Puerto rico dont even have power. Irma has winds at 100 85a185 Miles Per Hour. It will continue to be that fast as it heads towards florida. One concern throughout the morning are the winds. The storm surge will go to the lower levels. We know homes and streets will be flooded. People think about the high rises and you are safe. When you have 185 mile winds, your windows crack. Right. I have friends that are just leaving. They live there and they are evacuating. They just self evacuated. There will come a time when it will be too late to evacuate. I also have concern for the people in houston. So much effort and money is being ported to houston, will that shift now to florida . Florida is in a separate area compared to texas but i agree with you, there is concern about all the cameras, they may go to where there is damage in houston is still flooded. The damage is still there. We have been tracking Hurricane Irma and heres the latest on the path. Deadly Hurricane Irma is heading towards turks and caicos and the bahamas is directly in its path as is haiti and cuba. As of about an hour ago, the backend of the storm was still hitting puerto rico. As many as 1 Million People in puerto rico are without power. That could be the case for month. One person died trying to escape the storm and moving to a shelter. This is the after math of the storm after it went through saint thomas. Saint martin was heavily damaged. The island is 95 this percent destroyed. This is an aerial view. Saint barts and barbuda suffered a direct hit as well. 10 lives of arctic been claimed and that number is six acted to go up as the damage is assessed. I want to show you one other video from florida. This is the way out of the florida keys. That areas under a hurricane watch. Tourist evacuated tuesday. Residents were told to get out on wednesday and people have been leaving since then. Also in dade county, 150,000 people are under evacuation orders in that area. There have been long lines for gas. A lot of people are trying to leave the state altogether. The governor is working on bringing in fuel tankers from outofstate so that people can get supplies, get gas and other necessities like food and water. Heres what governor rick scott had to say about people needing to prepare. Just a small change can change which coast to go down. Look at the code. This is the entire state. Take this seriously. This is a satellite image from the internationals base station. 185 mile per hour sustained winds. You heard the governor say they dont know what part of florida it could hit. He mentioned that the cone of the storm basically, right now covers the entire state officials are urging people to get out if they can. If they cant get out, go to a designated evacuation center. Back to you. A number of crews here in the bay area are going out to offer help. Firefighters and First Responders took off a few minutes ago. Alex has more now on california cat horse 4. A busy group. Absolutely. These firefighters just got back from texas a few days ago after helping out there following the flooding from harvey. Now right back to work this morning. They showed up early at this Maintenance Facility in oakland to gather the gear they will need. They are headed off to the east coast as Hurricane Irma moves towards florida. This was the scene this morning as firefighters and paramedics showed up. The lead agency here is the oakland fire department. Where have members from berkeley, fremont and alameda county. One flight just took off a short time ago and another one leaves in a couple of hours. They will initially like to atlanta then they will drive to a military base in alabama. They will await their orders once Hurricane Irma makes landfall. They will be deployed wherever they are needed most. For these First Responders, this brings a great deal of uncertainty. Im feeling a little nervous about it. I dont know what to expect. I have seen what has happened with hurricanes. The hurricane may move past florida, predictions show it will hit this weekend. I am prepared for the worst. Reporter many members of the urban search and rescue teams spent 10 days in texas. They just got back from there on monday after Hurricane Harvey moved through. They were rescuing people stranded in their homes by the rising flood waters. As a matter fact, their equipment convoys, that includes their rescue boats, it was on the road when the task force got the call that they would be deployed to help during Hurricane Irma. That convoy just turned around on the highway and started driving east. All of the firefighters and panamera paramedics are going to fly, meet that convoy again. Initially they will meet in alabama. Then they will figure out where they will be headed, it may be florida, georgia or into the carolinas. They will rescue people after the storm moves through. They could be there for three weeks. We wish them a very safe mission. Thank you. Pg e workers are leaving to go south. They have a critical job when irma hits. The workers will help restore power to the many people who are expected to lose their electricity during the hurricane. As we bring in steve paulson, have a question for you about the category of the storms. It is a category 5 doesnt change, does it go up and down, does the change from day today . The magnitude of the category 5 has changed but it topped out at 100a185. It maintained that for 37 hours, not the strongest that is the strongest ever. It is setting many records. There are three hurricanes currently. We have one of the golf, that is not going toward houston. Then irma and juan. It has happened before, it was in 2010. It is unusual but it has happened. It is going over some land. It is taking a little bit of the punch but it is still incredibly strong. The pressure has gone up a little bit but it is a really deep and still a category 5. The key is the water temperature. Thats what is in purple. That is 86 degrees water. I think it has no problem with intensity all the way to miami. Fort lauderdale, miami and key west, that is the main focus, you can see the circulation now and the track takes it almost all of them take it near south florida. The gfs took it to the right of miami and then up the coast and eventually towards charleston. Then it landed smack dab in south florida. The gfs is the main one. The eye is over water and that will maintain the intensity. By the time it arrives it will probably be a category 4. That is still up to 157 Miles Per Hour and gusts stronger than that. This is a much different beast than harvey. This is a wind event. 15 inches of rain in miami. 15 . I was a wedding at a wedding one time and key west. It is flat there. Elevation is 18 5a18 feet. Katrina was 28 feet. Youre talking about a lot of places at sea level. Take best that could be catastrophic. The surge alone could be catastrophic, not just the winds. Coming up, used to be the hangout spot. We spent lots of time and money at the mall. We were called mall rats. Now there is a shifting landscape. The piece of property out there is a lot bigger then malls need these days. This retail analyst agrees. Part of the issue is that we had more of them all then we needed to begin with. That estimate of 9000 Stores Closing only represents 2 of total retail space in the country. I asked him, one of the top three things they need to do to survive. He says, watch amazon. When youre talking commerce, then you have to think about, if i am going to compete against amazon, how do i do that on value experience and trust . How do i sell different stuff . I still like to go in and touch the stuff that im buying. I am a mall shopper. Maybe not quite as much as i used to be. I dont want packages coming to the door, i have small children. As part of our indepth look into the changing education, we show you how the Manhood Development Program Changes the narrative for students who have been left behind. When the students stay reporter when the students step in to this classroom they are prepared for different kind of lesson, something that makes them look inward. This includes a time for positive reflection. This class is part of the districts Manhood Development program. It is designed specifically to lift up africanamerican boys who historically have been disciplined at a disproportionate rate and have struggled academically. They need to know that they are beautiful and incredible and gifted. Anywhere in the world they should be able to fit in. The mail achievement has created these courses for more than 800 kids across the district from elementary to high school. All the classes are taught by black, male instructors who act as mentors. Why do we call you kids . Mr. Kevin returns to all of his students as kings. It changes the narrative. When you here i am a king and you start to embody that, you begin to walk differently and think differently. It makes me feel empowered. Im not used to it but it makes me feel good. I can do things that i didnt think i could do before. This is shawn watsons third year in the program. Like so many others, he is seen his grades improve and his confidence or. This is an opportunity to find what i can do in life. What i can do for the future. I am much more focused. I feel like i have big come a better student and i excelled in class work. It has made me better in and out of the class. Reporter this program is in its seventh year. It aims to raise the expectations and help African American boys achieve success in the future. Reporter the director says it is clear that these classes are making a difference. The fact that this is first thing in in the morning and these kings are here on time, that is a measure of success. We care about them. Once we provide a safe space, we can go anywhere. Grades have gone up for africanamerican boys and suspensions are down. These are your brothers. As they grow from boys into men, the students are leaning on each other and believing in themselves. It is always a journey, that evolution is happening, absolutely. Okay stay focused in class. Reporter kings, holding their heads high. For more on these classes we are joined by chris chapman. Welcome, good morning. There are couple of lines that stood out from the students. They said they became more focused and the idea here is to get them engaged and to be able to stand up in class and being engaged . Thats right. One indicators of doing well in school is engagement. One of our strategies is making sure that we have africa to mail teachers in front of the students and lifting up our prosperity and history that creates pride. Then that follows up in other classes as well. Wire role model so important . I did not see a latino teacher until i was well into elementary school. All of my teachers were white. When i saw that person i thought, a person of color is doing something important. How does that help your kids . Children are who they see. It is important for students to see teachers that come from their background so they can aspire to that. When we started this and 2010, we did a listening campaign. 80 of our africanamerican children said they needed access to african a male dash africanamerican male teachers. We created opportunities during the school day where students could be in front of an African American male teacher. They can feel safe and proud and get a sense of who they are. Having teachers that mirror the experiences is very important. Black and brown boys especially are getting detention more often, they are looked upon as troublemakers more often than their white counterparts. There needs to be a huge culture shift, not just what is happening in the classroom. That is right. These men up conferences are elevating our kings, our students. If we dont deal with the structure and the system, it can be for not one important thing for students is to have access to their history and legacy. Part of the problem right now is, when we frame conversations around black and brown children it is deficit oriented. My little boys have come to me with the word slave. We dont joke about that. We dont rolled around on the playground. This is heavy stuff for 7year old. Our history did not start with slavery. If you look at the origins of Language Arts and mathematics, you have to go back to africa. One of the challenges in Public School systems across the country is how do we evolve to a narrative that celebrates and elevates the contributions of people of color. When you look at oakland where the population is 89 students of color yet the narrative that we cultivate is typically grounded from a eurocentric lens. We have to evolve so we see our children in their greatest potential. What about the success, maybe its too early but suspension rates are lower, grades are higher, are you seeing this . Yes. Suspension rates have reduced by 47 . The Graduation Rate has increased by 20 . Africanamerican male achievement cant take sole responsibility but the fact that we call this out, the system, there are structural issues and we are going to move intentionally around developing culturally responsible practices for these children. This is changed the condition of which it is reduced suspension rates and increased Graduation Rates. We will stay in that beautiful struggle. We have hired a director of latino achievement achievement and other minorities. The demographics are changing. These benefit specific children and it informs and improves the condition for the entire school system. Are other districts knocking on your door . Yes. People here and outof state. Seattle is using this. They just started school yesterday. We have for teachers there four teachers there. Districts are starting to look to oakland as a gatekeeper and culture keep her on creating strategies for specific students who historic we are School Districts have underserved. It is amazingait is an amazing opportunity. Thank you for what you do and congratulations on your success. There is a special event called super school live, it is an effort to approve improve american high school. You can watch it here tomorrow night at 8 pm. All that and more coming up after the break. Stay tuned, well be right back. Welcome back and oakland fire
