In your reporting, did you find the scale of the problem across america . Jessica this happens and probably every state in the country. The problem is that this is a virtually unstudied area. There are not a lot of academics looking at it. We know that there are hundreds of lawsuits filed every year against landlords, maintenance workers, housing agencies, but because there is no hard data, we dont know who it is happening to the most or where it is happening the most. There is an information gap. Anchor is it predominately Public Housing . Jessica we really dont know. That is a problem. If this were studied properly, remedies could be made, we would say this is happening more and in private housing or Public Housing. Public housing is interesting. The tenants of Public Housing are overwhelmingly femaleheaded households. Women, 75 of the units are women. One third that have children. That creates a uniquely vulnerable population.
