Individuals not linked to the investigation but to whom we want to send a message. The same when the president has said to the defense counsel, not one minute for the enemies of the republic. Four people in custody our children suspected of being paid by the killer to point out the victim before he was attacked. Confirmed coronavirus cases around the world have reached 40 millions and the World Health Organization is reminding us the pandemic is far from over. The virus has shown that when we let our guard down it can surge at breakneck speed and threaten health systems. In the u. K. Wales announced a lockdown forcing everyone to stay home for two weeks. As protests in thailand and to their sixday come police are threatening to shut down several media tlets for spreading what they call distorted information. In france, Police Arrested 15 people as part of their investigation into the be heading of a teacher who has shown cartoons of the Prophet Muhammad to his students. A source has told the bbc four people in custody on childn suspected of being paid to point out the victim. First of all, lets hear from the French Interior minister. [speaking french] starting this morning after the Defense Council meeting, Police Operations are underway and will take place in the coming days. I cant tell you more but there is a lot. Tens of individuals, not necessarily linked to the investigation, but who we want to send a message. The same when the president has said to the defense counsel, not one minute of respite for the enemies of the republic. The official reaction is going much further than writing the homes of suspected islamic radicals. 51 muslim associations and france are under investigation, including this one, the collective against islamophobia. The govert accuses it of being hostile to france. Its website says it is a Human Rights OrganizationWhose Mission is to combat islamophobia. Were told after these raids, 80 people are being interviewed for hate speech. Heres the interior minister again. I bring up the fact that i agree with the idea that this incident has been fueled by social media. What is striking in the story we we have seen islam joining up with radical islam to lead to terrorism. Yes, there is terrorist radicalization. But on the other end, it is not because people advocate islam that they are terrorists. The teacher her daughter was samuel the 18yearold suspect who was born in moscow were chechen origin traveled from his home in normandy this school in paris and then asked students to point out the teacher. After the attack he was shot dead by police. For more, here is our correspondent. These are people who thought the government is identifying as the radical separatists Islamist Movement in france. That was already in the firing line. And president macron, the government, before fridays attack but how much more so now . And with the government wanting to be seen to be reacting in a tough way, it is accelerating measures that were in to clamp down associations, persons who it accuses of fostering behind the front of humanitarianism an anti french separatist feelings sign the country. This murder has shocked france. This was paris on sunday when thousands join to rally in the memory of samuel pati. And there are rallies in other cities, too. A nationwide minute of silence was observed at midday. This is western france. Here is more from frankardner. Frank t french government is clearly prepared to react forceful. They are absolute outraged and they are saying that fear is about to change size. There are number of people who ve been on the list, the list of suspicion of subjects of interest and they would be called out on this side of the nel. To some extent they are using is as an opportunity to arrest and detain and question people who theyve got suspicions about. The broader picture is that france is very much in the front line and very much in the site of both isis and al qaeda supporters. That caliphate was extinguished in march. Finished in syria of march of last year. But in cyberspace it continues. There was a message only yesterday from its leadership trying to encourage its supporters to carry out more tax and 0 more attacks. France is enemy number one for them. Why does isis and al qaeda consider france more of a target than other European Countries . Well, its due to domestic policies in france and some of the statements. The fact that this is a country that of course enjoys free speech but what is one persons free speech could be another persons insult. And the number o people continue to be very insulted by the cartoons depicting the Prophet Muhammad. And also france is very active in mali in west africa and its active in the region encompassing chad and niger. And it has suffered a number of casualties, trying to push back against al qaeda. So, both domestically and internationally, its not the only one. It is one of a number of western countries that is still in their sites. Now, let me update you on the pandemic. The number of confirmed covid19 cases has reached 40 millions. 5 million of them in europe. And infection rates are risg across the continent. We start with the World Health Organization. Here is the director general speaking today. His warning for us is that this is a long way from dawn. I know there is fatigue, but the virus has shown that when we let our guard down it can surge back at breakneck speed and threaten hostals and health systems. Different countries are using different methods to tackle the second wave. Belgium has begun his second lockdown tay. Each of the last three days a recorded more than 10,000 new cases. It has one of the highest infection rates. As you would expect is feeding through two hospitalations up 100 on the week. The Health Minister is using stark language saying we are really very close to a tsunami. We no longer control at is happening. While efforts to control what is happening included midnight to 5 a. M. Curfew in belgium and restaurants have been ordered to close for four weeks. Here is more from our correspondent in brussels with a warning from the belgian government that it has lost control. One we heard from the Health Minister saying this has been is because you have two particular areas, brussels and you ve, the south of belgi, the frenchspeaking part, where theyre amongst the most dangerous areas in europe for the highest speed of clusters of cases, twice the amount you are seeing in paris right no. If you look at belgium, it is up there with a number of total cases. 8000 cases per day. That is four times the amount compared to bus two weeks ago. And the hospitals there are feeling the pressure. Hospitals in brussels and antwerp starting to send patients elsewhere. And for the first time ive heard, hospitals in other countries saying other regions saying that we will not take an extra patients. Italy announce new restrictions as cases surge there. 12,000 new cases were confirmed on sunday, new record for one day. The previous record was saturday. They will have the power to close publicreas at 9 p. M. And there will be further restrictions on restaurant closing times. On top of that conferences and festivals will be suspended. So will, to contact sports. Here is the italian Prime Minister. These new measures will allow us to face this new wave of infections that is severely affecting not only italy but all of europe. We cannot waste time. We have to act by putting in place all of the necessary measures to avoid a general lockdown. The first wave of the pandemic hit italy particular heart. For the last few months and has been doing relatively well. Two other European Countries. But perhaps the second wave is coming later than rs. Italy was the last country in europe to reopen schools. The climate dropped here later than it did in france, britain, belgium, for example. There are theories as to why the cases are going up but they are and we are facing 12,000 cases a day which is almost double the height of the first wave in march. Next to france, where there were Record Numbers of confirmed cases over the week and with close to 30,000 on sunday. Last week the government set a 9 p. M. Curfew in nine major cities across france. Lets go east. In germany there was a new Record Number of infections over the weekend. Angela merkel is urging people to stay home and avoid travel if possible but rember the context cases in germany are relatively low compared to other countries in the region. The same cannot be said for the czech republic. Its going to decide whether it will go into a full lockdown in two weeks with the highest infection rates in europe and most of the hospitality sector is already closed. Then theres poland where in recent weeks there have been new cases and deaths. The Health Care System is under strain, and because of that, the government announced its going to turn t National Stadium into a temporary hospital with 500 bed. Here is gavin lee on how and whether European Countries are working together to take on the second wave. Just a few days ago, we heard from the European Commission president , just before she went in isolation the second time because the staff there there tested positive. She says that its there needs to be more cooperation working out not just strategies but working out with each other on what travel zones to accept in terms of those who have to quarantine and those who dont. Its still largely contradict country putting their own Health Policy in place and there are variations italy, you mentioned, having that slightly stricter policy in place as of friday saying that if you are a local you can close streets and close squares. Region by region. We are seeing in one part of bavaria, there will be a lockdown because they are seeing 252 cases per 100,000 they have lost the Contact Tracing system. Different regions doing Different Things but we are still quite a long way from any sense of getting together, passing on tips. One thing i do notice, two brief things. The shares of dical equipment, germany sharing equipment buft. Also, you see that they are closing restaurants. There are bits of advice that each countries taken from one another. Here in the u. K. , whales will go into a twoweek lockdown from friday. While many policies are set by the u. K. Central government in london the governments in scotland, wales and Northern Ireland have the power to set their own coronavirus rules. This socalled fire break lockdown in wales will last two weeks. All but key workers have to stay at home, nonessential businesses have to close and household mixing is banned. The case rates may be lowest but the government is making no apology for its abundance of conscious. This is where pubs remained close were others were open across the board. So, ts is a precautionary preemptive strike if you like. However, the difficulty will be in the Welsh Government admits they will not see the results within two weeks. It will be several weeks before any impact is felt. It is about slowing rather than getting rid of the virus. Of course, the Welsh Government depends on the u. K. Government support for its businesses and this fire break straggles two different type of furloughs. Some companies will be really confused as to how they get the Financial Support they need to get them through this. Many already fear the short will not be the last one they have to endure. Much more on the bbc website. Lets turn to the u. S. Because it is 15 days until election day, but remember, voting is already underway. Many states rely on postal and inperson voting ahead of election day and are doing that just that. Today more states opened their ballots for in person voting. They are alaska, arkansas, idaho, nth dakota, colorado and florida. Those last two are crucial battleground states that could decide the winner. Katty kay is in florida today watching early voting in miami. I woke up this morning and i was expecting a nice florida sunshine date. It was pouring with rain and holland with win. I assumed people would not have turned out. They oped at seven, this polling station and the line went round the block. People incredibly enthusiastic to get out on the first day of polling. I spoke to one state representative, a democrat, who said he always votes on the first day of polling. He likes voting early. But he had never seen a line before. So, that would imply that enthusiasm is up. Ive spoken to democrats and republicans during the course of the last couple hours. Pele votg for joe biden, people voting for donald trump. They do not agree on many much but they agree on one thing, florida is on a knifes edge. Record 28 million ballots have been cast across the u. S. So far democrats appear to be leading the way in some states. Anthony zurcher drew our attention to nevada. Hillary clinton won the state in 2016. Early voting began on saturday. And half of those who voted so far, more than 49 , are registered democrats, just under 30 are republicans. The rest are registered are not supporters of either party. 12 are who have voted so far. Anthony is in washington and he explains what those mean. Nevada is one of those states where you can draw correlations between people who are registered democrats voting for the democrat and registered republicans voting republican. In other places, say pennsylvania, particularly in 2016 saw people registered democrat in Rural Counties casting ballots overwhelmingly for donald trump. It is not imply when you look at early returns in some states but in nevada you can start to look at those results and say, things are looking better for the democrats. You can also look at the results and see a lot of people are voting by mail, not in person which is a trend i think we are seeing play out across the country. Can we say that the earlier people vote the more likely they are to vote democrat or republican . I think right now we are seeing turnout of early voting among democrats more than republicans. And part of that could be enthusiasm, could be democrats who want to get out there after four years of Donald Trumps presidency tcast their ballot as. Or it also could be something to do with the messaging coming from democrats. Its important to vote early and vote by mail, concerned over the coronavirus pandemic. Meanwhile donald trump himself is saying people should vote in person on the day of the election. So we could be republicans are heeding this and waiting until election day to actually cast ballots. N ow, in a human its on outside source, this. We will tell you why tiktok is in the spotlight again over the u. S. Election and the kind of videos appearing on the platform. Now, the European Unions chief brexit negotiator says he is ready to intensify trade talks with the u. K. Days after westminster called off negotiations. Heres jessica parker. A month ago, the sior cabinet minister stood up saying you have not engaged properly in discussions. They would not look at legal texts. On twitter, the brussels chief negotiator say they are willing to do just that. They appear to welcome it in the comments cautiously, i think suggested the u. K. Governments Firm Position as he would put it had meant the e. U. Had moved in that we got a statement from downing street actually suggesting, yet we know owhat the e. U. Said, but what they disagree on, until they change their position on that there is no point in resuming intensive talks. However, at the bottom of his statemt it said the two sides will keep in close touch. And so, there are clearly discussions that are still going to go on. Outside source.
