Dipping. Thdr is shrouded in red and labeled and complete data. Dr. Sara cody says what the virus is doing today is a mystery. We dont know if our cases are rising, plateauing or decreasing. Reporter the problem is a glitch in the Electronic Data Systems the state uses calls called a California Reportable Disease Information Exchange or cal ready system. Some data is reportedly getting stuck in the system, which feeds information from the labs to the state and counties. This lack of data doesnt allow us to know where the epidemic is heading, fastest growing, or not. Reporter that is not reassuring news to people whose livelihoods depend on the accuracy and case numbers going down. Im about to protest. Hows that . Some days they say its really high, the cases, and some days they say go lower. So i dont know. I really dont trust anything at all. Im being honest. Reporter the county is watching hospitalization data, which is reliable, and those numbers are leveling off. But dr. Cody says rates of infection are growing fast among young people under 35 and in the latinx community. She said wearing Face Covering is now more important than ever. If you walk outside of your home without your Face Covering on, it should feel weird. It should feel like being in a car without a seatbelt. Reporter a lot of this is based on trust. They are asking people to do things and shut down their businesses to wear a mask. If you cant trust the data, how are people going to have any confidence what is the state and county doing to help fix this problem . Reporter you are right about that, state officials are working around the clock to try to fix this data problem. They are also now implementing a manual system, if you can believe that. There counting the cases by hand at the state and hopefully that will bring some of the numbers back into accuracy. In the meantime, Santa Clara County officials are offering some of their data experts to work with the state to try and solve these problems. But having a computer problem like this, right in the middle of a pandemic when those numbers are so crucial to everyone in terms of reopening and hospitalization data, it is really kind of hard to believe that what happened. Right in the middle of silicon valley, the best of the best in terms of software. They should be able to fix this in hours, not days or weeks. We first got you santa clara counties coronavirus update on cbsn bay area. Stay uptodate by streaming us on kpix. Com and other digital reporter im emily turner in San Mateo County, the latest county to be added to the governors watch list. Reporter you have heard the warnings, but now folks in San Mateo County choose to not heed Public Health requirements, they will have to pay. People dont take it seriously until the cost the money. Its about time. Reporter it is day one of enforcement and we saw most folks following the rules. Most people were in agreement with the fines. But for many, the rules are still confusing. I am a little confused by what it means. Like if i am out by lf need to wear one . I dont know what the rules are. They seem to change pretty often. Reporter supervisor david canada says the board had but no choice but to give the rules teeth after seeing copious violations and spikes in coronavirus cases that made them the latest bay area county on the governors watch list. I was in the basilica and i saw 50 people, no mask, on three park benches with tables. Reporter firsttime violators of coronavirus Public Health requirements could get wrapped with 100 fines. Those would increase to 250 for a second offense and 500 for each one after that. That includes not wearing masks, keeping six feet of social distance, as well as gathering in large groups. And if you think it is only the police you have to look out for, think again. Health officers, the parks director, cocompliance officers, the Environmental HealthServices Director and fire marshal can all Issue Citations fi the isto educate come affine later. People dont wising up and pull their masks up, their wallets will pay the price. If you have to find people to get them to behave, i guess you do it. But it seems like people should be figuring these things out for themselves. Im curious, how many citations have been issued so far . Report i did ask. So far the answer is zero because again, it is Education First and then enforcement later. There giving some folks some grace period. But i will tell you it wont be long before they start handing out the citations. In Alameda County a new Pilot Program may pay people who are diagnosed with coronavirus more than 1200 to stay home. In order to qualify you cannot be receiving Unemployment Benefits or paid sick leave. The project covers up to 7500 people. New at 6 00, most bay area schools will begin the school year with distance learning. Some are applying for waivers for in Person Learning. Kpix5 is kenny ch applying and what it takes to get the okay. Reporter schools like this one, the one right behind me, Saint Elizabeth school will begin the Academic Year online. But its also private schools, like this one, that will likely open up for in Person Learning first, if local and state officials give the okay. Stratford school in palo alto confirmed it has applied for a waiver. Now it is waiting for Health Officials to say yes. We are still encouraging Elementary Schools that can put safeguards into place to look into the waiver process. Reporter the Santa Clara CountyHealth Department indicated most waivers are coming from private schools. But there are some traditional, public and Charter Schools looking into the process. Teachers are torn. Hopefully we will be able to need to get back to my second home. Reporter this is what the Application Form will look like. The state department of health added no waivers will be allowed for counties where infections are more than 200 cases per 100,000 in population. San francisco county told us today it still does not yet have an application available for schools to submit waivers. We are trying to provide our students with as much as we can at this time. Reporter this teacher knows it may be a while before she can see her students. She has been dropping off books, meals and projects to those in need. The best way that we, as a community, can get our children back into school for in Person Learning, is to crush the curve again. Reporter until that happens teachers have mixed feelings, even if the waivers are granted. There is a lot of them that are deathly afraid. They dont want to bring this home to their families. Reporter one of the new requirements from the state force will to apply for the waivers is for the school to apply at least 14 days before the proposed start date. The window is closing very quickly since a lot of schools are starting this month. What we do not know is how long the process will take once those counties, those local county officials get that application process in a. Sound familiar . Only this one isnt coronavirus , its a disease threatening the deer population. Kpix5s john ramus has the story. Reporter the effect on man and beast and the ways to prevent it are eerily similar. Its called adenovirus hemorrhagic disease. What it does to dear is nothing short of horrifying. It causes leaky blood vessels and hemorrhaging. So they start bleeding out. In a lot of ways the symptoms are similar to what we see at wild care from people using anticoagulant rodenticide, rat poison. Reporter at wild care, then revealed Wildlife Rescue and rehabilitation hospital, they dont treat adult deer, but they do work with young fonz. They are the most vulnerable to adenovirus. The current outbreak was first noticed in may and five california counties, including napa, santa clara and sonoma. Fish and wildlife Officials Say there is no treatment and because it is so contagious, people need to remove anything that may attract here, drawing them into contact with each other. Leaving food out, not securing garbage. You could even go as far as not putting your garbage out until pickup date. Anything you can do to remove attractants to your property sol the situation. Repoitisalrea illegal to intentionally feed here. Because the end adenovirus induces thirst, even putting water out for them could spread the infection. In fact, just like with the coronavirus, which also has no treatment and vaccine, the only way to prevent the spread of the virus is to avoid activities that might bring deer together. They need to stay socially distant. Its a really interesting parallel with whats happening with humans. Reporter luckily deer tend to stay in one area. Wildlife Officials Say the outbreak may stay localized, in the counties in which it is appearing. To be clear, this virus affects only dear, it cannot spread to humans or other pets. Thank goodness for that. Got enough going on already. The the last thing we need. I always get the alerts for a minor earthquake anyway where around us and i like to stay still, earth [ laughter ].
