Microsoft fixes a misfired PopCnt block but Windows 11 24H2

Microsoft is seemingly introducing a new Windows 11 requirement on version 24H2 for older CPUs and it can not be bypassed. A similar change was, perhaps inadvertently, pushed to Visual C++ as well.
