LEMON GROVE — Looking to make City Council meetings more efficient, the Lemon Grove City Council has changed some of the protocols for conduct during its twice-monthly public meetings. The changes, which were approved by a 4-1 vote of the City Council last week, come in response to concerns raised by Councilmembers Jennifer Mendoza and Jerry Jones that another member of the City Council was consistently dominating conversations. Prolonged comments and questions by Councilwoman Liana LeBaron, they and other members of the council said, have raised tensions and fatigued participants as meetings were taking more than three hours to get done, and sometimes as long as five hours. Council meetings typically begin at 6 p.m.
