District, and the Palo Alto School district. These and others will be closed for the next several weeks. A complete list of district closures can be found on our website. We are also banning gatherings of 35 to 100 people unless organizers implement five specific measures to reduce the risk of covid19 transmission. Such as preventing anyone who is sick with a fever or respiratory system from attending. And ensuring that those who are at higher risk for serious illness do not attend. Thats the new emergency order from the Santa Clara County Health Department. It banned gatherings as small as 35. The lowest in the bay area. And it takes effect as midnight. Were seeing more evidence of people panicshopping. This was the scene at costco in concord. Shoppers were limited to one package of toilet paper, one package of paper toums and bottled war per cart holder. Tom vacar spoke to students and officials within the Oakland School district about the unprecedented closure. Reporter this is lincoln elementary. And it, like every other oakland usd school, closes in less than one hour. Oakland is joining that growing list of School Districts that are saying were not gonna be open for a few weeks because they just believe that the risk is so great that they dont want to have hordes of students in close quarters. Skyline high school junior, sam ivy, having been told his school will be closed for the next three weeks left midday because classes were already essentially shut down. I have two classes left. My teacher is sick. I talked to my fifth period teacher, he said were not gonna be doing anything in class today because hes trying to create a lesson plan for the next three weeks. Reporter this is aggravating for an advanced placement scholar. Weve gone through teacher strikes, we have had to shut down because pg e power outages. We had to leave because of smoke conditions. In the span of the few years ive been at this school. Now were losing three weeks based off of covid19. Reporter the district superintendent and its teachers feel the Community Spread is becoming just too dangerous. It is likely the community will be seeing many more cases of covid19 in the coming weeks and months. In fact within the last hour, the Alameda County Public Health department confirmed four new cases of covid19. The teachers of oakland, oakland education full station, we are with you, oakland community, oakland students, oakland family. Reporter even after the shutdown which potentially could be longer, education will simply have to change. During this time our staff will use work time over the next couple of weeks to plan, prepare, and train on how to operate schools during this pandemic. Reporter oaklands mayor said there will also be other shutdowns. We also will be closing our senior centers, our libraries, our recreation centers, and our headstart centers, beginning on monday. Reporter since 71 of the district students are either on clear or reduced cost lunch programs, a series of grabandgo Distribution Centers is going to Begin Next Week so students can get the nutrition they need by coming in and pick up what they need and taking it home. Thank you so much, tom. I want to play part of the president s speech. And get your reaction afterward. In furtherance of the order, im urging every state to set up Emergency Operation centers effective immediately. Youre gonna be hearing from some of the Largest Companies and greatest retailers. And medical companies in the world. Theyre standing right behind me and at side of me. Im asking every hospital in this country to activate its Emergency Preparedness plan so they can meet the needs of americans everywhere. We heard from the president said there. How does it translate to local governments and residents come to deal with the coronavirus . Getting testing for the coronavirus . And how does it really help out to protect those residents . What it does, you talked about the stanford act, and that gives them the authority to open up the declaration of National Emergency. Whats happened, in california it is already activated. Thats the state Emergency Operations center in sacramento. Thats open because of the ship that they have been dealing with people. The hospitals, its gonna be new for them. They have to get the Emergency Operation centers up and operable. The picture will be that fema will partner with some of stateand local agencies. Theyll have what they call infinite management assistance themes which will go to the state capital. Theyll partner up with the state officials. Then theyll have access to all federal departments. We dont know what this looks like in terms of the needs down the road. We can anticipate, and thats part of what he tried to do in terms of the declaration. The hospitals, if you need more doctors from out of state, bring them in. Were gonna waive the licensure requirement. Theres limitations on how long a patient can stay in the hospital. Theyve waved some of that. Theyre trying to have the capacity within the hospitals in case its needed. In contra costa county, i was talking to one of the board of supervisors, and she told me that they declared a state of emergency there. And theyre gonna beef staffing up with the hope of getting reimbursed by the state and federal government. Will some of the money the president is setting aside be able to cover those issues . It sure will. Thats part and parcel to the declaration. Theyll share those costs 75 25. So the state and local government will pay 25 of the cost, and the federal government will pay 75 . Thats for emergency medical care, facilities, setup, transportation, xrays, temporary facilities. Water, medicine, supplies, wear cads, all types of things. You were talking about easing the restrictions and rules on hospitals and me professionals. We do have another sound bite from the president. The authority to waive rules that severely restrict where hospitals can care for patients within the hospital itself. Ensuring that the emergency capacity can be quickly established. Well remove or eliminate every obstacle necessary to deliver our people the care that they need and that theyre entitled to. No resource will be spared. Nothing whatsoever. Of course of the former fema coordinator, youve seen a lot. Youve been around a long time. When the president says Something Like this, what exactly and sd this mean . Its providing more resources, more latitude in case you need it. He talked about the capacity within the hospitals, expanding bed capacity. Theres federal laws in terms of how you treat patients that come to the emergency department. Theyre gonna allow them to set up offsite facility fist they need it. And the idea is to not get so many people in the hospital where they cant handle it. Also theyve got the disaster medical assistance teams. If you need them, they can deploy them out. Emergency rooms in hospitals. This declaration makes it easier for these hospitals to set up new emergency treatment areas outside of the hospital. That allows increased capacity if they need it. It also keeps the illness from spreading to the facility. You dont want to bring patients that have an illness to a hospital and have it spread throughout. And the declaration has to be done for this to happen. Correct. Gotcha. Thank you so much. Santa clara county announced today that there are 76 cases in the county. That is the most in the bay area. 43 of those cases were contracted by community transmission. Not from travel. As a result, the county announced new tests to stop the spread, including a ban on all gatherings of more than 100 people. Reporter business at some Santa Clara County restaurants could slow to a trickle following fridays eticket from the health officer. Emotional as she limits the size of gatherings to no more than 100 people. We are balancing the Public Health need to slow the spread of infection. Over the significant impacts we know these actions will have on the lives of our residents. Reporter the new order takes effect midnight march 14th. And it will last for at least three weeks. There are restrictions on group sizes of 35 to 100 people. Crowd sizes were previously limited to 250 people. More unpleasant news is on the way for workers. Theres no one to serve. Its terrible. We need business. We need to make money out here. Its pretty hard to live out here. Im sure its much harder to get a job this week. A steady stream of people in and out of costco with full carts and arms, stocking up on the basics. I just got eggs, nuts, some blue berries. Nothing too crazy. A lot of toilet paper already. Reporter steve is wearing his mask out of an abundance of caution. I dont want to get sick. I dont want to spread it to anyone else. Reporter the shopping frenzy leaving nearly empty frozen food sections at trader joes, as far as sparse shelves for meat and produce, and toilet paper completely sold out. Shoppers say they know theyre getting goods they know will last. Theyre really low. The shelves are pretty bare. Still able to get, like, olive oil. Reporter the toilet paper aisle was also empty. Many are shopping out of a sense of anxiety. A need to do something to act in the face raph threat. When we see other people doing things. It makes us feel like we should do it. Another reason is because i think for a lot of people, they think to themselves id rather be wrong about buying too much than be wrong about not having enough. Reporter consumer psychologists are saying consumers will generally see a low downside to buying durable goods compared to a relatively high risk of not buying. Theres been a lot of footage of people carrying out massive quantities of toilet paper. And people think to themselves what would life be like if i didnt have toilet paper . Reporter clearly a lot of people out shopping right now. A trader joes employee told me one interesting fact. One of the reasons we might be seeing so many empty shelves. Because there are so many customers coming in, store managers are moving all of the workers to work the registers and are on bagging. That means theyre not actually working to restock the shelves. They say that a lot of times the best time to go is in the morning because they have had a chance to restock the shelves. I was there yesterday as an employee was restocking, peep were literally take particular off of the cart before they could restock. It seems like theres panic shopping. It doesnt seem to be slowing down. Reporter thats right. And you heard what our consumer psychologist said. Its relatively lowrisk buying those durable goods. At some point in time, you are gonna use that toilet paper, that pasta, that rice. It doesnt go bad. So theres very low risk in buying it. But the risk in not having it, on the off chance its not available, clearly you can see that people are doing the mental areluctant metic and deciding to go out and shop now. Thank you so much. Erythematic and deciding to go out and shop now. Thank you so much. After a warm week, temperatures started to cool off today. A bit of a breeze out there right now. The first of many changes headed our way as we head into the weekend. We are talking about a return of rainfall here in the bay area. About a half an inch to maybe an inch and a half. Through sunday, winds could be around 30 to 40 miles an hour. And low snow levels in the bay area could be around 2,500 to 3,000 feet. So you can see the circulation toward portland, the pacific northwest. That will be approaching the north coast for tonight and the bay area for tomorrow. Right now though, we have scattered low clouds and fog near the coast. And pushing locally balk back into the day even into the north bay. Right now, temperatures only in the 50s and the 60s. We started to cool off today. Santa rosa right now 55. San francisco 58. And san jose checking in at 59. Show you those wind speeds. You can see clearly a strong wind here toward concord. Thats a gu 30 miles an hour. Fairfield gusting to 40 miles an hour. A bit blustery this afternoon. Sfo sustained at 20. Gusting to 29 miles per hour. You can see some clouds back in the picture. Were gonna cloud things up overnight. And overnight lows, 30s and 40s. And well be tracking some scattered rain showers first thing tomorrow morning. Heres what the forecast model thinks. Saturday morning, 7 00. And here we go. Some spans quickly moving across the north bay, and the central portion of the bay. The south bay tomorrow afternoon. And possibly some breaks in the activity. Especially up in the north bay tomorrow afternoon. Then the showers redeveloping saturday evening. So here is the front we are tracking. The cold weekend system. And for tomorrow, a sharp dropoff in those numbers. Only in the 50s. Occasional showers through saturday. And the coldest part of the storm moves in sunday. We could be talking about some more showers and more thunderstorms. This will be a significant snowproducer in the sierra. We are talking about a winter storm warning that begins 5 00 am saturday. And look at this. Up above 7,000 feet, 30 to 40 inches. So we will have some travel issues, and some closures on highway 50 or interstate 80 off and on into the weekend. In the bay area, scattered showers, once again there will be some breaks in the action, especially early portion of tomorrow afternoon. And forecast highs, just a few days ago, just yesterday we had 80. Tomorrow in the 50s. Heres a look ahead to your fiveday. And temperatures still on the cool side. Sunday some scattered showers.
