Coronavirus two states already dealing with the rapid rise in coronavirus. Cases are also facing severe storms this morning. Right now, hurricane douglas is churning just off hawaii creating potentially dangerous conditions. Now that state rarely gets hit by hurricanes. Only two have made landfall since 1959. But we begin in south texas which could be looking at heavy rain and flash flooding today from the remnants of hurricane hanna. That storm made landfall on saturday to devastating effect. Janet shamlian is in Corpus Christi, texas. This area is already under enormous strain because of the pandemic. Whats the biggest concern there . Anthony, good morning. The issue right now is high water which is still swamping communities like the one im in here. This is a double wammy for the region. As you noted, not only are First Responders having to manage the cleanup right now. They are dealing with surging cases of the coronavirus. 90mileanhour winds whipped across south texas over the weekend. As hurricane hanna slammed into the coast. Strong gusts blew this semi off the road. Its driver appeared shaken but safe. Homes and businesses were submerged. Fema approved an Emergency Declaration for federal aid. A tourist hot spot in Corpus Christi was ripped apart. Despite surviving Hurricane Harvey almost three years ago. To see damage like that was heartbreaking. A hurricane hit yesterday. Were out here today. Covid hit back in february or march and were still dealing with it. Thats really the frustrating thing. Reporter some of the heaviest rain fell near the border in Hidalgo County where coronavirus hospitalizations have more than doubled this month. Area Business Owners say hanna is yet another challenge in an already difficult year. I came here for spring break knowing that this is a tourist attraction area. Then covid hit. Wow, that just messed up all the money i was supposed to get in march. What is it like to have covid and now a hurricane . Man, it makes you really start questioning a lot of things. But i have my faith in god. Corpus christis mayor told me they did not have to open emergency shelters here but they had them at the ready. He acknowledges if they had to open them, that would have been quite a challenge with the requirements of social distancing. Jericka . Janet, thank you. Florida has now surpassed new york as the state with the second largest number of coronavirus cases. Its also one of the many states where testing is a major issue. The u. S. Now tests an average of roughly 850,000 people a day. But some experts estimate that that number should be around 4 million. Our lead National Correspondent David Begnaud joins us from florida. David, is the state able to keep up with the urgent need for tests there . Not as much as theyd like to. Thats why the feds have stepped in. The feds opened up five surge sites as theyre known here in south florida. And the idea is this one, for example, where we are, you drive up. They give you the swab. You stick it in your nose and swab yourself. Then theyll send it off to a private lab in kentucky. They are bypassing the lab corp and quest folks who are taking 7 to 10 days in some cases to get the results. The hope is youll get it back faster. Thats the hope. Im never going to be happy until we have this under control. Reporter this is admiral brett giroir, the White House Coronavirus Task Force Member in charge of testing. He says the average wait time is between 4 and 7 days. And he acknowledges that is just too long. We have enough tests right now, if we use them in the right way, to achieve the goals we need to achieve. Reporter some testing sites around the country are still struggling to meet the demand. While some labs have taken more than two weeks to provide results. In new mexico, the governor who is a democrat, Michelle Luhan Grisham has placed much of the blame on the federal government. There is no national strategy. I still spend most of my days chasing testing supplies for our state. Reporter marylands governor is a republican, larry hogan. Hes calling for more federal assistance for the private testing labs. Its starting to feel like it did back in march and april where everybody was overwhelmed. Reporter take a listen to dr. Ashisha jha. We have not enough staff to run a lot of these tests. Were running out of swabs again. If the federal Government Back in february or march had decided to take testing seriously, we would have built up adequate testing supplies. Reporter katey evans says her husband was in a delaware hospital with the virus six days after he was tested. But on the same day he was admitted to the hospital, katey got a call from state officials. Katey says the results for kevin and one of her daughters were part of a group of 12 tests that had been mistakenly labeled as negative. Had the hospital not reread his results, i would have received a phone call saying that he was negative. Who knows what would have happened then . It could have been so, so much worse. Reporter what a story. Kevin is out of the hospital and at home resting this morning. Hes doing much better. The Vice President mike pence is coming here to south florida, miami specifically, because theres a brandnew vaccine trial that kicks off today in combination with the National Institutes of health and the drug company moderna. There will be 87 sites around the country, 30,000 people who are participating in a vaccine trial. Again, that gets started today, gayle, and weve just found out the first dose was administered in savannah, georgia, this morning. Yeah, we need some good news this morning, david. Im so glad kevins story had a good ending. I was thinking, uhoh, this cant end well, but im glad it did. We cant seem to get the testing right. Still so much work to be done. David begnaud, always good to see you. Thank you. Peaceful protests across the country were upended by violence over the weekend. Clashes erupted in multiple cities. The protests focused around police brutality. They were seemingly inflamed by President Trumps plans to have more federal agents. Many demonstrators say the violence undermines their message. In austin, texas, one man was killed during a march there. Carter evans has been following the unrest. Reporter footage uploaded to facebook captures the moments shots rang out in downtown austin. About 100 people were marching at the time. One of them, 28yearold garrett foster, was killed. Police say foster, who had protested regularly since the death of george floyd, was legally carrying an ak47 at the time. He and other protesters, according to authorities, surrounded a car after the driver turned aggressively toward demonstrators. The driver opened fire, striking foster before speeding away. The driver later called 911 and claims foster pointed a rifle at them before they fired at him. His wife being an africanamerican and wanting to be a champion of justice and making sure all people are treated fairly and equally. Reporter a blue jeep barreled through protesters. One person opened fire, wounding at least one other demonstrator. Police declared a riot in seattle saturday night after vandals set fires and destroyed property. Authorities deployed tear gas and pepper spray. Daryl breauxs car was damaged and those using the demonstrations as cover for mayhem are drowning out the positive meaning of the protest. 45 years ive been black. This is what black lives matter does . Im not with it. Reporter the protests are drawing inspiration from portland where theyve been gathering for nearly 60 days and nights. Tear gas was fired sunday with some using leaf blowers to push the gas back on Police Officers. That was my first time being tear gassed. Its not fun. Theres nothing violent about our protest. Reporter and police here in los angeles say what started as a peaceful protest over the weekend got out of hand when a small group of protesters started assaulting Police Officers. The Federal Building was vandalized. Well, now President Trump is doubling down. Still planning to send federal troops to cities like chicago, detroit and philadelphia. Anthony . Lawmakers in washington are set for a critical day of talks in their battle over a new stimulus plan while tens of millions of americans face uncertainty over their extra Unemployment Benefits. Well, good morning, anthony. Lawmakers do not appear to be close to getting this deal done. But today, republicans are expected to present their opening offer to democrats. A longawaited 1 trillion stimulus package and good news for many americans. It is expected to include another round of 1200 checks. But the Sticking Point has been the 600 per person, per week federal jobless benefit thats set to expire. The white house, gop lawmakers, they claim that amount of money discourages people from trying to go back to work. Instead, the white house says it will present a benefit that would be no more than 70 of whatever the wages were that you were making before you lost your job. But House Speaker nancy pelosi says that republican formula is way too complicated for the system. As part of their proposal, though, republicans are also expected to extend the moratorium on evictions which would allow some people to remain in their homes until they can get back on their feet. Republicans have floated the idea of possibly doing a narrow piece of legislation and then going back to deal with some of these other issues. But Speaker Pelosi has flatly rejected that idea signaling a long road ahead. Jericka . Paula, thank you. You wonder what people are going to do with their kids as they go back to work. With just 99 days to go until election day, a new cbs news Battleground Tracker poll shows joe biden has a tenpoint National Advantage over President Trump. In the battleground state of michigan, he leads the president by six points. In nearby ohio, the president is ahead by just one point. Both are states the president won in 2016. This, of course, comes during a turbulent Campaign Season disrupted by the pandemic. Ed okeefe explains from washington. Reporter President Trump spent the weekend golfing and greeting supporters in new jersey while joe biden made virtual appearances at two fundraisers. We need real leadership now. Reporter new cbs news polling shows the economy, health care and the pandemic are top concerns for voters. Neither candidate has an advantage on fixing the economy. The president earns poor marks in the fight against covid19. That has become a central part of bidens message. Our president wasnt prepared for this pandemic. Reporter mr. Trump is portraying biden as a dangerous pick. Our entire economy and our very way of life are threatened by bidens plans to transform our nation and subjuga te our communities. Biden is poised to announce his rung mate who he says will be a woman. Choices include governors, mayors and former Obama Administration officials. Then theres the conventions. No funny hats, bad dancing or balloon drops this year. Democrats are still planning for a mostly Virtual Event though biden still plans to accept the nomination in milwaukee. After a not so filled arena in tulsa and surging coronavirus cases in florida, the president last week canceled plans to hold his convention in jacksonville. Another big concern in the coming weeks . Foreign interference. The nations top counterintelligence official is concerned with china, russia and iran, but other countries and groups could also do harm to our elections. Finally, theres how you will cast your ballot and how your vote will be counted. Polling locations could be limited with less available poll workers due to covid concerns. Election officials anticipate historic demand for absentee ballots for those unwilling or unable to vote in person. Many are struggling to recruit the manpower needed to quickly count so many paper ballots. That could lead to scenes like this in new york city, where theyre still counting thousands of absentee ballots from congressional primaries held almost five weeks ago. Even though theres 99 days to go until election day, in some states, early voting begins 41 days from today. And in each of the states that allow for absentee balloting theres a deadline. Some cases its just a few days before election day. In some case s its about two weeks out. If you want to vote, best to check your local listings. Yes, we do say that.
