And across england, you have to be home at 10 00. In scotland, most have to close all together. In london, musicians staged a protest last week against the ban on concerts they say is killing their livelihoods. India, believe it or not, has had fewer cases than europe for the past few days, but because of overcrowding and poverty, it has the highest daily death rate on earth, just ahead of the u. S. North Korean Leader kim jongun staged a military extravaganza on saturday, to convince the world his missiles are bigger than anyone elses, and this covid problem sller. North korea has not had a single covid case, he said, and offered condolences to the rest of the world. And finally, in a country that really has pretty much stamped out covid, new zealand allowed its First International rugby match since the pandemic to go ahead in front of a crowd of 30,000 fans, none of them wearing masks. Here in britain, the current strategy is a program of whackamole, in order to try to avoid another blanket lockdown which would further damage the economy. Brennan thats liz palmer in london. Thank you. Soon after the president was diagnosed with covid19, he was given regenerons antibody cocktail, an experimental treatment that has been received by only 10other people outside of ongoing clinical trials. We want to go to the c. E. O. Of regeneron, dr. Leonard schleifer, who joins us from rochester, new york. Good morning, margaret. Brennan good morning. So President Trump was given this cocktail, and he has since said it was both a cure and he is now immune. Does your drug cure covid, and does it make you immune . So the president s case is a case of one. Thats what we call a case report. It is evidence of what is happening, but it is kind of the weakest evidence you can get, although there are some very interesting aspects of his case. Such as he was elderly, he had some risk factors, and he did not have his own immune system in a year when had was sick and he got treated with our immune system in a vial, if you will. But the real evidence has to come about how good a drug is and what it will do on average has to come from these larger clinical trials, which are the gold standard. And those are ongoing. We have sommary evidence, and were going for emergency use authorization because we think it is appropriate at this time. The president s case is a case report, perhaps the most analyzed case report ever, but it is just low down on the evidence scale that we really need. Brennan but your drug, does it create immunity . Yes, it does. When the virus comes in your system, your immune system is trying to create immunity. It is trying to create these things called antibodies, which are going to glom on to this virus and provide you immunity from getting sick with the disease. Brennan for how long . It depends on how you acquire it. If you get in the form of a vaccine, it is hoped it will last for years. If you get in the form of natural im knyet it could be months, it la you forths. Ing to mohs. N ew the president has also said he wants to make your drug free to anyone who needs it. Have you talked to the president about this idea, and how would it work . We talked to the administration a lot about this. And what they decided to do was take some risks. Back in the spring, before we actually had any data from randomized trials, they said you start manufacturing the product, and we will commit to buy it from you. Stop manufacturing the other products that youre working on or move them elsewhere, and let us make sure if it does work, it will be available. Brennan that was a 450 Million Contract that the u. S. Taxpayer paid for. Correct, and they will get the drug brennan how much supply did the taxpayers just buy because the president said he is making free to everyone. They bought from us about 300,000 doses, and theyre going to make it for free. The administration we need regeneron cant do this alone. We need the entire industry. And im so proud, the industry has risen. Were partners with roche, one of the best companies, astrazeneca is involved. We all have to step up if were going to provide enough of this. Brennan exactly that point, providing enough is the key question. There were nearly 60,000 people infected in this country on friday alone, just on friday. Regeneron, in that f. D. A. Emergency use authorization application that you said you made this past week, said there are doses ready for 50,000 patients. Thats not even enough for one day of infection. So who decides who is going to get the supply of your drug . Rig is to be worked out by the government in consultation with the f. D. A. , in consultation with ethical experts. Coming up with a Distribution System where we take what is limited and we try to give it to the people who most need it, who would most benefit from it, the vulnerable people, elderly people, people who are high at risk, household contacts perhaps. We have to figure out ways brennan and the government would do that, from your understanding, decide who gets the drug and who doesnt . I think in consultation with local health authorities, thats what they have been doing with remdesivir, gileads drug. Brennan i want to ask you something specific to how your drug was developed. According to your company, the antibodies in it were developed using cells that were devised from fetal tissue, known at 293 t, harvested from the kidney tissue of an aborted fetus. The Trump Administration last year has suspended federal funding for Research Projects that involve fetal tissue from abortions. Should the president and the administration reconsidering given that this breakthrough was possible using those kinds of cells . Let me be very clear our drug is not manufactured using fetal cells. That is not the way you make the product. Brennan i understand that. So we shouldnt exaggerate the situation brennan im not. Im reading what your company said, it was developed i wasnt suggesting you are. We as a society. It was not used to manufacture the product. It was a cell line that was derived over 50 years ago, and it is used as a research tool. Where that research should be done, that is a good debate we should have, but probably not a debate we need to have right now. Brennan all right. Who should be getting this drug in terms of how it should be used . Is it a prophylactic . Should it be given to diabetes, pregnant people . Those are great questions, margaret. It can be used, we think, as a prophylactic. Were doing a trial if you live in a household with somebody who has got it, whether it would stop you from getting it. That would be very important evidence we hope to get in the not too distance future. And if somebody in a nursing home gets it, maybe we can treat the other people in the nursing home. People who dont have good immune systems. These are all really important questions which were trying to abet, and were building this plan and flying it at the same time, and ready to answer some of the questions as well. Brennan understood. Thank you so much for your time, doctor. And well be back with dr. Scoto stay with us. The ups and downs of frequent mood swings can take you to deep, depressive lows. Or, give you unusually high energy, even when depressed. Overwhelmed by bipolar i . Ask about vraylar. Some medicines only treat the lows or highs. Vraylar effectively treats depression, acute manic and mixed episodes of bipolar i in adults. Fullspectrum relief for all bipolar i symptoms, with just one pill, once a day. Sit i said sit you make my heart sing wild thing i. Think i. You know what i think . I think you owe us 48. 50. Wild thing. If you ride, you get it. Geico motorcycle. Fifteen minutes could save you fifteen percent or more. Brennan and were back with former f. Dtt gottlieb, in west port, connecticut. Good morning to you. Doctor good morning. Brennan the president said yesterday the virus is disappearing. Friday we saw the largest oneday increase in two months. How prepared are we as a country for what is about to happen . Doctor i think well face a difficult fall and winter. What we thought was a bump after labor day is a resurgence. You see cases building across the entire country. There is now about 15 states with a Positivity Rate above 10 . And 40 states have a rate of transfer about 1. 3. And people look at the number of cases, and they tend to discount that and they say because were testing were turning over more cases. But the hospitalizations are the clearest objective measure of rising infection around the country. And we test more not just because we test mor. We test more because we have more virus. Some people get tested because theyre the worried well, but most people get tested because theyre having symptoms or theyre in touch with someone known to have covid. So infection is going up because the infection is spreading around the country. The only caveat is in terms of us being better prepared for this wave is we have dramatically improved Clinical Care in hospitals. So i think well have Better Outcomes over all. Brennan i ask you that because youve been on this program, warning since august, that the midwest is trending in the wrong direction. Trending upwards. This past week the wisconsin governor started setting up a Field Hospital because the i c. U. Units in hospitals are getting overwhelmed. Why arent those states better prepared. Doctor in many respects, the states are better prepared in terms of their compa capacity in their health care systems. The hospitals themselves physically dont have the infrastructure to deal with the magnitude of the infection once this become epidemic within a local region. This is part of the preparation. I think when you look at the hospitals and talk to hospital executives, and ive been talking to thep, they feel a lot more confident about their preparations, in terms of stockpiling ventilators and protective equipment. But when this rolls through a region, it is going to look like this. Theyre going to have to suspend elective surgery. Thats the system being prepared. The parts of the midwest and the northern states around the great lakes, which is where the infection is building right now, the parts of the country that are getting colder more quickly, we also see it starting to build in the southern states. So for those who thought this had swept through florida and texas and arizona and they achieved some level of immunity and it wasnt going to come back, you look at texas right now, and there are concerning signs theyre having resurgence in infection that is quite dramatic. Brennan and it is something key to watch as we head towards election day. The president himself, you saw this letter released by this physician last night. It didnt explicitly say that the president has tested negative. At this point in his recovery, what are you concerned about . Is he contagious . Doctor probably not. And he is not going to test negative for a period of time. People continue to shed virus for a long period of time, but that is dead virus. It doesnt grow in a culture and cant really pass on the infection. They released data on what we call subgenomic r. N. A. , which you only see when the virus itself is replicating. That is an indication he doesnt have a live virus. But he is going to continue to shed for a while. Based on classic criteria, he is about 10days on from the onset of symptoms, and he has been symptomfreee, syst, and the only confounding this is the drug he received. But i think on the whole, it is probably a safe assumption he is no longer contagious. I think the question now is has his health been restored . And we know that a lot of patients have lingering effects from covid. Brennan you heard the regeneron c. E. O. Talk about this drug. And he said he wasnt sure about supply, and regeneron cant do it alone. Youve been saying on this Program Since july that there needs to be more manufacturing of therapeutics in case we find they work. Well, this one looks like it may work. Why dont we have some more supply, given that taxpayers have already invested in this drug . Doctor we would have needed to take different steps in april and may to ramp up manufacturing aiblrity to have the drug aranties right n. Wean takste t i 2021. This is a monumental achievement in terms of the timeframe. These drugs always looked promising, and they were always believed to be a bridge to a vaccine. I would estimate based on current infection rates, if you look at everyone above the age of 65, you probably need anywhere between 300,000 and 400,000 doses a month, and there are a lot of other people who would be indicated for this drug. We will have nowhere near these quantities. And so we will have to ration this. Remember, we could also have used these drugs as prophylactics to prevent people from getting the infection. The data has shown in the past theyre most affective in that setting. Were not going to have the supply to do that, unfortunately. Brennan so youre saying the president had the chance, but the administration missed the window . Doctor we definitely missed the window. I wrote about it, and others raised it to the administration, about trying to commandeer more manufacturing back in april and may, and Pay Companies not to manufacture nonessential drugs. So some companies could have suspended manufacturing of nonessential biologics and turned over their manufacturing capacity to the manufacturing of these drugs. That didnt really occur. Lily and regeneron did a lot to free up their own manufacturing, so theyre producing a lot of drug, t he entire population. Brennan dr. Scott gottlieb, thank you for your analysis. Well talk about the economy when we come back, so stay with us. Brennan negotiations between the house, the senate, and the white house over a new Coronavirus Relief package getting an agreement, at least before election day, continue to look bleak. Neel kashkari is the head of the Federal Reserve bank of minneapolis and joins us now. Good morning to you. Good morning, margaret. Brennan so there is just short about 2 trillion on the line here. Tis would have included aid to airlines, more jobless benefits, expansion of help to Small Businesses. Without that, whats the cost to the American Economy . Whats going to happen . Well, were going to continue to see a grinding, very slow recovery with thousands of Small Businesses around the country going bankrupt. Thats why it is so vital that our elected leaders come together to take more action. 11 million americans are still out of work, relative to the job market in february. That is as bad as the worst job markets during the great recession. A lot of people are suffering. A lot of Small Businesses are suffering. Listening to dr. Scott gttlieb, it teams like were at the half way point. Brennan why isnt the urgency that you feel getting through to lawmakers . Ill defer to the political experts, and obviously were close to an election, so i would imagine those things are getting involved in the dynamic. But if you look at the data, the data is very clear the strong recovery was saw in june and july has really flattened out. The virus is climbing now again around the country, especially here in my reach, in minnesota, the dakotas, wisconsin, and so youre seeing consumers pull back and not want to go out and take that risk again. Unfortunately, we still have a long way to go in this pandemic, and that means we need continued assistance. Brennan this morning from the white house, larry kudlow said again that what he is seeing is a vshaped economic recovery, coming right why what is it thayoatries . We, especially on the Small Business front, some sectors of the economy arehiter worker ike like i am, and you can work from home, youre not really affected by this. But the travel and tourism industries, restaurants thats where youre seeing big job losses and bankrupts. And this is going to continue to spiral and continue to bleed on. 11 million americans cant pay their bills, cant put food on the table, cant make their credt card payments and car payments, that then has spillover effects to other sectors of the economy. The reason the chee economy bounced back in june and july is because congress was so aggressive in the spring. We need congress to continue to be aggressive so the economy can recover. Brennan one number that stands out to me is this 865,000 women have left the workforce since the arhickeny mlion people a goingo leave the workforce because of child care issues. This is having a massive scial impact. How long does that last . Youre exactly right, margaret. If you look at the great financial crisis,it took 10 years to rebuild the labor market, to reengage the workers, get them employed again and get the economy moving again. It is terrible for them and their families, but it also holds back the economys potential. Thats why more aggressive assistance now, to keep people reengaged, so our labor market can recovery more quickly is for those families, but actually for the economy as a whole. Brennan and any family is affected that has a child, clearly. When you were talking about who is getting hit, its women, and its also black and hispanic workers who have suffered the greatest number of job losses. T inequality is that something that the fed can fix . We cannot fix it alone. We can do our part by trying to make the labor market and the recovery as strong as we can, using our broadbased tools, like lower interest rates, but we dont have the ability to target the assistance to one group or one region or one sector. Only congress can do tha it is much cheaper if you can keep people whole on the front endn having the continuedand bankrupo rebuild on the back end. That actually payers. An senateive for republicans continue to argue that, as you say making the money on thefront enu potentially be worse for them politicallybe a cost atlot. Is there any economic cost, any eco to that . Right n the u. S. Go
