In phase, one the power shut off last night but then the east and the south bay what happened to later on in the afternoon. Ok lets listen in. One is around preparedness in one is around communication. So for the last 4 months that weve known that these power shut off could be a possibility. Our city staff have been working to develop a powerful ability plan. We have now activated that plan. We as we have also activated our Emergency Operations center. And we are prepared to deal with. I think the second thing to emphasize is communication. We will be communicating as much as possible with our residents and with the media. This includes daily press conferences. The issues with pg es website are well known. We are doing our best to replicate that information you can see a map behind me our web site that shows the areas that are projected to be impacted. As i said well be doing everything we can to communicate with our residents and the media. You can also find on our social media pages our city website. Next im going to ask kept harkness deputy city manager kay partners to come out and provide some more operational information. Departments deputy city manager as was indicated due to the National Weather Service Forecast genie has informed us that they will be shutting down power starting in noon today in areas that are affected by the potential wildfire threat and so thats primarily the east side of san jose along the edge of the diablo range and well into the neighborhoods and a south san jose along the Santa Cruz Mountains the Almaden Valley area. Well know more about the specific areas that will be taken out of the power. As the day goes on, but we expect those shutdowns to begin at noon and continue as long as the weather conditions exist so as long as those high winds are there power will be out. Pg e will not begin restoring power and tell those wind conditions that are down and then at that point and they can take up to 5 days for the last customer to be restored. We will be working with them to increase the velocity of that restoration and restore as quickly as possible, but it is in their hands and their infrastructure. So it was indicated, we have activated our Emergency Operations center i service the director of that Emergency Operations center for this event and we will be able to monitor and scale. It has the event goes on the key focus of our work today and i think the key as we have the community is really thinking about our most vulnerable. We need to be compassion in action and make sure that our seniors. Those with medical devices and others are taking care of. And so take the time as you prepared yourself to to reach out across the street to that elderly, a neighbor next door and check in on her and see how shes doing and she understands and she needs assistance help her reach out to her family and friends. As my supporters to reach out to the medical providers and see if they can provide support and if thats not possible and you have a medical emergency. Then it is time to call 911. But we need the primary response to be compassionate action on part of. Reach will focus on those communities today and making sure that the centers such as Senior Centers assisted living facilities. The biggest thing again wed advise if youre likely to be in the area minimize driving if you can. Weve learned that the Alum Rock School district will be closed that will impact a lot of families today so make to minimize the amount of travel as you have to take care of your kids and families. Weve been in communication with all School Districts in the likely affected areas alum rock is the only one that weve heard that will be closing on wednesday and thursday sounds a unified his list know that they will remain open and plan remain open and i believe the others will remain open as well that each of those decisions are the decisions of the individual School Districts. So this is expected to start at noon and will be of power and black out and so the main impacts will be of obviously to the individual households and to the Traffic Signals system. So the biggest impact we expect is when people come back home, starting in the Late Afternoon and evening, especially at night. The big reminder is that you wont see blinking red you will see nothing so that means its a fourway stop and thats where i think compassion is also going to be needed this does too. Teacher commute back home very compassionately those will be the biggest impacts that we expect to see and we expect the others to continue likely into thursday as late thursday night until they can begin restoration activities. Our First Responders are extremely capable and ready both fire and police are part of the Response Plan well aware fires preposition additional apparatus and is communication with the overall Fire Community to coordinating the response given the size of our Fire Department we often serve mutilate other Fire Departments and other smaller. So in addition to serving residents were ready to support needs of others. The police and fire have left all of their members know that this is going on and theyre available for call in a needed heart. The Fire Department has increased number of apparatus available and the number. So we dont show the operational plans and police and police have this well under control and our with us monitoring the situation and will scale up needed. Yeah that we will continue to have those intersections function as fourway stops to take over Traffic Control requires about 60 people to do that well and once under California Law taking control of that intersection you own it so given the indefinite nature of the response. The outage we want to make sure that we have those personnel available for response for crimes or other issues not the control of the intersections. If theres if theres a need in an intersection as always we can take control of it and we we can manage it, but we were going to leave those 4 stops so we have a greater amount of personnel available to respond. The biggest thing that you can do. Its prepare yourself prepare your family and help neighbors and that means making sure your phones are completely charged. Keeping your refrigerator close to during the event dont spoil food if you can im having batteries and lighting system at night and a radio its Battery Powered or some other way to get information. Food and water course water will continue to flow so you dont to worry about that that much of this that in this instance and then keeping a gas tank. Full if you can because many gas stations, their pumps will not work if they do not have electricity. Number and range of concerns probably many of the same ones that you are hearing the biggest concerns are people with medical devices and vulnerable populations and also making sure that everybody appreciate everything the media is doing to get the word out that people are still learning about this. Were concerned with traffic we are going to decline at some of the intersections signage to help people remember there quiz from a when they were teenagers and its a fourway stop so number of the keys, key intersections that are affected. All the areas that expected to have power shut off by this evening and you can see on this map it also includes the east bay hills and the south bay, particularly on san jose we just left that press conference where they were talking about how they expect what upwards of 200,000 People Potential be impacted by these power. And thats just in the san jose add to it what youre seeing in the north and east bay calm again at noon today. The second wave. Blackout is going to happen and its all because pg e says they want to reduce the risk of a wildfire. They say the winds are concerning them. And theyre exposed to pick up later lets go to john for the latest on that. Yeah thats exactly right winds had picked up, but theyre going to continue to do so especially on into the afternoon and evening tonight and then into tomorrow this as going to see the strongest winds across the day and thats the highest concern of any potential rapid spread of wildfire already seeing that marine layer pushed well off shore due to the winds that are already present no fog whatsoever at the Golden Gate Bridge like we saw yesterday breezy in some spots but calm for inland areas thats not going to stay this way look at where were head later on today gusting into a range of 20 to 30 Miles Per Hour. Regularly for many of our inland east bay spots and north bay areas and if you head above 1000 feet our peak wind gusts could exceed 50 Miles Per Hour and many wildfires do start on those hillsides that could result in the rapid spread of any sort of wildfire low humidity and dry tinder contributes as well and we have red flag warnings across the bay area. The exception, San Francisco all other counties across the bay are affected by red flag warnings today and thats those Power Outages to which were covering for you all morning long. Now morning temperatures in the 50s, its cool out there. It is breezy in some spots but not near as breezy as its going to be later today when temperatures pick up winds pick up and humidity drops significantly i have more details on what exactly to expect as we make our way to the next couple of days the high fire danger still to come rob. Had some issue the pga web site so getting up to date numbers has been quite difficult but. Last check take a look at this map and know that the 1200 people or in city route without power plus people know valley up to a 1000 so thousands of people just in this tiny part of moraine county are without power. Last check or damond arison the felt iran places like that theyre doing ok but that could be changed now. But ive talked to a lot of people out here. They all just seem very frustrated with it doing the best they can a lot of people i talked to say they are prepared but even so. Its still just isnt easy. Take a listen. Yeah, inconvenient and its irritating and its unnecessary of pg e properly run. Operation this would never happen. But weve been sold a bill of goods for 30 years about centralize power. Private companies all that stuff here we are. Thats what a lot of people are saying theyre just very for sure its pg e at this time then even when the power comes back. It take up to 3 days is for them to actually get power back up and running at your house or your business so were going to continue on this we get update on the numbers because as we know its only going to increase this is phase one of pg es shut off plan phase 2 starts at noon today. So if you have power dont expected to stick around get prepared. As we saw just on this tree years honestly know Grocery Store behind me has power but. Across the street holmes didnt so its quite interesting and very spotty, you never know when youre going to be next. But peoples have been telling me theyre grateful that my sons open they will get a hot cup of coffee. Cant make out at home, so theyre grateful for that to be open. Its one of the main thoroughfares going into downtown napa and just going to take a look at look behind me really quickly we have got ton of trucks a ton of cars. Youre at the chevron right off of that mean thoroughfare it has been passed. Our that ive been here so far this morning. Most of the people here loading up their cars and making sure that theyre properly gassed up because of this power outage actually just spoke with one gentleman at the pump, what brought 3 different gas cans. He says hes actually using that cash for his generator at home prepared for the long haul for this and actually you could just also here a few of the big trucks behind me we have a bunch callers over here that are also preparing for this and a very specific reason of why i wanted to show you guys this a gas station in particular is because it is off of that highway to 21 as i mentioned again a big thoroughfare going through napa and actually there as a very large intersection and highway 29 and highway to 21 leading up to this area at that intersection actually right now the traffic lights are off meaning that right now chp is having to navigate traffic over there in court meet the cars going to and from that area causing a lot of traffic issues that also a very dangerous intersection because it is so large in both ways. Speeds go up to 60 Miles Per Hour right there. Lot of people not realizing that traffic light is off actually speeding through there. So its a big dangerous area. But also as you can teen you to drive down to 21 and head towards napa like i did up near this gas station as was driving. I noticed a lot of the different traffic lights were also off. Now chp has told me the big traffic light intersection that i had mentioned that highway 29 into 21 is not actually because of the Current Power outage, but because the sun down our minds. They have all an electrician there thats working on getting 6 and electrician from caltrans however, the rest of these the street lights that are not on through highway to 21 some of them have the blinking lights, some of them do not some of them very easy to miss. Those are also those are because of the power how did she weve got a mix of things going on here in napa and again i really wanted to make sure that we would live from this area because so many people are driving so quickly all the california Highway Patrol officers, ive spoken with this morning. All say the same same thing they need people to slow down youre going to be going under the speed limit and a lot of these big thoroughfares a lot of these highways but thats really important on a day like today because there are so many people can just into one area trying to get the resources. For instance, their gas as well as their groceries for the next few days. Also one thing to keep in mind when it comes to filling up your gas tank. The patient with people as ive been out here so far this morning throughout that as conference ive been here a lot of people actually almost getting accidents near the pump because the lines are so long theyre going out into the streets when people are trying to turn in lot of people either just not watching for getting irritated. So on a day like today or the days throughout these Power Outages please make sure to be patient with people well youre in the car, especially up here now a lot of you guys are going to be in the same boat trying to get your gas and also trying to get to and from work today expect a lot of traffic and also keep your eyes open on the road because of all of this. Upwards of at least 200,000 people just in the Santa Clara County san jose area. Also telling people that in san jose theres 3 as when they called in power, certainly so is that what are at is this a Community Center where you can plug in and get recharged stuff. No just to show you normalcy let move the camera. So you can see. This is normalcy for now people are coming and going as you can clearly see it looks like a typical day stores. Are open, but james and area we all know the clock is ticking for normalcy because face too will roll out at noon impacting many counties, including alameda and Contra Costa County and yes in ceremony. They do have Centers Available if you need to go there. Its located on 2600 camino ramon and its available to you if you dont have power. Place and we show you a map ght the. If you dont have power you can go there they have services they asked next available to you. But people it seems to be a little bit busier than your typical morning because they know james and area that the clock is ticking on them christina show the gas lines people are coming to the Grocery Stores trying to buy their food, Grocery Stores are available right now open, but theres no guarantee that they will remain open. Come the blackout because they might or might not ab generators, so thats why get your stuff done as soon as you possibly can a lot of people not caught off guard by this theyve been following our newscast weve been letting them know exactly whats going on. Heres the rub though. Yes it will begin at noon impacting of i 80,000 people in particular counties. But the problem is when the power will come back reason being. Once its turned back on the wind storm is over they still have to inspect the lines to see if theyre ok and if theres any repairs to be done that could take some time and theyre even warning that power in some places might not be restored until monday or to stay so buckle up. About noon today, okad then weve been talking about how the time to get power restored could be anywhere from you know 48 hours to maybe even 5 days or be on can you shed a little more light on why that process takes so long. Yes, so we do expect this widespread severe wind event to last through about midday thursday. And we need to wait until the weather event is complete in order to go out and act are aligned to make sure the power. Make sure its safe turn the power back on. So once weather event dover well have our field crews go out and check line and make repairs necessary. One said hey we will turn the power back on but they can also only do those inspections during Daylight Hours so during that time we do appreciate the patience of our customers that they move forward this crime. All right so patience is one thing but you dangerous is another and some people have complained. Many resources you see powers out. Oxygen machine for example. I cant plug it and i could theres nowhere i can go sometimes pg e you know 4 counties can provide cooling centers. Can you provide backup generators. 2 neighbors. Well as community. Our they need rather than just saying you prepare get ready. We do have customers on our medical Baseline Program who we reach out to very specifically during these kind of events and provide them any resource that we can to help. I did also on a flag that we have Community Resource center opened in areas, how is where customers are impacted. Those are im providing customers with a place to go during the day where they can access a the water.
