Governor newsom giving his Daily Briefing on the covid 19 response, right now number wise we know there are 31,000 cases in california and close to 1200 people so far have died from coronavirus in the state and here in the bay area there are more than 6400 confirmed cases with close to 200 people who have died. Now lets go to Governor Newsom right now with just stepped up to the microphone. We have been able to organize this and help support our 6 million kids not physically in the classroom but we hope and expect are learning every day. The issues of equity and the issues of access and availability of laptops and computers, screens, issues of connectivity as it relates to internet and broadband, all of those issues we see on the natural but particularly under the circumstances made more acute and more foundational in terms of our ability to not just promote the promise of education during this time to actually deliver on it. I have been very proud of the work that many have done from the superintendent of Public Education to the president of the state school board, linda darling hammond, both of which were on the phone today. But i have also been very blessed by someone that i know very well and that is my wife, she in partnership with Tony Thurmond, linda darling hammond, members of my team and others, have been working hard over the past few weeks to build on the announcement that we made a few weeks ago about those 100,000 free wifi hotspots that google has committed to rolling out throughout the state of california and the 4000 chrome books they made available to build on the work that apple has been doing in 800 School Districts, 10,000 ipods they have donated. And to do even more to meet the needs of millions of californians that simply do not have access. Jennifer has been working the phones and she has had good days like some of us, some days have not been as fruitful, Companies Large and small, individuals who have made small contributions and some large, philanthropy, and foundations. A whole package we wanttoday th will shine brighter light on our capacity to deliver, and moreover, i think reinforce the need certainly to do more. With that in mind let me introduce the first partner of the state of california, Jennifer Siebel newsom. I am excited to be here today to help announce fabulous announcements from businesses and philanthropic communities to support Distance Learning and help close the Digital Divide for california students but like so many parents across the state i had a pit in my stomach in march when i watched our governor stand here and share that he told our daughter she would not be going back to school this spring. With four little ones ages 10 and under at home and two with diagnosed learning differences, Distance Learning has been a real challenge to say the least and it can feel overwhelming every day to keep them on task and motivated to tackle their most daunting challenges while balancing the daily demands of my own work, taking Conference Calls and zoom meetings and between lesson plans and meltdowns, Monitoring Progress and help them work through math problems while trying to compose thoughtful emails or think through different work strategies given the new norm. Lets say some days have been a major struggle and i am currently having to remind myself to breathe, but every day there are lessons, i learned something about them as individuals and then also us as a family. Most of the time im having to remind myself to stay calm and carry on no matter the stress and anxiety that comes my way. Of course i know that is hard as this has been for me it can only be that much harder for kids and families who do not have the same resources we do. I would not give up the opportunity for Distance Learning for anything. To that our family has pretty good Internet Access at home despite my technical challenges and we can access a treasure trove of free online Resources Available for our childrens use. We have laptops for milder children, albeit one is on its last leg and the home is a place where kids can learn with full bellies and full hearts but for too many California Kids this is simply not the case in fact one out of five lakh connectivity on appropriate device for remote instruction and as the first partner california i feel an incredible responsibility towards these kids and their parents are doing everything they can to keep their families housed in safe and seeing to it they have food on the table, all while ensuring their kids continue to learn. The fear these parents have their children will fall behind without Internet Access the devices is very real. In fact two weeks ago i surveyed parents found a 50 of low income families and 42 of families in color and california are worried about Distance Learning because they do not have a personal device at home. So to all of these families i want you to know that you have been on the governor and my mind every day since the crisis started. I want you to know that we have your back and we will continue to fight for you. A few weeks ago, as the to meet this moment and help close the Digital Divide started with a pledge from google of 4000 chrome books but in the weeks since a few colleagues and i have reached out to countless individuals and companies to dive deep into their pockets and see what they can do for californias most vulnerable students. I up and help close the states Digital Divide. When some of them have already maxed giving across the country and around the world. Because of these commitments hundreds of thousands of families will cross that Digital Divide including 70,000 california students who will receive laptops, chrome books and tablets starting this week. That means hundreds of thousands of california students can continue to learn online and become the leaders we know that they are meant to be and that california needs them to be. I want to give thanks to all of those who co like sprint, tmobile, amazon, hp, verizon and zoom along with tremendous gratitude to jack dorsey, Chan Zuckerberg initiative, aaron levy and scott cook, and so many others. We all know that education is fundamental to opportunity so our mission will not end until every child in california has what they need to continue learning while physically distancing. This pandemic should not stand in the way of california students reaching their potential and realizing their dreams. Once again thank you to all of you who have stepped up and helped us create a culture of me to we in california. And i want to thank linda darling him and the president of the california board of education and Tony Thurmond are superintendent and my chief of staff becky beal and not for their incredibly strong support. And also thank you to the 40 million californians stepping up and tremendous ways to meet this moment but we know this time is incredibly challenging but we will get through this together. I again want to thank the partnership and their teamwork that is demonstrable not has done but the superintendent of Public Education and the state school board, all of the individuals, and many others that we could of listed. I want to express gratitude, this was a two week sprint to create the opportunity to provide tens of thousands of additional units, laptops, chrome books, computers, ipods and the like. We continue to need to do much, much more and i will talk a little bit about what the Public Utilities commission will be doing to that end at a little bit about partnerships that we have here in the city of sacramento in just a moment. But i wanted to express my deep gratitude to the superintendent of Public Education for all of his hard work and the staffs diligence and focus to further this collective cause but i would like to ask the superintendent to say a few words here today. Thank you Governor Newsom and thank you to the first partner and to all californians but first i think the governor for making this call to action and for all of those who have responded to that call, and to those who will continue to respond to that call even after today. I want to thank the first partner for her countless calls and advocacy to reaching out to so many individuals and companies and others who can help and who you will hear about today, who have in fact helped, appreciate the First Partners comments about the importance of our parents who are standing in the gap in working alongside of our educators in support of our students. I also want to thank the state board of education president linda darling him and who has been burning up the phones to individuals and the foundation and others who work closely with us and the governor and the governors staff to pull together and every sector help or we can. I want to thank the governors staff and i want to thank the California Department of education staff worked alongside the first partner and state board president to help make this happen, in particular mary nicely from the California Department of education who has been our point person, fielding calls and emails day and night about how we move devices and they are now moving into the School Districts and into the hands of our students. And a grateful thanks to our foundations, the companys and individuals who will hear from today that ive made contributions to get us started on this path. I want to give thanks to my entire team at the department of education who literally surveyed nearly every one of the 1000 School Districts in the state but that was done in partnership with our association of it menaced traders and county Superintendents Association and the California State SchoolBoard Association to help get that information, many legislators sending information about what the need is and to define the need as you hear it today i would like to thank my staff who literally been on the phone with all thon the calls w School Districts. Im grateful to the california Public Utilities commission as you are here today about creative ways the state of california is leading with public finances and dollars to make sure that students can have a lot top or a chrome book or a tablet, and to make sure they can have access to a hotspot in their home. Very Creative Work on the part of the governor, the governors staff at the department of finance and our staff. We know this is a great start but our work must continue. We are committed to continue to work with the governor, governors staff, our business, and others in the state to do so. In that respect many of you may have heard we have created a task force on closing the Digital Divide. Simply put we talk all the time about how we must meet the needs of our students during this pandemic. Having the tools to learn from a distance are critical. Nothing replaces the importance of a great teacher but these tools connect our kids to teachers and our kids have to have them in our Digital Divide has gonethis pandemic. It has been something that we have dealt cades and some grateful to the leadership of our governor and state board president and others to join me in believing that as we respond to the needs of our students to learn during this pandemic that we must do so in a way that we once and for all close the Digital Divide and make sure all of our students have the tools that enhance their success and that give them the best chances to be successful. I am proud to be cochairing that task force with senator connie laver and there are several legislators you will hear from today who joined this task force to represent areas in the state that have major issues with connectivity. This task the divide and timeline and continue the work eting this afternoon at 4 pm at people kivela on facebook live. We look forward to working with those who will continue to meet this moment and anyone can help we welcome your help with the task force or more donations, donate, donate cd. Ca. Gov bit thank you for your leadership governor and for making this great call to action. Thank you mister superintendent and thank you for all your hard work and diligence and extending an important part of the narrative today. We are not done and this is the beginning of the process and we have a lot more work to do, not just to close the Digital Divide in the context of this pandemic but more broadly. Decades in the making and weeks now of intensive focus an unprecedented private sector support. But we will need to quadruple down on what we are doing in order to get to where we ultimately need to recognize where we need to go which includes a lot of work the summer and we will take questions on thoughts around Summer Learning and opportunities which extend beyond the technical end of this school year. We want to provide what we can in these hotspots and provide these supports to continue to explore and the learning time even though the schools are closed, learning and education must continue, Distance Learning can be operable in the state of california, we just need to have an equity lands, rural, small districts and those from a socioeconomic perspective that deserve our support. Progress here today and progress tomorrow and over the course of the next number of months and i referenced some of the progress being advanced because of the cp you see. There is a teleconnect effort through the puc and we are setting aside 25 million to advance that effort and that is hotspots, wifi and addressing the issue of Digital Divide and they will supplement the work of apple, rather google and others in that space and in addition to that they are putting 5 million total package and 30 million to puc to secure additional chrome books, tablets, excuse me not ipods as i referenced a moment ago, as needed and those jewels that can plugin devices that will allow people to do the Distance Learning that we are promoting at this moment. We have that progress that we want to that space and also progress as it relates to partnership at city level. The city of sacramento is looking at a proof of number of before may 1, they will be converting seven school buses and making the mobile hotspots to provide access. If that proof of concept is successful we will roll that out more broadly throughout the state of california. It is also an expression of appreciation, not just at the cta in our teachers but to those out there who also deserve enormous amounts of support at this moment and those are the janitors, bus drivers, the custodial staff and so many support staff that make our School System work and it is so essential and critical to make distance morning work in addition to extra ordinary teachers but i want to express that appreciation to all of you as well. That is Broad Strokes where we are and happy to answer questions in a moment. Let me give you an update as we do on our Daily Briefings on the total number of lives tragically lost and issues related to hospitalization and icus updates on a few other issues and of course i will happily answer any questions we sadly lost 40 to additional lives last night and over the weekend we crossed the threshold of over 1000 people who have lost their lives. And now as of this moment 1208 human beings in the state of california have lost their lives due to covid 19. An expression of the deep empathy and recognition that these again or not statistics but human beings, stories and journeys, each and every one of them precious and our heart goes out to their family and loved ones. As it relates to the broader issue of icu and issues related to hospitals, we are at 1. 9 above where we were yesterday and the total number of hospitalizations, 2. 8 above where we were yesterday and numbers of icu patients. Again hospitalizations are beginning to flatten it still growing. And we are seeing icus bouncing back and forth with modest decreases and modest increases. Again progress is being made and your bending the curve, youre beginning to flatten the curve, it is still nonetheless rising, deaths rise, hospitalization numbers modestly continue to rise and icu numbers are beginning to flatten but we are not seeing the downward trend that we need to see in order to provide more clarity on the roadmap to recovery which we rolled out last week. This wednesday we will roll out more details around those six categories in our roadmap to recovery and we will start to see behind the curtain exactly where we believe that we are in realtime in terms of our ability to began to toggle, not only a light switch but more like a dimmer to began to move to adjust our stayathome orders. They were made in effect for good reason and those numbers bear out a loan that reason and also bears consideration that the numbers are aggregate and do not reflect the spread of this virus in almost every part of the state of california. I say that to make this point. When you look at the top 15 counties impacted by the virus they include Fresno County and they include kern county,
