FHI 360 seeks a Monitoring, Evaluation and Learning (MEL) Director** for an anticipated USAID integrated health and systems strengthening program. USAID Malawi supports the Government of Malawi (GOM) and their Ministry of Health (MOH) to improve health service, systems and outcomes as part of a broader vision for self-reliance and sustainable impact, which includes strengthening local institutions, systems, greater ownership and accountability, and increased private sector engagement. The activity will work with local partners and health system counterparts to strengthen health services and systems to effectively manage resources and deliver high-impact health interventions. Position Summary: The MEL Director will provide leadership and technical guidance to the program team on all monitoring, evaluation and learning -related issues. Under the direction of the Chief of Party and in close collaboration with the technical leads, the MEL Director will be responsible for the design, implementation and quality of all monitoring, evaluation and learning components of the project. This includes leading and supervising the activity learning agenda, data management systems, data quality, data dissemination and use as well as any technical assistance and capacity development. S/he will provide strategic direction for a robust learning agenda for continuous learning, collaboration and adaptation during the life of the project. S/he will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to CDC/PEPFAR reporting and learning requirements.
