The dogs live in an encampment thats been a fixture behind santa rosa high for years. Now to our original series project home. A bay area nonprofit boasts a high success rate of finding Permanent Housing Solutions for the homeless. But our months long investigation shows the numbers just dont add up. Susie steimle reports 10s of millions of taxpayer dollars are at stake. I just need a little help, thats all. Reporter after 4 years of living on the street, erica miles finally felt hopeful when an organization found permanent housing. They were going to pay our rent for 6 months, plenty of time to get back on their feet. Reporter but when she got to the address in richmond, her hope faded. Her permanent home was this garage. Any time i need to go to the bathroom, cook breakfast, anything, i have to go in and unlock the door. Reporter her rent was 1,500 a month, paid for by Bay Area Community services. When she complained, a Building Department inspector came out and found no access to a restroom, black mold, nails sticking out of the walls, no electrical, and , anerica wais now the street. I think its horrible. Thats not right. That is not right. I mean whats going on . There was billions and billions of dollars donated to get us off the street, to get us permanent housing. So whats going on . Reporter james permanent placement through the program isnt working out either. Thats not a permanent situation, and its continued turmoiled. Reporter he and his wife were placed in a small room in this home with 6 other tenants and a live in host. According to james contract, the money goes to a Company Called so he believed chance at life independent living. At last check its not licensed to do business in san leandro. He cant even lose the living room because there are people sleeping in it. And hes not allowed to cook. Head it out with his landlord. Okay, dont cook on the stove no more. Reporter shortly after, he received an eviction notice. He has to be out by years end. Its caused more stress than living on the streets. Reporter then theres this homeless senior who asked us not to show her face. Someone must be held accountable. Reporter she was placed in a room in this house in stockton for 850 a month. I think its absolutely ludicrous for anyone to even want to spend that type of money when they can find themselves a studio. Especially out here in stockton. Reporter shes right. We looked on zillow and found plenty of studios for about the same place. Taxpayers paid the rent here as well until a fire damaged this home. Thats when she said her counselor offered her a new placement in a Halfway House for men in berkeley. So now im back to square one. So ill be sleeping in my car. Reporter bacs was awarded nearly 5 million from the city of berkeley to run the stair program here on 2nd street through next year, and with its contract with the city of berkeley, they promise a 75 percent success rate of getting homeless clients into permanent housing. But people we talked to who have been through the program and are now on the street say that goal is not just unrealistic, its not right. Theyre just working the numbers. Get the people, lets show how good were doing. Reporter michael is the founder of first they came for the homeless, a selfrun homeless camp in berkeley. As an activist, he hears from people on the street every day who tell him permanent housing is anything but. They dont need a palace. They need their own space. If you want somebody to start recovering from everything thats going on on the streets, you need to give them their own space. They need privacy, they need security of their possessions, they need to be able to come and go as they please and make decisions without any pressure. Instead theyre shuffled into the first opportunity available so somebody can check their name off a list of being homeless. Reporter bacs promised 75 percent success rates to berkeley for the stair program, but in its sales pitch for another Navigation System in the fremont, bacs boasted an 85 percent success rate for the same program. The city of berkeley claims only 60 percent of stair clients were permanently housed, and 25 percent of that group fell back into homelessness, so the success rate was only around 50 percent, and michael says he thinks that number is likely inflated to win more contracts. Its a game. Its a game so that they can get on tv or go to the government or whoever and say look at our success rate. We need to expand this. Reporter bacs is growing rapidly. The nonprofits tax filings are broken into a services arm and housing arm. Total revenue on the Services Side improved from 13 million in fiscal 2016 to 22 million last year. And as bacs acquires more property, its assets have grown from 530,000 in 2015 to foral weeks now weve 018.
