Updated: 6:53 PM EDT Jul 19, 2021 Kevin Rothstein A former Oxford man was arraigned on child rape charges Monday, nearly 20 years after allegedly abusing a boy in a foster home.Philip Paquette, 50, pled not guilty in Worcester Superior Court to two counts of child rape and one count of intimidation of a witness. Paquette was living in an Oxford foster home that was the subject of 5 Investigates reporting that uncovered years of physical and emotional abuse there against a number of foster children The reporting also led to the charges against Paquette as well as two other adults, Susan and Raymond Blouin. The Blouins have charges pending against them in Dudley District Court.One of their former foster children, John Williams, was in court today to make sure their "voices (were) heard.""It was very empowering day for me. It's been 17 years. I haven't seen this individual in person since then," he said.The alleged victim in the case is now an adult and is himself in prison. He was able to watch the arraignment via a video link.
