the antioch marina. Check out the wind blown flames shooting higher than the trees. You see it right there, and some boat owners say they were really worried. Big, big flames, big black smoke. And so i was getting ready to get off the boat if i needed to, or grabbed my dog and when it looked like when, when i saw the helicopters coming in to do their water drops, i knew wed be okay at this point, no word on what started either fire. Thankfully, no one was hurt and there was no damage to the piers or the building. We dont have video of the third fire, but crews were also able to put it out safely, not just contra costa county. A busy day for firefighters in hayward too. They put out a fire burning near 880. Happened around 130 this afternoon near alvarado boulevard. The video shows cars driving by through that smoke. Still no word on what caused this fire either. Well, recently planted trees, all ruined in a south bay neighborhood. Just a couple of weeks ago, San Jose City leaders helped plant nearly 30 trees in the cal willow neighborhood. Now, almost all of them have been destroyed. San jose police say someone is in custody. Nbc bay areas justin moran is in the newsroom tonight, and, jocelyn, what do we know how these trees were planted . After hearing from businesses that more shade was needed along the sidewalks on willow, hoping it would bring more business to their stores. Mayor mehan even helped plant them. But the only lasted about a week before somebody decided to damage 26 of the 29 trees. Residents in the area say theyre mad and fed up with the overall crime in the area. Two it was all smiles and cheers on may 9th, the day these trees were planted. Today, this is whats left of them. San jose police say the man in this photo damaged 26 of them. Just one week after they were planted. Tonight hes in police custody. Niello espinosa says he saw him do it, describing him as quiet and reserved. He saw him cut one of the trees and asked him why he was doing it. He says the man didnt respond. The next day, cornelius saw just how much damage was done. The trees now have to be repaired. Tonight. The city says changes are coming to make sure Something Like this doesnt happen again. Now that we know that theres folks who want to harm our environment. And so we are making sure that the trees are are wired, the barbed wire or the chicken wire. Right. So it one and it allows the, the trees to still grow, but it prevents folks from, grabbing and, creating damage to the tree. Pico boulevard this Business Owner and the willow area has noticed an uptick in crime. She says her business has been robbed at least twice. The new chief of our police department. Meanwhile, San Jose City councilman omar torres says crime is top of mind. We have a newly formed Business Association and theyre holding us accountable. Jocelyn moran, nbc bay area news investigators are trying to figure out what led up to an officer involved shooting in san Franciscos Bayview district. It happened just after three this afternoon when Police Arrived at jennings street and donner avenue and spotted a man with a weapon. Now the initial reports that came in said he was carrying a rifle. Police say the officer was not hurt, but the suspect was injured, not by gunfire, though investigators managed to take him into custody, then to the hospital to be treated at this point, theyre not saying who fired their weapon or if the suspect is facing charges. The Department Says it plans to release more details at a town hall meeting within the next ten days. A happy ending an oakland woman believed to be missing in mendocino, mendocino county, has been found safe. Sheriffs office says 70 year old Elizabeth Schenck was visiting brule point area yesterday, which is west of highway one, when she disappeared while on a walk tuesday. Search crews found her today in a heavily wooded area north of fort bragg. She is expected to be okay. Well, the affluent peninsula town of atherton is using a very unique method to catch burglars. The police say neighbors are now volunteering to turn their homes into bait houses. Nbc bay areas robert honda has details on how it works. This drone is the type used by Atherton Police for all types of emergency situations, and now its part of a system designed to catch burglars. The town has had a dramatic rise in home burglaries this year, double the rate of last year, so police came up with the idea of turning about 50 homes into socalled bait houses. We are not showing any of those homes in this story, but the bait is out there and waiting. What were doing is were embedding tracking devices into items of property that we believe subjects want to target when theyre committing burglaries. And so the idea behind it is once one of these items starts being moved, we will get a notification at the police department, which is going to start our response. The Police Response is to launch a drone to follow the tracking device. Then there are about 50 mounted license plate readers throughout the town that can detect the getaway vehicle and provide a description, all in hopes of apprehending the burglars. In this town of only five square miles. Residents. We talked to were impressed. We have three of the license plate cameras surrounding the loyden park neighborhood of, i mean, i dont know, basically i dont like surveillance much, but i think this is an effective scheme. Police acknowledge the bait houses are similar to bait cars designed to tempt thieves, but emphasize with bait houses. There is no trying to entice burglars. We are not setting homes up to where . Hey come here. This is the house that we want you to burglarize. It is a home where were working with the community and theyre saying, hey, were interested in this program. Were going into their homes, embedding those tracking devices on stuff that is already existing inside of the property. And then once it gets taken, then we start our investigation. Technology should be used for good purposes. And this sounds like a good purpose in atherton. Robert honda, nbc, bay area news. A late night move in antioch to strip the title of board president from the School District trustee that board president says is an attempt to silence him for holding the district and the superintendent accountable for how theyre handling worker bullying complaints. Given the clear violation of the board policies and protocols, im calling for a censure resolution to be included in next months governing Board Meeting and to add a discussion item to consider the potential removal of board president hernandez from a position as president. That motion follows our Investigative Unit report last month, where several workers accused the districts Maintenance Director of bullying them. They filed complaints against ken turnage with the district. The workers believe the superintendent turned a blind eye because shes Close Friends with turnage, and she hasnt responded to that claim. Board president Antonio Hernandez called for her resignation last night. Board trustee mary rocha accused hernandez of putting the districts reputation in jeopardy with his public criticism. Board president hernandez behavior is disrespectful and flies in the face of our board policies. The system, the School District, people. Anyone can tell me what i should or shouldnt do, but the only thing i know, truthfully in my heart is that the way to reach unity is by doing what i know is right for our employees and our students. Board members will discuss removing hernandez, president at the june 26th meeting. But last night, they also decided to consider another wider Third Party Investigation into how the district as a whole is handling employee concerns. Oaklands mayor says the city has found ways to address a nearly 300 million shortfall in the next two years. I will protect city services. My budget will not reduce public safety. My budget will not close firehouses or libraries or recreation center. In a News Conference today, mayor shengtao outlined what she calls her five priorities, including creating a safe city, Economic Development and addressing the structural budget deficit. The city is facing a 117 million budget deficit this year, and 175 million shortfall next year. The mayor says cuts will include freezing around 100 city positions, reducing noncritical contracts and streamlining some services. The budget details will be released tomorrow and a final budget must be approved by the end of june. Were following developing story in southern california. Ucla increasing security patrols tonight after new protests broke out today. Video shows the empty campus this evening. Todays protests shut down a small area on campus. It came as the School Chancellor testified before a House Committee over the schools response to earlier protests. Law enforcement responded to the demonstration this afternoon, and protesters left. This comes after weeks of a larger encampment, which was eventually dismantled by police. 200 people were arrested at that particular encampment. Were back in 60s, just ahead, stuck in a tough spot. It happened around 1 00 this afternoon just south of stinson beach. Firefighter crews say the man fell 20ft from a rock in the steep ravine area. Crews used a helicopter to reach him and hoisted him to safety. He was taken to the hospital. His condition is not known. Tonight, as we head into the holiday weekend, though, firefighters are reminding you to always hike or climb with a buddy. Thats good advice. Okay, state lawmakers poised to hit the jackpot next week. They could score more than a quarter billion dollars to spend any way they want. The thing is, some of that money might actually be yours to spend however you want. Consumer investigator chris kamara is here to explain why and to help you get your slice before lawmakers do. Good evening. The next few minutes could put a couple hundred bucks back in your pocket. Record prices at the gas pump. Sudden inflation in unleaded gas for over 7 a gallon hit Family Finances hard in 2022. Not just for gas, but for everything else. Its really hard. State lawmakers and the governor responded with an emergency Relief Program. Its called the middle class tax refund, and its our way of getting money back into your pockets to help with everyday expenses. Sacramento sent millions of people a debit card or deposited money directly into their bank accounts. It was for 700. Carlos solis, whos a san jose state student, welcomed the relief money. Which i thought, you know, this will help me. I mean, tremendous to pay tuition. A year and a half later, part of the Relief Program is beginning to wind down. But state financial records we reviewed show hundreds of millions of dollars left unspent. And now at risk of not benefiting any families at all. In fact, next week, the Franchise Tax board is set to trigger a huge transfer on june 1st, it will move more than 360 million out of the better for Families Fund and into the general fund, where lawmakers can spend it however they want. Before we dig into how and why so much emergency money from 2022 is still sitting unclaimed in 2024, were going to put a qr code up on the screen, snap it to contact the state to see if your due any money. If the government makes a promise to help the people, they should remember carlos and his 700 will turns out part of his relief money was stuck. He couldnt transfer it all from his car to his bank. So i kept calling and calling for the period of six seven months. And it was the same deal every every day, every time. It was just, oh, sorry to hear that. Or let me transfer you to the right department. And i got disconnected. Ultimately, he asked for our teams help to get his full 700 bucks without our intervention. The state might have labeled his account dormant and might have sent his money back to lawmakers. Thats not acceptable. Other people complained to us, too. This is our tax money and state lawmakers. We got calls, you know, by the hundreds from people who literally could never get through on the customer assistance lines. And that frustration ultimately led, i think, for people to just give up. A recent state audit of the refund program found lax oversight at the Franchise Tax board, allowing its private card contractor to ignore 36 of calls for live help with the tax rebate cards. The vendor, called money network, told us. Calls were not answered for various reasons, like some callers hanging up quickly, it said the middle Class Tax Refund Program was unprecedented in speed and scale. The big failure was on the folks who were not able to get through in the system, and the folks now who still have these benefits coming to them, who havent access to them yet. If you never got a payment or arent sure, speak up before june 1st. Scan that qr code. Now if youve got a debit card but havent spent it all, your balance is safe. For now, the state is holding that money in a different bucket that lawmakers cant claw back until 2026. If you forget, its okay. We are talking about the chill cold or temperatures after upper 80s. This week were going to be seeing numbers tomorrow down into the 60s. We have this cold front thats moving in tomorrow. So not only drop in temperatures also bringing in some wind and the chance here of some drizzle. Let me get you more details on that right now to get you into that memorial day weekend forecast. And as we started off tomorrow, you know, it can be a big travel day for a lot of you. If youre headed out in the morning, do expect cloud cover, even the chance here of a little bit of spotty drizzle. We will, however, clear it out to a good amount of sunshine by the afternoon. Well be into a repeat performance of this as we head into saturday morning with the clouds. Also, the drizzle. But then heres the thing. We should then clear it back to that sunshine through saturday afternoon and sunday and monday looks even a lot better. Now. The other thing were going to have to get through here is the wind. I see it the strongest tomorrow morning at the coastline, 20 to about 50mph. Well see a burst here of some wind throughout the bay area tomorrow afternoon, 20 to about 45. Wed hang on to some of this wind into saturday morning, and then by sunday morning, any kind of wind should get out of here. So a little bit of speed bump in the road here, so to speak, over the next two days. And then things are looking better for us. Well start it off tomorrow morning with temperatures right on down into the low 50s for most of the bay area. That will put us to San Francisco at 54. One exception is the north bay. Thats going to be our chilliest at 48. But look at these daytime highs after those hot numbers, 10 to 20 degrees above average this week. Were now back down to the 60s 67 here in cupertino. It continues over to vallejo, 6866 in danville, 63 in hayward cold 50s and Half Moon Bay up to San Francisco, 60. In the outer sunset, its going to be blustery there. When that wind kicks up, youre going to feel that chill big time. And right here for the north bay 70 and sonoma 67. Mill valley, we got a few National Headlines i do want to get to as well. If youre traveling yet again another round of severe weather. Weve had weeks on end of this. And from chicago to dallas, thats where it looks like the severe storms will be. Maybe some isolated tornadoes could also see some of that strong thunderstorm activity back towards the eastern seaboard. Other headline if you have friends or family back along the east is the hurricane forecast for the Upcoming Season 17 to 25 named storms 4 to 7 could become major hurricanes. Thats winds of 111mph and higher. Thats the most theyve ever forecasted for any season. And that season really kicks into high gear once we hit august and september. Okay, lets bring it back locally here. And i think sunday and monday is going to be the best day in that three day forecast. 50s and 60s in San Francisco. The journal reports the move is against bankmanfrieds wishes. He had requested to stay in new york as he files his appeal. Well, the owner of two now closed Fishermans Wharf restaurants is suing the city of San Francisco for millions. Fishermans grotto and tarantinos each closed in 2020. Shortly after the start of the pandemic, the port of San Francisco evicted their restaurants, alleging the owner was 1. 5 million behind in rent. The Ownership Group is now trying to recoup what it claims is 2 million spent on repair costs, along with lost revenue and rent reimbursement, citing failure by the city to honor their lease agreement, the City Attorneys Office told the chronicle that ownership has attempted a series of maneuvers to get out of paying the money it still owes in back rent, and it looks forward to responding in court a bill that would make it easier for pet owners to find housing in california is one step closer to becoming law. That proposed bill would ban no pet policies and prohibit landlords from charging additional fees for a dog or cat. Supporters say the lack of pet friendly housing pushes renters to surrender their pets to crowded animal shelters, but the landlords say theyre worried about costly repairs.
