Local governments’ poor ICT use slowed budget planning April 21, 2021 Written by AARON GAD ORENA Many local governments in Uganda struggled to effectively carry out government business, including budget consultations, due to constraints in their ICT usage capacity, a study has revealed. The study, which was carried out by the Advocates Coalition for Development and Environment (ACODE), was presented to policy analysts and stakeholders in the finance and ICT industry in Kampala recently, with many of them saying it was an eye-opener to the challenges they face. Titled Access and Use of ICTs in Budget Transparency and Accountability in Uganda, the study revealed that the Covid-19 pandemic affected the running of government business as local government officials were told to adhere to standard operating procedures in carrying out their work.
