That is according to full Law Enforcement sources. The Sheriffs Office earlier this evening released these photos that show one single man with an ar15 style rifle. The city is telling people who live in the area to stay inside with their doors locked as Police Search for the suspect. Earlier tonight, the atf sit agents with its Boston Office are responding to lewiston. Joining me now, tom winter, nbc investigations correspondent. Tom, lets talk of taking a deep breath. Id like to do something i dont normally do, which is ask the control room to pool of the Facebook Page for the Lewiston Police department, which i think might provide some informative information here as we talk. It takes up a moment understandably to do. So ill shirt witness of her. 22 individuals are dead, according to officials in maine to earth news desk, separately, Law Enforcement officials have told my colleagues and myself that 50 to 60 individuals have believed to have been injured as a result of the shooting. This is an active man hunt for someone who clearly knows how to use that Assault Rifle you described and that you showed there in this pictures released by Law Enforcement earlier this evening. That way the individuals holding that weapon, using that weapon, is of intense interest to Law Enforcement official at this time. Hes somebody according to internal Law Enforcement communications throughout new england is described as Armed And Dangerous and assembling of this definitely want to get into custody as soon as possible. Motive, we dont have the right. Now there is no initial indication here, stephanie, thats a huge asterisks attached to that. There is nothing this individual has apparently said so far or witnesses have described to police to indicate this is an act of terrorism. And when i say, that im describing that according to the definition that Law Enforcement agencies use, which is an individual that is acts of violence on behalf of the specific ideology we. So we have no indication right now, and obviously its top of everybodys mind in this country, whether or not somebody is doing something to target a specific ethnic group or whether this was directed at jewish or islamic community. Its really probably going to be quite helpful in this investigation. They have to know capabilities, trying to find the person. They have swat capabilities. General investigative capabilities. But they say theyre helping out in the technical, technical investigative ways where there are some very specific things they can do. Our hearts are broken for everybody who thought they were coming out bowling, thought they were going out to dinner. We are just not used to these kinds of things in maine. As you said, this is a very small city. Tightly, had college town. Were just not used to. This main is a state where a lot of people own guns. This is about to be the beginning of the hunting season. We are used to responsible gun ownership. And this horrific incident at this scale and magnitude is very upsetting. The weapon we see in his hand, in the Person Of Interest s hand is not a hunting rifle. Thats an ar15 style weapon. This happened earlier tonight, we think around seven, 8 00. This balloon elliott, this bar and restaurant. They would have been open and crowded with patrons, wouldnt they . Absolutely. And you expect to go out for a casual evening. Its corn whole night. A fun game at the bar and grill. So people are just out enjoying themselves, having a quiet night. Its not a busy town. We were just not used to these kinds of things. So i think this is very upsetting. Plus, as you have done such great reporting, the shooter is still at. Loose at large. So people are to shelter in place, they are fearful of what could happen. Theyre worried about their kids, their kids in college, in your community. There is a lot going on for people to be worried about. As you said, this is an automatic rifle. This isnt what people used to go hunting in our state. This is the very kind of thing that could do a credible amount of damage in a short period of time. This looks like a person who knows how to handle this weapon and knows how to do damage in at least two locations, maybe a third, and could be at large at this. Ive had a chance to talk to the governor and weve been trying to keep abreast of all the Court Reports and make sure were on top of all the information. I think our Law Enforcement community is very engaged here. I think many of them have come from around the state to assist, as you heard. There is fbi and others from boston. I know our hospitals rhetoric busy dealing with the people who have been injured. And its really an all hands on experience right now. Thats what i was going to ask next. That nearby hospitals. Do you have Trauma Centers that can handle this type of tragedy . Absolutely. Lewiston, hospitals in portland are busy. Ive heard some reports some victims are being taken to boston. We have good medical facilities in our state, but this is texan our capacity. Did you learn anything from speaking with the governor that we havent yet reported a night . I think youve covered just about everything, and the unknowns are unknown to everybody. Where is the shooter . I know you guys were mentioning, maine is a very rural state. This is a small city. There is a lot of woods in the city. But this person is from a rural community. My district is near the city and could have gone anywhere. So its hard to find somebody when theyre on the loose in maine. Its not an easy proposition. What can you tell us about that rural community, where this Person Of Interest is from . Help us understand. You know, i want to be clear. I dont know anything about the shooter. I just know the community dimensions. But its a small maine town. We are a very rural state. We have over 400 small communities. And all of them are tightly knit. Everybody knows everybody. Everybody generally knows what their neighbors are up to and where they were going at any point in time as you drive down road, we know where people are. So its very unusual to have Something Like this happen in our state, and particularly for someone to be in lewiston, to be and these particular places, as youve heard people say. No one knows what the possible motive could be, or any of the issues the shooter themselves has. All i can say is that it is the kind of weapon that shouldnt deserve readily available and shouldnt be doing so much damage to so many people this evening. To that last point you just made, there were 29 homicides total in your state last year. And at least 22 people were killed tonight. What kind of shock does that put you, your community, your constituents in . We pride ourselves on being a very safe state. And as you say, we have very few homicides annually in our state. And unfortunately, most of them are people who are known to each other. Domestic violence, the kind of tragedies that have been within communities where people know each other. So to have this kind of Mass Shooting, very unusual for a place like ours. Its the kind of fear that people arent used to dealing with. Yeah. Its just a very uncommon event for us. And unfortunately, its the kind of event that youre hearing more and more about across the country. I dont like to think about this, but every state is vulnerable to it. This is just a reminder that a safe state like ours could be in the same position. Ive heard from so many of my colleagues tonight, there are still in washington. And each and every one of them is saying, we wish we could do more. How do we keep guns out of the hands of people who come to this level of damage . Why are there automatic weapons so ridley available or Semi Automatic Weapons . Its just heart when it hits your home state. With about 80 people that we knew of either injured or killed tonight, how likely is it that most people in lewiston will either know someone or about one degree of separation away from someone who is directly involved in this attack . Without a question. Everybody will know somebody. Everybody will know somebody. 80 people is a big group for anything to happen in our state. Like, thats just and a normal number of people. And to have this many injured at one place in one time, people who are just out having dinner together. People just out and drawing anything of bowling. In the last 25 minutes, way to have pictures and name for the Person Of Interest<\/a>. Yeah, stephanie. And our work, when i came on air, we were just trying to figure out what might possibly be the motivation. But always looking on the spectrum. Is it individual motivation to ideological notification. Would your hurt their, or it appears this person is known to Law Enforcement<\/a>. They have identified him. They have tracked out the vehicle and trace it to him. They have put out a name and have also already started talking about Mental Illness<\/a> and this person, potentially, havent Mental Illness<\/a> problems. The other thing that is just important to note here, and stuck out, you know, immediately, hearing what jim his to say about it. This person seems to know how to handle the weapon. That was immediate when we look at those pictures that report out. Not wearing a mask. Not wearing body armor. We have seen a lot of instances of persons lately, as you just bring polyamory. Clint, im, let me just interrupt you. We want to dip into our local reporter who is speaking now, not far from the lowest. And lets listen. And what that means remains to be seen. But as we have been mentioning this entire time, this horrible, divesting whats happening. Its not normal. But what is really impressive and reassuring as the response we have seen throughout the state of maine to make sure that were safe. And so i think, as amanda said earlier, if you are at home, stay at home. Lock her doors. He is safe as you can be in the confines of your home. And well continue to keep you updated. But for now, zak, im going to send it back to you in the studio. Thats w c s h, our local affiliate and lowest and false, not far from lewiston. Jim, give us an update. You have been with us throughout the nights, what are your thoughts . Now we have the car identified. We know the craven cowardices, shooting down innocent people in a Bowling Alley<\/a>, in a tavern. And hes, to build on what clint was saying, hes on a marker spree. He has the blood lost. Hes traveling. Hes stacked to the rafters in ammunition. His beat you pants or poaching. It looks like he might have had a backpack on. Im not sure, could have been. But he has a lot of emma with him, evidence but the number of people hes killed and wounded already. 22 did and maybe 60 wounded. Thats 82 people. So hes put out a lot of firepower in a Small Community<\/a>. And traveling between the murder scenes. And now hes still loose. So the question is, does he want to kill again . Does he still have the blood lost . Has he gone off behind some business and shot himself . Is he looking to have suicide by cop . Or does he have some specific people in minds has clint was alluding to. Some specific genre of people, some type of people, or does he hate the human race . Does he just want to have a high body count . We dont have always answers. And of course, but detectives and agents of all the Police Organization<\/a> or trying to clean all that information from Family Member<\/a>s and last proportion spots of the vehicle, the white subaru. Or of him. And he could be laying low, like i say, sleeping in his car, in a warehouse or something. Or he could be traveling the roads, looking for more victims. So, new england has just got to really pay attention. Jim and clint. Please stay with us. Dont go anywhere. I want to bring into this conversation, former Boston Police<\/a> commissioner ed davis. He with the cities commissioner during the man hunt for the Boston Marathon<\/a> bombers. Tom winter is with me. Ed, what can you tell us about whats unfolding tonight . Lewiston is a beautiful little town. I wish there a couple of weeks ago. Its a horrible tragedy. Its the town of to 9000. People so the empath this is going to have on families there and, you know, the medical response. When you look down the road, the responsibility of the elected officials to take care of victims and their families, its just going to be terribly overwhelming. As far as the suspects, it sounds like that got his vehicle from what im hearing. And thats gonna be very important because that now have a Starting Point<\/a> to set up a perimeter. And im sure there are hundreds of officers being dispatched to that location right now. To try to keep him pinned in. Hes a very dangerous, deranged, individual with Military Training<\/a> and a very powerful weapon. Hey, ed, its tom winter. Its always great to see you but unfortunately under the circumstances, its a tough time to chat. I want to loop you in on some information and im sure you probably have this as well. But our audience should be briefed on. It car urge, we understand from an official Law Enforcement<\/a> briefing we are looking at, is and trained Firearms Instructor<\/a> from the army reserve Law Enforcement<\/a> information derived on card, the individual we believe youre looking at on screen in the person who laurie officials desperately want to find, potentially connection with a shooting, card recently reported Mental Health<\/a> issues including hearing of voices and threats to shoot up a National Guard<\/a> base. Also in maine. Hes reported to have a prior history of Mental Health<\/a> concerns and the individual, as you can, inspectors are Armed And Dangerous<\/a>. Im just thinking, hear you and i had an opportunity to meet and have stayed in touch over the years, derived solely off of your efforts in trying to find in boston and actually, in watertown, i should say after that moment that occurred there. What are some of the concerns for Law Enforcement<\/a> going through their herds and given their pedigree of the alleged suspect . It always could total to you under these circumstances, unfortunately. And you have the latest i was looking at that of human to. Go south it spoken for him but i live in saka. Military bases there. Im sure thats an area theyre concerned about the heavy trying to make his way here. There is a bunch of detectives. This is broken down and three phases weve got that medical response, saving lives, offices a Plan Tourniquets<\/a> and things like that. Youve got the Police Uniform<\/a> responds, thats gonna be focused on a hard search for this individual in that latest place has been. Sitting Behind The Scenes<\/a>, youve got hundreds of detectives it will tonight come to get evidence and there looking for clues. They wouldnt have any weapons he has. They want to know how much ammunition he. Has they have really Important Information<\/a> thats needed for those teams to successfully hot this guy down. And then there are going to want to talk to relatives. Find out why hes so angry. What kind of a Mental Health<\/a> breakdown this is and try to use all that information to put together a plan to find him and to neutralize him as quickly as possible. Ed, i know we certainly dont want to give this individual any help after the profound grief and alleged violence hes brought to the community tonight. From a Technical Expertise<\/a> and from what also two different Law Enforcement<\/a> agencies can bring, what are some of the types of things, without getting and specifics, when you start to involve the atf, the fbi, the mainstay police, what are some of the police were coming into perhaps determining whether this person is tonights to expand on what youre saying . Sure, so im always shocked at how quickly the atf can come in and give you arent an unworthy weapon came from, give you clues on how much ammo and other equipment this individual might have. And then National Integrated<\/a> Police System<\/a> to compare the rounds and the casings against other crimes that may have happened. Theyll be fair right now, working favorably on this. The fbi will be broken and profilers. They have officers they full under the jurisdiction of the boston fbi office. Excuse me, and interrupt. Were going to dip in. A local reporter near lewiston. All, they have just ended. They were speaking to a witness who believed that assault the police storming a building. They finish that conversation. Sorry, ed, please continue. No worries. Ive seen one stop online where people are, you know this happened in watertown. Other people who fit the description of being stopped all around the area right now. So we dont know if they have got the right person or somebody at the fence suspicious activity, or the description of the suspect. Thats going to happen throughout the night tonight. Hopefully have got him, thats all we can hope for. Ed, what advice would you be given local leaders tonight and in the coming days . Victims, victims, victims. Its all about the families. The Police Convict<\/a> her of business. The National Management<\/a> system kicks and here. The integrated command system. Police are trained on how to do. This they know what to do and they know how to do it. But the Public Officials<\/a> dealing with the aftermath of this personal loss, the grief in the Community Back<\/a> together. Again thats gonna be the biggest challenge. Ain thats gonna be th bi what must it be like for this community . Yes, it is a city of 40,000 people, but a small city. And it quickly becomes rural. The fact that this whole region, and people are now being told to basically shelter in place, lock your doors. What is it like for lewiston, maine, tonight . People are terrified. Believe me, we had to lock down the city of boston. And i have been in other searches, where we are in active ballistics and shooting incidents have occurred. And it is a terrifying feeling for people. There is a lot of guns in maine. People would be arming themselves, and hunkered down in their homes, and just praying that the police can get this guy in custody so that they can sleep. There will be no sleeping tonight until this guy is taken into custody. There are a lot of guns in maine, but lewiston is well known to be a safe city. And in last year total, there were 29 shootings, and tonight 29 deaths tonight. We know these 22 people have been killed. Ed, please stay with us. My colleague, Jonathan Deets<\/a> is with us. What can you tell us . Weve been speaking with federal and local Law Enforcement<\/a> officials and lewistown, main, understandably, has called for a lot of backup, a lot of additional resources. We know fbi, atf, and state police from multiple states here in the northeast are now sending resources up to lewiston, maine, to deal with this terrible response. This Mass Shooting<\/a> where, anywhere from 16 to 22 people have been shot and killed, and Dozens Injured<\/a> by this lone Gunman Acting<\/a> with a lone gun. He, apparently again, has this Military Training<\/a>, this army reserve background, and perhaps has this history of Mental Illness<\/a>, perhaps being institutionalized for a couple of weeks, just this summer. And the man hunt continues. We are told his car may have been found. But he was not in it. And so, they fear he may be on foot. And so the man hunt continues for this armed and very dangerous jonathan, ive got to interrupt. We are going to dip in. In the Press Conference<\/a> is beginning. Lets listen. Spectrum at all levels. Local, state, county, and federal, to investigate these Violent Crimes<\/a> that occurred in the city of lewiston this evening. And as you know, this is an experienced group. We wont have a lot of q a here this evening. Very fresh, its new. Its new for all of us. And our focus is on the investigation and getting this right the first time. And we are doing that with our partners. And we do appreciate you putting out information from time to time. Moving forward, we would appreciate if you got that information from us so that we knew it was accurate. And it is incredibly important from all of, us for an investigative standpoint, and from a Public Safety<\/a> standpoint, that we have a unified front with this Information Aswe<\/a> released it. But with the delay in coming here with you now, its simply because we confirm information from our. And we want to make sure the information that we give you any information that goes out from the General Public<\/a> is accurate. So, we do have some information that we will hear on the podium. This is a general caution to the public that, approximately 6 56 pm this evening, a couple of shooting incidents occurred here with multiple casualties here in the city of lewiston. Police are currently searching for robert r. Card of bowden. Until that changes. If people see him, they should not approach card, or make contact with him in any way. The shelter in place order that currently stands in lewiston remains. A vehicle, which was a vehicle of interest in this incident, was located in lisbon, and we are now also asking residents in lisbon to shelter in place. So, we share that information with communities as well. If anybody sees mr. Card or has any Additional Information<\/a> please contact 911. If they see anything suspicious, please feel free to call their local authorities. We have, literally, hundreds of Police Officers<\/a> we can around the state of maine to investigate this case, to locate mr. Card who, again, is a Person Of Interest<\/a>, and a Person Of Interest<\/a> only, and we will continue to gather information until we can get the suspected justice, and ultimately seek prosecution down the road. This release also includes a photo, which, i believe, i have seen from various sources. I would also let you know that we have created a reunification location. And that would be at the allburn Middle School<\/a>. So, in the neighboring community of auburn, at 38 falcon drive. Again, thats the auburn Middle School<\/a>. When i say Reunification Center<\/a> or location, with that means is, if someone has a question or concern, they cant find a loved one, they believe that a friend or Family Member<\/a> may be involved in what occurs here tonight in lewiston, that they can respond to that location. We will have some of our Behavioral Health<\/a> Liaison Counselors<\/a> on site. And we will also be providing information as it becomes available to us. As you can imagine, and as you know, there are multiple scenes in the multiple clues, multiple hospitals, multiple followups. So, its a lot of witnesses we are speaking with, and a lot of leads. The General Public<\/a> has been very cooperative and very forthcoming with information. So, i would expect, if we had Additional Information<\/a>, we would be happy to come back and share it with you. I know that, from the city of lewistown standpoint, probably going to close city hall after this briefing and probably move everybody out. But again, we appreciate your partnership and your patience. I would offer to take questions, just so you know that i probably wont have answers. As long as you know that going in, there is no disrespect intended in that. Feel free to ask a couple, and if i think we can get their, then i am happy to answer those. If not, we do have work to do on behalf of our communities, and that is our primary focus here this evening. Specific figures about casualties out there to share sheriff told me as many as wanted to give you the opportunity to set the record straight on that. I do appreciate. That and i know there has been a lot of numbers out there. This is a very fluid situation. So, the last thing i want to come up and give you a number than three hours from now, change that, One Direction<\/a> or another. Because i dont have firm numbers on that. And when i do i will be happy to share those with you, because its an important piece of healing, and its an important piece of information for all of us to be aware of. But i dont have a firm number on that. Reporter right . I think i just answer that, question to say im not going to give you any specific numbers. And this was a lot of numbers all over the map, all evening. And i dont think that that is helpful. Because it does not help Family Member<\/a>s. Its early doesnt tell the community to say, well, they just said this, they just said that. If you want to accurate information, im prepared to give that to you when i have that. I dont have that right. Now reporter the radar or of police, or at least one mr. Card, we are speaking about right now, is a Person Of Interest<\/a>, and a Person Of Interest<\/a> only. Im not a listing him as a suspect at this point. And we are not prepared to go into his background or anything else that you may be aware of. One question we are looking for this Person Of Interest<\/a> right now, and that is what we will label and list and speak about at this particular moment. When we have Additional Information<\/a>, im happy to share that. Reporter thank you very, much i appreciate that. Thank you very time. I know Assistant City Manager<\/a> omalley will make arrangements, i think, to move everybody out of the building. So, thank you very much. I appreciate it. Reporter these are robert card continues to be the Person Of Interest<\/a>. Police have not yet found him. Ed, are you still with us . I want to turn to Jonathan Deets<\/a>. Jonathan, how quickly is Law Enforcement<\/a> able to pull together a profile, in a Person Of Interest<\/a> like this . From the time we got his photograph until, now its unshorn airy they know this much. They probably used, from the Surveillance Pictures<\/a> that they were able to obtain, they have the technology to match images and, based on where the witness is, and the vehicle that weve seen, they were able to run the license plate, im sure. And so all of these various Law Enforcement<\/a> tools were able to help them narrow down the Person Of Interest<\/a>, and to figure out that, for now, they are looking for one person, a lone suspect in this shooting, who is still out there. They did find his car in a nearby town. And they have asked for that town to go on lockdown. Lisbon, as well as lewiston. As they continue to search for this lone gunman. If you see the white subaru that was allegedly driven by mr. Card, and allegedly used in this Mass Shooting<\/a>. Again, a word of caution from the Public Safety<\/a> commissioner, saying that the numbers have been all over the place in terms of the briefings have come in in terms of the number of casualties. All evening, federal and local officials have been stressing to us that they are best numbers are 15, 16 dead with the numbers going as high as 22. Local authorities in maine have been saying 22 for a couple of hours now. But, as you heard during that news conference, the numbers have been a bit all over the map. And we have heard the number of wounded weaning from between 30 and 60. Again, it is a chaotic scene. You have multiple hospitals, multiple scenes, along with the ongoing search for a Person Of Interest<\/a>, as they described. And in a bulletin sent out by the Main State Police<\/a>, this Person Of Interest<\/a> has an apparent history of Mental Illness<\/a> and has significant Military Training<\/a> and weapons training, making him extremely dangerous, which is why theyre asking anyone, if they see him, do not approach, just call 911. And again, that is also part of the reason why you have hundreds of Police Officers<\/a> out not only responding to the various crime scenes, but engaging in this manhunt all throughout the lewiston, main area for this armed gunman. A Man Hunt In The Dark<\/a> in a very rural state. Tom, now that we know that this man has Military Training<\/a>, he was a Firearms Instructor<\/a> right. How does that impact the way Law Enforcement<\/a> is approaching its search . First and foremost, i have an Assault Rifle<\/a>, which is a longer range, and larger accuracy and it is very clear from the images that were shown earlier, the Surveillance Video<\/a> images that were shown, that this person definitely has expertise. That is something i spoke with you about earlier on. So, it is definitely of concern. Just looking at a couple of different things, first off, what the fbi can do here they have three Satellite Offices<\/a> in maine. Augusta, bangor, and portland, augusta and bangor being the closest ones the behavioral analysis, something jonathan alluded to. Also, fbi negotiators, if they are able to surround this individual and talk to them, this is the type of person that i think these are the type of people that are best you to try to get this persons to surrender, hopefully peacefully tonight. If he decides to go the other way, they have swat teams as well, as long with the mainstay police that can help out with that and they will be able to conduct all sorts of investigations. Jonathan talked about it before, off of your question. The ability to develop information on a i used a Law Enforcement<\/a> information term but the pedigree of the individual, basically their background, what they are about, and what they know. About the databases that existed apart of the various Task Force Offices<\/a> and part of the various federal databases, their ability to go through and say, okay, what do we know about this individual . Do they have Military Training<\/a> . Can we contact d. O. T. Or the National Guard<\/a> . The atf, i think ed davis raised a very good point. The type of weapon that is, use this individual, whether they purpose purchase it . Whats their background of this particular weapon . That might go to how proficient they are with. The type of information that the fbi can pull as far as well as the Main State Police<\/a> to pull information on the background, as it pertains to Law Enforcement<\/a> contact there is also the new England State Police<\/a> intelligence network, which is all the new england state Police Agencies<\/a> regularly share information with each other. So, if this person has an a contacts, say, massachusetts, New Hampshire<\/a>, rhode island, just as examples, they are able to kind of tap into those resources if police think it is going to be helpful. All of that gets compiled, put together, and then the information is pushed out. And that is why we are able to share with you so much about this Person Of Interest<\/a>. Lets bring in auburn mayor jason levesque. He is on the phone with us. Mayor, thank you for being here. I am so very sorry for what you are community is facing tonight. I am sure you are watching that Press Conference<\/a>. Is there anything that was not covered that you can update us on . I know the Reunification Center<\/a> will be in a Middle School<\/a> in your town. Mayor . I think we may have lost him. We will check back in a second. Tom, why are they only calling him a Person Of Interest<\/a> . Why arenthecalling him a shooter . Right now, from a Law Enforcement<\/a> perspective, its the easiest thing to do. You put a look out for somebody. Look, we think, look, based on this persons image, what is found on camera, and based on what may be local Law Enforcement<\/a> knows about him and his background and what people in the community said, thats enough for us to call him at least a Person Of Interest<\/a> that we can push that name out and we can talk to Law Enforcement<\/a> agencies and lets go to the mayor. We do have him now. Mayor, are you there . Mayor, can you hear me . Mayor . We are having audio issues. Tom, i am sorry. You are saying it is too soon to that has a specific legal connotation. So, if you are calling the suspect, or you are going to put an Arrest Warrant<\/a> out for somebody or Something Like<\/a> that, that has specific legal connotations. From the standpoint of how quickly we can get information to the, public to know who we are looking for, to have and maybe help us out a little bit or at least maybe have an image of somebody, the easiest person thing to say is, look, this is a Person Of Interest<\/a>. We are interested in finding with this person, as we are interested in knowing if anybody knows anything about him or anything he said recently, is there a place that he hangs out that we may not know about that is not one advantages addresses so its just a way of getting information to the public without crossing the legal questions. During that Press Conference<\/a> he did not count out a second shooter. Why . It is just too soon to know . They are in a gathering because, based on our experience, one, two are your point, it is typically too soon to know there are always reports the second shooters, but almost always there is never a second shooter. So, you dont want to say that you are not looking for somebody else. You dont want to put information out that the evidence has not brought you to. So, if they dont have concrete evidence that somebody isnt helping this person, they dont want to go beyond the evidence. That is what police do. Sometimes we analyze what we, see what we hear. And we can say, based on my experience, stephanie, typically, or jonathans extensive experience, we might know these things about a person. But Law Enforcement<\/a> cant or shouldnt do that. They really should just focus on lets bring frank into this conversation. We are always lucky he is our colleague, especially on nights like this. Frank figliuzzi, former fbi assistant director for counter intelligence. Frank, talk to us about what you heard in that Press Conference<\/a>, what matters mattered most. What matters most is that we are finally Getting Communications<\/a> from Law Enforcement<\/a>. I think it has been a while, but it is understandable, because they are busy right now. But most of all this Person Of Interest<\/a> title is intriguing. It is also not only extremely cautious, legally. But it also may have to do, stephanie, with his Individuals Mental Health<\/a> background. That is to say, if he is monitoring the media, and he might be, and he hears he is the shooter, he is the subject, that may change his behavior. So, what we dont know is whats going on Behind The Scenes<\/a> with his Mental Health<\/a> professionals. If it is accurate that he has a history of Mental Illness<\/a>, perhaps even being institutionalized recently, rest assured detectives are speaking with those Mental Health<\/a> professionals right now and trying to glean everything they can about his behavior, what is likely next step is, and what might actually get him to surrender. So, all of that is going on Behind The Scenes<\/a>. And also noting that, while this is clearly a spree shooting, which has significance to people who study these things. It also has operational significance. Because Spree Shooters<\/a> go on, by definition, until they are stopped. This is not a serial killer. And continuous motion, compressed in time, until they either harden themselves or they are brought to a stop by Law Enforcement<\/a> and often fatally thats just the history of these things. But there are exceptions to this compression in time. So, if people are winning, okay, if this is a Spree Shooter<\/a>, why are we not getting shots fired for the past, i dont know, our, is it . And i say, to those folks, there are exceptions to the Spree Shooters<\/a> being compressed. You may remember, stephanie, the murder of italian Fashion Designer<\/a> johnny versace. Yes. Late 1970s, that was done by a guy named andrew who killed five people over a period of three months. Yet it was three months of continuous movement, flight, hiding, and killing and so they labeled him a Spree Shooter<\/a> even though it took him three months to catch up with him. So, i dont think this is a threemonth situation. Im just saying for those who are interested in how this works and how Law Enforcement<\/a> thinks, this is a spree shooting. But we have a break in the action. And we dont know what is happening next. Im intrigued by the military background of this guy more than i am about his Firearms Instruction<\/a> background. Because, in a state like maine, where you can hit a heavily wooded, forested area quickly, and if he has got that Military Reserve<\/a> training, he is used to that in maine. And he might have a plan and a place to go and hunker down in the woods. And that is where you will see federal resources, air resources. You will solve them, if you recall, in the pennsylvania shoot fugitive case, in the escaped inmate. They used heat seeking equipment and aircraft to find a Heat Signature<\/a> in the so, i think all these resources are heading toward maine right now. I think this will be resolved in something shorter than we saw with the Gianni Versace<\/a> murder. It was july of 1997 when cards face was identified, his excuse, me robert card. Law enforcement was able to glean all this background information, including detailed information about Mental Health<\/a> problems. That Mental Health<\/a> history would not have stood in the way of this man acquiring these type of weapons, legally . Yeah, there will be much discussion here. Maine has an interesting law. We are all familiar with Red Flag Laws<\/a> that, in some states, allow Law Enforcement<\/a> to resolve a threat and to take someones weapon temporarily while they work through that threat. That is a red flag law. It may be something interesting, which they referred to as a yellow flag law, which requires the sign off of a Mental Health<\/a> professional before the police can take their weapons. So, i find this interesting. I am not abandoning big fan of that concept, because mixing medicine and Law Enforcement<\/a> is fraught with peril. Because thats what maine has. Maine also has permitless carry. And just recently has started requiring background checks. So, it is an interesting state. I am sure there will be plenty of second guessing and investigation into who knew what when, and why, perhaps, people did not act on anything they may hawe just dont know ie Warning Signs<\/a> in indicators that were there. But they likely were they are, especially, for Mental Health<\/a> professionals. And thinking about the people of maine right now, lewiston has a population of 40,000. Lisbon, 9000. So, its 50,000, give or take, people being told to lock their doors and shelter in place, while this Person Of Interest<\/a> is on the loose. I want to bring into this conversation judith meyer, Executive Editor<\/a> for the Kenabeek Journal<\/a> and mourning sentinel. You are reporting on this is your community. What can you tell us . This is my town. And this is just so sad. Everything is on lockdown, the schools, the local colleges, stores, restaurants. People are just off the streets and its just silent night. Its really awful. And its such a Small Community<\/a> and there were so many people killed, zoe more injured, that people are going to know people. There is going to be connections here that are going to become all too real a soon as we find out identifications on the victims here. Are you being told to shelter in place where you are right now . We have been told to shelter in place, but we have a job to do, so, we are out. We are doing our job. We are getting the news for people who cant go out on the street and get that information, and trying to stay on top of every little bit. Have you covered anything like this in lewiston, maine, in the state of maine, throughout your career as a journalist . This is so unusual, to happen in a place like this, a safe, safe community. It is a ridiculously safe community. And maine is geographically a very large state, but the population is very small. And so our city centers are very small. And everybody just knows everybody. It is very neighborly. The crime rate here is exceptionally low. There is petty crime in that sort of thing. But nothing, nothing like this. Nothing could ever affair this community for this, or our hospitals or our police departments. The First Responders<\/a> have been just out in force. It is surreal. What is your phone look like right now . What are people in the community saying . They want to know everything they can about this Person Of Interest<\/a>. And social media being wide it is, there is a lot of Bad Information<\/a> out there.
