Washington has had its moments of high drama over the past year, and the Republican Party is scrambling to find enough votes to keep the government open and avoid a shutdown. Even if they manage to keep the lights on, there is a fear we will be back here in just a few weeks. The blame game is in full swing, and today President Trump made it clear who he thinks is behind the deadlock. President trump i believe the democrats want a shutdown to get off the subject of the tax cuts, because they worked so well. Jane but with republicans controlling the white house and congress, could this be a critical moment for them . A brief time ago i spoke with our political analyst ron christie, who worked as an advisor to george w. Bush. I hope you wouldnt handle your finances like this. I certainly wouldnt. Why is the Republican Party making such a bad job . Ron you have physical ron the republicans are in a bad spot right now. You have fiscal conservatives who said we dont like these shortterm deals. Lets have a budget process. Then you have moderate republicans and democrats who say there are a lot of things in to put in the legislation. Spend more money on infrastructure, for example. You have this rift within the republicans with no democrats who want to come on board, and we find ourselves on the verge of a shutdown. Jane i remember being on the hill in 2013 covering the shutdown the last time this happened, and it was not a good look for conservatives who forced it then. Is either side really going to take the risk of repeating this . Ron i do, and with the republicans in the largest majority since 1929, they are well poised to take the blame. Democrats believe pushing for Immigration Reform in the shortterm fix bill look, people around the country are looking at this tonight, jane, saying, if i can manage my checkbook, why cant washington do the same thing . It makes them look very bad. I was just with the president s legislative director within the hour, and he told me he thinks there are not enough votes on capitol hill to get this done. Too many republicans in the house want to vote no, they dont have the 60 votes they needed to pass the legislation in the senate to move it to the president s desk. Not enough votes in the house, not enough votes in the senate, and unless there was a miracle being worked out we are not aware of, i think we are very much on the verge of having a shutdown. How long will it last, and what will people do . Jane what is it going to take, because you also have nancy pelosi, House Minority leader, describing the spending bill as a bowl of doggy doo with a cherry on top. Ron isnt that lovely language from our elected officials . Here is what it is going to take. Democrats and republicans want to find a way to Fund Health Insurance programs. They want a sixyear extension of that. You will get a number of democrats to vote for that as well as republicans, in exchange for what . President trump getting his wall and democrats and republicans finding a way perhaps on infrastructure to get something together. I just dont know at this point before 12 01 a. M. Deadline tomorrow that you can put the moving pieces together to get the legislation in time. The upper midwest, these are the states that got him into the white house michigan, pennsylvania,tern where he was earlier today. The question i have is you have 24 seats to flip the house of representatives. You have 38 republicans who have announced their retirement. If the president goes to many of these districts, he is toxic moderate republicans on the eastern seaboard and california. I think donald trump would be well advised to stick to his base, which he did today, and avoid those suburban districts where republicans could lose the house. Ago,i came here to years 2 years ago donald trump was , not even the republican candidate. But it was his win in the michigan primary that eventually propelled him into the white house. Im happy with the results with the economy, not that he is the total reason things have been turning around, at least in our region of the country, but he has played a part in it. If somebody is doing the job i want him to do, i dont care how mouthy they are, as long as they are doing the job. Rajini the language he used the other day was highly offensive and some people deemed it racist. That i dont agree with. It doesnt have anything to do with the color of their skin or where theyre from. If i thought he was racist, i would tell you. But i dont feel that. I honestly do not feel he is racist. Rajini how many of you would vote for donald trump again . This group of women are already setting their sights on reelecting trump for a second term. When i supported President Trump, it had nothing to do with is this a good man to date my daughter or be the pastor of my church. We supported him because he was a strong man that promised he was going to go in and drain the swamp, and that is exactly what he is doing. We are not expecting him to be perfect. That is that even know they might not like his tweets or his language or style of governing, as long as the economy is doing well and there is money in their pockets, then they are going to continue to stick with him. Rajini vaidyanathan, bbc news, detroit. Jane the california couple who held their 13 children captive in their homework charge today with multiple counts of torture and child abuse. The District Attorney held a press conferences afternoon saying the parents face up to 94 years in prison, and he described some of the alleged abuse against the malnourished boys and girls who ranged in age from 2 to 29. One of the reasons for the punishment were if the children were found to wash their hands above the wrist area, they were accused of playing in the water and they would be chained up. None of the victims have seen a doctor in more than four years. None of the victims have ever seen a dentist. James cook is outside the courthouse in riverside, california, where the couple has entered not guilty pleas. This is a horrific case. How much more detail are we learning . James quite a lot more detail, and all of it quite distressing, to be honest with you. The prosecutor, who you heard there, said they suffered years of severe emotional and physical abuse, these children, and it plumbed the depths of human depravity. The couple themselves, Louise Turpin sitting on the left, and david turpin with gray hair in the center, appeared in court here short time ago. They only spoke very briefly to confirm that they understood that the next hearing will be held next month. They face charges of torture, abuse, and false imprisonment dating back to 2010. The father also faces an allegation of forcinga lewd act on a child. As for the surviving siblings themselves, they are said to be severely malnourished, suffering , andcognitive impairment also, we have heard more details about their ordeal, how they were punished sometimes by being beaten, sometimes by being chained up sometimes by being hogtied and strangled. We heard that the 17yearold girl who managed to get out of the window and raise the alarm by calling police, she at least with some of her siblings had been plotting the escape for the past two years. Now to the Ongoing Investigation into russian interference in the u. S. Election. Perhaps no one knows more about what Robert Mueller is going through than ken starr, who led the investigation into bill clintons activities two decades ago. He spoke to katty kay and Christian Fraser on their Program Beyond 100 days. Katty ken starr, you know from investigating president clinton for the course of five years that these investigations can take unexpected courses. You started with a fraud and financial dealings investigation and ended up with monica lewinsky. Do you think the same could happen with donald trump and the mueller investigation, that we start with collusion and end up with something totally different . Ken it is conceivable but not likely, and one of the reasons is i think there is greater control by the Justice Department over the course of this investigation, whereas the whole idea of the statute under which i served was the investigation is independent. The Justice Department had certain input in terms of, for example, the controversial lewinsky phase, was specifically requested by attorney general janet reno, who was appointed by president clinton. But the grant of authority to bob mueller in this particular investigation strikes me as more limited, focused on russian collusion as opposed to any evidence that might come to him. Katty im going to date myself here i remember exactly where i was the day the starr report was released, sitting and reading it in washington. You were at the time attacked by democrats and became known as part of what was called the great rightwing conspiracy. Bob mueller is being attacked at the moment by republicans, being called biased, that it is part of a witchhunt. Is bob mueller biased . Ken no, i dont think so. I have great regard for bob mueller. I do have concerns about some of the agents, fbi special agents, who were on the investigation, and 2 of them are now off. There are also, i think some legitimate concerns raised about his very senior lawyer, who was a very avid Hillary Clinton devotee. But the point is, it is important to leave politics at the door. In our traditions in the united states, a prosecutor who comes from the other Political Party, the opposite Political Party of the president , is selected for that reason among others. You do not want someone from the president s own party investigating getting the investigating the president. That is our tradition in this country. It makes perfect sense. Christian mr. Starr, the president s counsel today said that the president is eager to speak to Robert Mueller. Last week he said that because there was no collusion, he did not see the point of an interview. Who is calling the shots, ty cobb or Robert Mueller . Ken [laughter] it will be bob mueller. Bob mueller has the authority of the Justice Department, including to issue a subpoena, to require the president to testify before grand jury. I think what ty cobb, the lawyer, is saying is that the white house is cooperating with the mueller investigation. The president will make his policy and political points, but the lawyers, i think, are guiding the president exactly the right way, which is you should cooperate. It is a lawful investigation. And under the rule of law, you really dont have a choice, unless you want a confrontation. I doubt the president really wants that. Christian i read the other day that you sat down with bill clinton for nine hours interviewing the president. At the time, did you know what you wanted, or was it was it to a certain extent a fishing exercise . Ken no, by the time you are ready to interview the president , whether it is a formal interview and fact gathering, or as was the case in 1998, a formal grand jury appearance, you know precisely what you are looking for. Scientists say 2017 was the hottest year on record without an el nino. They say manmade Climate Change, predominantly co two emissions, is dwarfing the influence of natural trends on the climate. The figures have been published by nasa and compiled from thousands of measurements taken across the globe. Reporter last years wildfires in california not caused by manmade Climate Change, but likely influenced by high temperatures drying out parched mudslides,wed by the caused by an unusual combination of heat and extreme rain. Say co2ts they emissions are the main thing heating the planet. There was a big spike reforming things to the el nino current. Warming thanks to the el nino current. That was beaten by 2015 and 2016. Last year, though, was nearly one celsius above normal, but crucially, there was no el nino. What is remarkable about the latest figures is that it is the warmest of temperatures we have seen without the influence of the natural el nino climate phenomena. What this is showing really is that the influences of human activity on climate through emissions of Greenhouse Gases are dwarfing the natural climate processes associated with el nino. Reporter but what about the snow on americas east coast from which prompted president , we need some of that Global Warming over here . The east coast freeze was shortterm weather, not longterm climate. Coastal flooding, like this after hurricane harvey, is the most assertion outcome of Climate Change as the planet keeps on warming.
