Some cases brought to Guam health profession licensing boards aren't able to move forward without experts to help investigate them, officials told the Guam Legislature Tuesday. A hearing was held for Bill 43, which would allow health profession licensing boards to contract for professional services to help in their investigations without following government of Guam procurement rules. According to the bill, compliance with Guam's procurement law typically results in unnecessarily long delays in the health profession licensing boards' ability to review applications for licensure and to investigate and prosecute disciplinary complaints. Officials from the General Services Agency, which handles government procurement, voiced opposition to the bill, stating they didn't see any why the boards couldn't follow the regular procurement process.
