Giving you a look outside our doors what we have partly cloudy skies to partly sunny skies. Again, we have been talking about the remnants of the former hurricane bringing us the tropical like weather. Meanwhile, we have High Pressure strengthening. And the two combined bringing advisories to the bay area. Santa rosa reporting 90 degrees. And it is only much time. That means santa rosa could warm another 5 to 10 degrees before the end of the day. 74 in oakland, 73 in san francisco. 91 over san jose. Our inland cities, i will say it again, have the opportunity of warming from 5 to 10 degrees from where we stand right now by the end of the day. Yesterday and into today you get almost century mark as well. Inland areas overcome court 105. The advisories went into play earlier today. Right about 11 00. You continue to see two shades there. We have yellow which is around our bayside communities as well as the north bay. The heat advisory started an hour ago and goes until tonight at 9 00. Rosemary i apologize for interrupting you but we are going to bring you the governors live news conference. We will listen now to Governor Newsom. We are having conversations that i know millions of americans, millions of californians in particular are having. These conversations are trying. They can at times be confusing. This is a challenging moment for all of us. Particularly those who are responsible for over 60 million of our kids in our Education System. So i want to talk about where we are and what our progress looks like. Lessons we learned from the spring session. Recognition that good enough never is. Everything we are putting out here today requires even more work, more focused, more energy and more effort. So i want to begin with that as a preamble of the recognition of anxiety. The recognition of the role that we all play, making this school year as successful as we possibly can. I am also very mindful that every single child is unique and special. Every single child has a unique expression. And that means that no two of us learned the same. And, as a consequence, this conversation we will have here today, a conversation where we are going to invite in a number of educational leaders to participate in this conversation, means something differently for each and every person watching. And i am very very cognizant of that. And i recognize that our responsibility is to do everything we can to tailor and individualize to the unique needs of the families and individuals we are here to serve. But let me begin by saying safety is the foundational first approach. The lengths to which we advance all of our decisionmaking. Safety for our students and safety for those responsible for educating and supporting our students. Clearly our teachers, but also we cant forget our strivers and janitors and all of the incredible support staff that we also are interested to support and protect and keep healthy. One of the things we did a couple a month back, and in recognition that we needed to have time to prepare in terms of focusing on preparing the physical environment. Because again, our commitment, our default log term,cial and emoti instruction are selfevident. The need to develop relationships, develop connections, to be in hired by a teacher that changes the trajectory of ones life. That is something i believe overwhelmingly is accepted and recognized. We are in the sub optimal environment. But with expectation and anticipation that we will go back to the environment that we are more familiar with. We wanted to make sure that our schools had the chance to be prepared. To have the procurement of people ppe, hand sanitizers, thermometers and the like. And i just want to remind you that the state itself, in anticipation of reopening our schools to in person instruction, has provided already millions and millions of masks and face shields. Tens of thousands of monitors. And 1,000,000 1 2 gallons of hand sanitizer. I recognize that is not enough. And i will talk in the moment of what we were able to successfully do with the budget to provide an unprecedented amount of resources to supplement what the state is already provided. But this is important because i want folks to know the states commitment to provide, at no cost to the justice, the supplies. In anticipation to be able to move in the direction we want to move. That said, based upon the current analysis, and we will be coming out monday with more detailed information as it relates to county by county watchlist. We will talk more about that in a few moments as well. But we estimated this moment at least, over 90 of our students, you can argue it is closer to 95 or 97 of our students are likely to start our school year with Distance Learning. That is what we are preparing for and that is what we are focused on. The school year has already been done for many. Yesterday, today, next week. So the school year is upon us and we are just now starting this journey together on a more rural lust approached to Distance Learning in the state. We make this point that schools may be closed. The class is still in session. We are committed. We are accountable to continuing to ensure that we are preparing our teachers to be Great Teachers in a very difficult environment. Repairing our students to be at their best. And that we are preparing a broad strategy. Recognizing that we still have a lot of gaps and inequities that need to be addressed. So we will get to some of the details of what we are planning to do in that space in the moment. But i want you to know that that is top of mind. And we are very cognizant of our responsibility and those challenges. Accordingly, we have been guided by a lot of outreach. I want to thank superintendent of Public Education and the department of education is done in terms of what they have done. Surveys that the state has put out. Other organizations, nonprofits, ngos have put out to get a sense of where School Districts are. And where parents are and where our workfoting our efforts on districts. Different times in different questions related to our preparedness. You will see the first stat. 96. 1 of School Districts reported they are at least starting to provide technology for students for Distance Learning. This was a specific survey from may 15 to the end of the school year. Where we were all rushing to provide for Distance Learning. But you can see the overwhelming majority of districts were will moving in that direction. We want to carry that momentum. The lessons learned, we want to carry some of that momentum into the file session. 91 appearance in another survey , this was done in late july, say that they have the technology needed for Distance Learning. I recognize you get under those numbers and what does that mean . One laptop for for members of the family . That is not adequate. Download speeds that may not be top of class. All of those things herself evident in terms of our concerns. But you have a sense of where the parents think they are in terms of Distance Learning. When you get to the issue of confidence and more nuances. You can see a smaller number of people, districts, students and families feel they have ultimately the kind of capacity , understanding, ability to utilize this technology in a meaningful and more robust manner. So we talk in terms of bridging the Digital Divide. It is not just about wifi hospice and not just about what you plug the hotspots into. It is also something of richness. I would argue the vast majority, based upon our analysis, states had not done this. But california did. We put out expect haitians with real money. I will get to the money in a moment. With our expert haitians for our state ride wide requirements. We had enlightened leadership in the legislature that was committed to the call. The superintendent of Public Education and the school board, with then we were able to have clarity in terms of our conviction. We believe Distance Learning was likely to happen based upon Community Spread of covid19. And so we had time to be delivered. Time to work with the legislature on protocols, processes and budget language. To really condition requirements with funding. Real flexibility at the end of the day. But with real accountability in terms of minimum requirements. Those include access to more devices for those who dont have them. Connect committee. Quality connectivity. Daily interaction. As i said, Distance Learning is sub optimal. We just dont want people to take their lectures into videotape them and then provide them online. By the way, you can go to youtube and pretty much get that in every subject matter thats ever been debated since the beginning of mankind. This has to be a much more interactive process. Where we want to bring our students into the screen. Truly engaged. Peer to peer, not just with the interaction of a teacher. So we want a more dynamic engagement to the extent possible through Distance Learning. We want as much individualized special needs, which is foundational, as much as we can. We want challenging assignments. We dont want people to dial this in. And we want to recognize the diversity of the state. Children as well as parents that are not necessarily as proficient in english. Esl learners and obviously meeting the needs of those with special challenges. That said, we have provided to date, access to devices and hotspots. I talked on multiple occasions in the past. I want to thank tony thurman and his Digital Divide test for steady put together. Think my wife for her outstanding work making phone calls. I was standing next to her in many cases on sunday morning trying to get philanthropy and individuals as well as companies to provide devices and wifi hotspots. I think youve seen those numbers. We were able to procure over 100,000 wifi hotspots throughout the state of california. We subsequently worked with the Public Utilities commission and they made available additional elite that 87,000 wifi hotspots. They set aside tens of millions of dollars in this space to help supplement support for bridging that divide for our schools. The issue of Digital Divide cannot be distilled in simple numbers of devices and wifi hotspots. We need to provide abundance of resources. I will say, i am proud of this they took a lot of the cares act funding, a lot of the s for pandemic. Many of the states used that money for general fund purposes. We used a disproportionate amount of that federal stimulus dollars and we gave it to our Education System this year for learning loss. Focused on equity. Focused on addressing the lessons we learned in the spring and in anticipation of the file session. 5. 3 billion. Real capacity. Two supplement supports to individualize learning to the extent possible. And of course to provide more hotspots. To provide more direct about to the extent possible. To provide more chrome books and the like. 100 of the eligible schools in california have not only been made aware of those resources, 100 have applied for those resources before the first deadline. And they are receiving those funds. We have the ability now with our website, go to the site and you can learn to see exactly what your School District, with their allocation was of that 5. 3 billion. You can see 450 million went to l. A. Unified School District. Fresno receiving about 87 million. Elk grove 44 million. These are just examples of the money being distributed, available, ready, with ability, focused on the issue of learning loss. Again, equity is the work that we are focused on and fully resolved and committed to advancing. When you look at the distribution of funds allocatin as a consequence of that, we had a very robust debate with the legislature on how we felt is to utilize the cares act funds. 81 of those funds we landed on that number. We wanted to prioritize with his cohort of individuals. Income students, students with disabilities, foster youth, homeless students and those english language learners. Im very proud of the work we did with the legislature with the superintendent of Public Education. Outstanding work. The got us in this direction. It has been said many times publicly and privately, brentwood very different than inglewood. And as a consequence, the needs are greater in inglewood. As a consequence to that we want to provide additional flexibility of resources to address those needs. To do we can to address these disparities and gaps that predate covid but have now been exposed at a different scale since this pandemic. And so, that is the framework of focus. Wrote west funding to address learning loss. Despite other budgetary concerns. Flexibility that is needed for districts. Recognizing localism is the clarion call as it relates to education in this state. Incidents local control over 1000 School Districts in the state. It is truly bottomup. Bottomup this year with guard rails and real money and real expectations in terms of the supports that we expect to see. With that i want to express my deep gratitude for the support we have received as a state through his leadership. He has been demonstrablethrough he has been not only an advocate in his role as a superintendent of public instruction, but he is incredible partner to the state estate agencies. And his ability to convene people. His ability to work with local districts and do the work that his task force has done. Including key legislative leaders. I want to thank him as well for the support and legislation. I hope he could talk to this. Hes on the phone. More broadly about what your feelings are and where we are going. But i didnt want to acthe slide, but the work you done with apple, tmobile, office depot, edison, staples they all deserve credit. Set aside hundreds of thousands of devices for California Schools. That may not seem that interesting or impressive, but there is a Global Demand for supplies, for chrome books and for equipment for education. I dont want to say it is equivalent to the ppe stress that we all had early on as it relates to supplies, but supplies are constrained. And they are not as abundant as they once were. And i want to thank the superintendent for working with these companies to set aside and prioritize the axis of hundreds of thousands of these devices for our school keys. It is a perfect example of something that may not have gotten a lot of attention. But it was a lot of work. And he denied that effort as well is making a point thatwill you after this. And that is to see if we can leverage our purchasing power outside of just the School Districts. Working with cde. But how about the state coming in with all of our purchasing power in doing a device state negotiated master contract so we could bring down the cost. Again, by its scale more competitive capacity to get down the cost. Thank you tony thurman. If you could please add your voice to all these efforts. Thank you mr. Governor. Thank you for your leadership. It is an honor to work with you in the legislature and the state order education on doing the things we need to do. That in my estimation, amount to the most difficult circumstances that we will probably encounter in our lifetime. It is just that. It is a pandemic of worldwide proportion. And its impact on california and our nation are just significant. But i am grateful we live in a state that is led by a government and a legislature that made 3. 5 billion available to support Distance Learning. Lets face it. 97 of our schools are in Distance Learning. As a way of being safe until we know the conditions will change to allow in person instruction. But until we get there, we opened Distance Learning. We approach this with safety. It is so important to have those resources, the 5. 3 billion is incredible. Thank you governor and members of the legislature. Like the governor said, we approach this in our work. We also approach this as parents. I am also a parent of california students. I want to acknowledge how difficult this is right now. And in spite of how difficult it is, everyone is leaning in. I mentioned our governor and legislative partners. I want to outage students and parents. Teachers and principals and superintendents. Everyone is just leaning in to figure out how to make this happen. One thing i have noted is that for every piece of guidance that any of us puts out, the pandemic is constantly changes. And we have to be constantly changes. The governor does these compasses, always giving you of dates, but our parents and students and educators are constantly adapting. At the beginning of school, it is always a time that is exciting and filled with anxiety. I would say that is at a higher level now. Because so much has gone into preparation. For months we have been providing guidance but the pandemic will change. So we have to change. So things are moving. I want to acknowledge that. This is a difficult environment to work in. I want to applaud the resilience of everyone. Everybody leaning in together. Our county superintendents are so important to this process. We convene regular meetings of the 1000 School Districts. It has taken that entire partnership to get where we are. Where are we . Schools have open in some School Districts. And many are poised to open in the next few days. In some areas we are still family to get resources together but we are all living in. Realizing we can get more done when we work together. Weve worked with apple and t mobile to connect students to districts. We want to remind you that you can use your learning loss mitigation funds to purchase the Computing Devices at a discounted rate. They are internet connected and they can work across all platforms. Regardless of what ever platform the district uses. As the governor has pointed out there is a run on supplies. Worldwide. There just arent enough devices. But apple and
