Police sources tell nbc news that 15 to 20 people have been killed and as many as 50 people wounded. The shootings at multiple locations including a Bowling Alley. Officials believe the shootings were the work of one shooter with an Assault Rifle beginning just before seven pm eastern. Enforcement brief reporters a little more than two hours ago, asking the public for help. Track and then A Person Of Interest, 40 year olds robert card. They also believe he has a Military Background and potentially a history of mental illness. They edited, he should be considered armed and dangerous. A shelter in place alert has been issued for the town of lewiston and the nearby town of lisbon, we are a vehicle of interest was found. Police also released this image of a vehicle asking the public for any information they might have on the person of interest or the vehicle. Authorities from multiple federal agencies and Police Departments from surrounding states are moving into the area to assist and that response. President biden has been briefed on the shooting and spoke to the governor of maine by phone earlier tonight. Joining us now is nbc news Chief Justice contributor and chief Investigative Reporter jonathan jeans. Jonathan, what do we know and what dont we know at this hour . What we do know is that police and federal agents continue to search for this lone suspect robert card. Theyre calling him A Person Of Interest at this time. If blanketed the medial of photos of him and if posed to this just one of the photos they posted as they currently look for him. They have found his vehicle. A white subaru which you show just a short while ago and he was not in it. So they continue the man hunt. There are at least two shots in locations, the Bowling Alley you mentioned and a bar. There are anywhere from 15 to 20 people killed, according to multiple Law Enforcement sources. They stress the numbers are fluid given the chaotic situation and the number of people rushed to area hospitals. That Bowling Alley, crowded with families, teenagers, children. The shooting happening around 6 56 pm. As the suspect just went in and began shooting. We do not know motive. Police are looking into whether this suspect, based on information they have developed, had a history of mental illness. He was a former firearms instructor, and he had served in the army reserve for up to 20 years. And that he had as early as this past summer, spent a couple of weeks in a Mental Institution complaining about having heard voices in his head, among other issues. That according to Police Bulletins that have been shared with multiple Law Enforcement agencies. We know, in addition to the local police in lewiston and maine state police, the fbi and atf, massachusetts authorities, all across the northeast, resources are flooding in. By air and ground. To try to track this suspects, who remains on the loose at this hour. Again, we do not know a motive. He was armed with an arstyle rifle, which you see in that photo there. And the man hunt is continuing as police try to get a grip on the number of, exact number of wounded. There was a News Conference by the Public Safety commissioner earlier in the evening. And he did not want to give exact numbers of the deceased or endured the cause it is just too chaotic situation, that Law Enforcement authorities have been dealing with. We won was interviewed fear and he said there were numerous teens who witnessed the shooting that happened. They have been reunited with families and taken for counseling and to give descriptions and witness statements from those who witnessed this Mass Shooting. But again, the best information at this hour, and bulletins and from Law Enforcement officials, that has been shirt from authorities in maine, with both state and federal officials, the best information is 15 to 20 kills, about 50 injured and important to note, among those injured, not all of them are from gunshot wounds. There were stampedes. People running for their lives. People stepped on, tripped, knocked down as they tried to escape from the line of fire. As the lone gunman went in and began shooting. Again, police stressing robert card is only A Person Of Interest at this time. But based on the images, the vehicle, and other information they have gleaned during their investigation, which has been gone on since the shooting began at 6 56 earlier this evening. And jonathan, i was listened to that same Press Conference with the mayor who mentioned that there were numerous teens getting descriptions from them. He also said, this is, this is an all hands on deck situation. Talking about the number of Law Enforcement agencies. Not just in lewiston, maine, but massachusetts and all over who are trying to help local authorities find the gunman. Find robert card. But jonathan, its been seven hours since this incident happened. And there is still no one in custody. Is that surprising to you . Its not surprising. Its a little more in the dark of night. Weve seen the escaped prisoner that took days. This is a real area for the most part. Yes, lewiston, is a city but a short distance of what you have woods and the chorus been found. Who knows if hes on foot. He has military training. If he knows how to hide out, whether he has found another vehicle to get away in and it could be hours away, its really unclear at this hour. So it isnt surprising . No. This is really hard work, especially when youre dealing with a gunman who may be trained with Military Experience and that is why they advised members of the community to shelter in place. Lewiston, maine and the surrounding areas, youve got colleges like Bates College right nearby. You have open Middle School thats being used as a Reunification Center for families and those who are outs at these two locations, where the shooting happened. Those were able to get out safely and get reenter their families. Or for those not yet heard from a loved one, theyre being told to go to that Middle School as well to learn information and we heard from one of the mirror in the Press Conference that some of them vacations to families have begun. So the tragic news, and soon will be learning the names and faces that go with the statistics of this terrible Mass Shooting. But again, there is no motive as to why the shootings took place. Mental illness, one possible ferry. Given the person of interest previous issues. That according to maines state police. And that Information Pinged with numerous Law Enforcement authorities and thats the best information we have at this hour. The manhunt continues, 15 to 20 dead. Those numbers could change. It could go higher. It took a lower. As they get clarity from the various hospitals, where patients were transferred to from investigations and the crime scene. And, again they continue to search for robert card, described as A Person Of Interest. Jonathan dienst thank you very much for the report. What is the latest . The latest is were still trying to get more information from the police, they have given us very much. Yet the information coming in is very much fluid. So when youre talking about the body count, the number of injured, that could change at any moment. We know from past tragedies like this one, across the country, that you could hear what number one time, 15 minutes later here a completely different number. We heard from very Androscoggin County sheriff a couple of hours ago, saying he confirmed 22 people were dead. However, now that number is changing a little bit. Were hearing 16. But it sounds like it might be more than that. Unfortunately, we havent been able to confirm that number yet. Whatever the number is, it is too much to bear for the community and for those families. Have you spoken to witnesses or families of victims . I have to personally. We have many of our reporters, editors out on the field. Even now, its just after one a in here. And they went to that Reunification Center at the Middle School and many families have already been reunified from the various sites we have going on right now. But there are still many that are not reunited yet. So there are still waiting to hear. Many of the families that were there, we had a reporter there. They didnt want to talk to us, which we 100 understand. This is hard on our whole town and everyone is really scared. Especially since this guy hasnt been caught yet. I was about to say, marla, i can hear it in your voice. I can hear it. I think everyone can hear the emotion and our with you as you are grieving but also doing your job. What cant you tell us, merola, about the community in the bar, in the Bowling Alley, or all of this happens . So, lewiston is a medium sized city in our state. Portland is the largest city. Lewiston i think is the second largest city. s and its a pretty tightknit community. We have experienced crime here. Its been a struggle with the Opioid Crisis here. There is an ongoing struggle with Mental Health here. But this is one of those communities were everyone says, no, its not gonna happen here. Maine is a very well armed state. Ive got to bring that up, too. With very open laws concerning firearms here compared to other states. So a lot of people feel very safe living here. So what you hear people talk about, its not gonna happen here, it can happen anywhere. You dont know when its coming, and i think everyones on edge. I took a break about an hour ago, just to find something to eat. Everything is closed, of course, because we have basically lockdown orders, stay in place orders. Very Little People on the street right now. I saw Police Vehicles from multiple towns, Including Lewiston and auburn, right next door, and various other towns throughout the county. Everyone is helping each other, trying to get us through this. This really difficult time. And, merola, lowest, and as you well know, but the audience might not know, is home to baits college. Private Liberal Arts College there in lewiston. We were students elected you have been at the locations of the shootings tonight . Its hard to say. With College Students. I mean, the bar, they have got a lot of pool tables there. Its a restaurant. Its not unlikely that there was quite a few people there at that time. As for the Bowling Alley, something weve heard is that it was Youth Night Tonight at the Bowling Alley. So thats alarming and concerning about who the victims are. We are hearing from people connected with the paper, that some of the victims might be children. But again, none of its confirmed. All of this is unsubstantiated information at this point. And i hope that this but unfortunately as time goes by it seems increasingly likely. So this is going to hit our entire community. The entire surrounding area, because were talking multiple families across two different, two separate locations. I mean, everybody is going to know somebody who knows somebody. Marla, lewiston and lisbon are both on lockdown. How are residents get under information . I think various sources. These days, of lot of people go online and get their information from social media. And this day and age, thats where we get some information and tips. Which all, at least for maritime, point and to be confirmed by officials dealing with the situation. Police, ten officials, said era. So i think a lot of people are tuning in to our website. Weve had a dramatic increase in traffic from around the world to our website. Which, for a tight little town is pretty amazing. We have a lot of eyes around the world here tonight and on our paper necessarily, but our community. So i think people are looking to us for some direction about whats actually happening. So we are trying to be as accurate as possible and make sure the information were putting out is real. Because, like i mentioned earlier, you know. These types of situations are very fluid. So we have learned from past experiences, what might be said our one almost never is the same as our four. So. Yeah. One more question for you, marla, whats the size of the local police force . The available, nearby medical facilities . As far as the Lewiston Police force itself, its not a huge department. They have enough to cover the city fairly well. But they also have Mutual Aid Agreements with multiple towns, not just for police but also the Fire Department and that medical services, ams services. We have two hospitals, Central Maine Medical Center and saint marys medical center. Most of the victims, im aware, have gone to those two hospitals. I believe, some victims were taken to main medical center, which is in portland, the largest hospital in maine. And weve also heard that the raged out to boston for help. They sent hospitals helicopters and victims were taken to boston. Thats what weve been told. Marla, this is an incredibly hard not for you, for lewiston, for maine, and for the country. Jonathan, as you can see behind me, there are police who are currently blocking the Bowling Alley, which is that White Building gunfire. Its about a quarter mile down the road and about a mile and a half that white is one of the hospitals that marla was just talking about. I drove here from new hampshire. I dont hear about 15, 20 minutes ago. The streets are eerily quiet. As you know, there is a shelter in place here. People are staying at home. There is a couple of cars driving around, thats about it. It is a Nightmare Scenario for this town as marla was saying. Its one of those towns youve never expect Something Like this to happen. And it happened. And terrific. Im glad you mentioned. You just got. There you drive in from new hampshire. Im wondering, what was it like getting to lewiston tonight, given the lockdown. Given the shelter in place morning. It was a pretty quick drive, honestly. It was about two hours of the highway. And when i was driving in, there was one point we are the navigator wanted me to make that right turn and it was blocked off by a barricade. As we were getting closer to the bullet, ali worth a shooter went in around 6 30 pm. The first location the shooter went to. And as marla, was also, saying this was a bully alley heaven youth night, which as to the horror of this event. And as i was driving, and you see the barricades. There were a couple of ambulances passed me along the way, as i mentioned earlier. Theres a Hospital A Mile and a half on the road. But it is just, i cant emphasize enough how eerily quiet it is. Its just a little bit, almost creepy when you get here to see a town after such a horrific events. T nbcs anna barnett, thank you very much for that report. Lets just tell everyone, just in case you dont, know lewiston, maine is about 141 miles north of boston. 35 miles north of portland, the state largest city. And 23 miles north of freeport, maine. And if you know freeport, maine, thats both at the home of the retailer el lpn. Joining me now is jim cavanaugh, retired Special Agent in charge for the department of alcohol, tobacco, firearms, and explosive. Hes also an msnbc Law Enforcement analyst. Jim, the shooter has been on the loose for more than six hours. At this point, more than seven hours. What do you make of this . Well, he had a plan. A plan for Spree Killing at at least two locations and to be on the move throughout his murderous rampage. Hes able to do that. He was able to evade the initial responding Patrol Officers because that were responding to calls of gunshots at the polling elie and tavern. But he didnt stay around long. He shot the first one up and then to the second one. He left the second one and maybe was going to go somewhere else. We arent quite clear on what his cart was abandoned, jonathan. We dont know if he ran out of gas, decided he didnt want to be in it because it would be connected to him, it was his own car. So we dont know where he went. But he carjacks somebody and we dont know that yet. Its possible. Did he go on full . Did he heighten someones house . Is he out in the woods . Its warm in new england tonight so he could be out in the woods. Hes a firearms instructor. So hes very familiar with a gun. His gun. Hes likely a very good shot. Thats the way most of the Firearms Instructors are. Or they can move around their weapons with ease. They can load and really quickly. Manipulative votes votes and trigger. Theyre idiot with a gun. They become one with the. Guenther good shots. And so confronting the police, you know, he can be very, very difficult man to take down. Jim, there is something im glad youre on. Because youre the perfect present as. Sadly, we have grown accustomed to seeing mass shooters with their faces covered and clad hit two to antarctica here. But as you see the picture there that weve been shown all night, what do you make of the person in the screenshots . Our armed with this Assault Rifle, not dressed in that manner . We can see his face. Yeah, he doesnt care, jonathan. He doesnt care if you see him. He knows people will see him. He probably knows people recognize him. Because its not a big community. Because this is his pinnacle of his desire to commit this mass murder. Is he targeting just certain genre of people he hates . Does he hate young people, darcy eight people he thanks to tamarron, does he hate the human race, does he hate lewiston, maine . We dont have the answer to. That but its like he doesnt care. His pockets are bulging. You can see his pockets in that photograph, sticking out. Hes probably got numerous Rifle Magazines in their. It looks like on his right pocket, it looks to me like a cylinder. It could be a kind of cocacola, it could be a pipe bomb. Hes loaded hes. Got all the bags he wants. Hes ready to kill. And his missions to kill. Hes done an awful job of it so far. Hes had success. And that volker mission. And now hes moved on. Hes on the move. So maybe hes not through. Thats what id be worried about, if i was a commander out there. Now that hes not through and hes looking for more people to kill. And did he slip the cordon or is he still in there . You know, somebody may see him in the daylight and he may start Shooting Up Someplace at first light in the morning. When he can get some people in a crowd or something. So still a very, very volatile situation out there. You know, could he have committed suicide . 50 of the guys do. Its always a possibility. But he seems to be so much on the move and so much into this homicidal rage that hes in, i think maybe thats his way out, a suicide by cop. And hell probably force that in the end somewhere. Just a short time ago, the mayor of auburn, the town next to lewiston spoke to our nbc affiliate in maine. Auburn Middle School is acting as the Reunification Center for the loose in attacks. Here is mayor jason levesque. Im just levesque, the mayor of auburn right now. First of all, thank you, its been a trying time in our community, granted this happened in lewiston. We are one community and have a lot of friends and family that were around this. And i just met a couple of them that i didnt know were involved , where the Reunification Center right now, glad to see a lot of people coming and picking up their loved ones that were witnesses and actually at this event. And talking with them and my heart and prayers and i think all of ours in this whole area, the whole state, frankly, are going out to them. What are you hearing for the people in there . Its what i wasnt hearing. At this point, a significant amount of shock going on with people who are actually witness. Obviously, when i was bringing people in that were looking for their loved ones, there is fear, panic, of course, theres worry, understandable. But the people that were actually there tonight its what i didnt hear, they just its shocking and its hard for me to explain. And i just want them to go home and hold their families and go to sleep, wake up, cope with it tomorrow. So we had a few witnesses at the two locations. We actually brought them to hold in areas where we interviewed them, cleared them, and we want to bring them all over here so they could have what we call a reunification process with their loved ones, which is the proper way to do it. We want to make sure evidence could be gathered and the proper protocol to be followed. Can you talk about the different ages of the victims. It was all ages, all ages. I just talked to some teenagers and it was all ages. The Law Enforcement officers working this very serious all operation . Its unbelievable, we have an entire force up here, the city of auburn lewiston county, state, one thing about maine, if youre not from maine, everything everybody, as come to this. Ive got poll and volunteer Rescue Working in the back in case they need. It this is a allhandsondeck situation so they have trained for this and we can never be completely prepared, but ive been talking to a lot of our office tonight. And we should all be proud of them. [inaudible] the region beyond main yeah, ive gotten a lot of messages, Text Messages from folks, Everybody Knows about this, made national news. But at this point, we are really want to focus inside of our community, were gonna heal our community, were gonna persevere, get through this. And it is no time not to so it will take a while. You know, Something Like this doesnt just get solved overnight and nobody can expect this but we have a really Strong Community weve overcome a lot. We will overcome this. [inaudible] there . Relief, its really relief. If you think about it, this is, this is a happier place right now. And the entire area, this is a Reunification Center, where people, witnesses saw traumatic events, theyre coming together, their family and loved ones who are worried to death about them, theyre coming together. So it is happening. But on the flip side we have news, what youre seeing is youre seeing the turmoil and the trauma that theyre going through, especially the witnesses. And that, unless youve been, there you cant understand or describe we feel empathy for them. Socialize, location rather, their police to, as were clearing the scene, its a long Process Clearing the scene. But then, we brought them, once everything is settled, we coming back here safely. And obviously, all the statements are taken and so forth that needs to happen. So investigation is an investigation. Mayor, forgive me for asking, in other Mass Shooting incidents and other s the countn point has sometimes been a moment where a loved one comes to the tragic realizes that the relative did not make it. Is there any of those interactions taking place here tonight . Yes, i will just leave it at that. What sort of a process has the hospital working with more and more people . I havent talked with the hostile directors, theyre extremely busy, and we all need to respect that we are working with known victims right now, fatalities, and they are going to work through that process with the appropriate guidance, Mental Health, Support Networks that we have. We actually have a trained professional here from the state police as well as the local churches that are trained in Crisis Response that are actually helping people through this. I dont expect the center to be open . Until its done. Anything else . Okay thanks very much, mayor. How many people are still inside . Inside . Maybe a handful of them. No, maybe just a couple. Im looking at the cars, i dont really think it was a pretty quick process. So we are organized on that. I dont think it was more than a handful. I think more people are still coming in. But i could be wrong on that. Come through in the course tonight so far . Exact number, no. But that bus, id say about 45, 50, 45, 50 people, right, correct, correct. All different locations . Correct, we take everything from all the locations, consolidate them in one occasion, about them in a passenger bus, a metro bus in so we can keep them contained and get them over here safely. Is that everyone you are expecting tonight . I hope so. That was auburn mayor jason levack. Joining us now, nbc news correspondent tom windsor, who covers crime, among other things, for the nbc news investigative unit. Tom, local officials are not sharing very much. What are you hearing from your sources . Well, a number sightings at this hour, and that first and foremost is that this man hunt is still very much underway, jonathan. So at this point, there has been no arrest. Theyve A Person Of Interest, weve identified and spoken, about robert card, hes the in vitro with the picture we see on screen, as well as this picture that was released by a Sheriffs Department showing him in the act of shooting. Who is born april 4th, 1983, from bowdoin maine. He has a social media presence, which based on our initial look at it, doesnt Show Anything that may proclaim to demonstrate why he would commit this, or allegedly committed this act tonight. As far as background, he does have a history of mental illness. He is a trained firearms instructor. He is someone who spent some time, believed to have spent some time in the army reserve and is somebody who obviously Law Enforcement is desperately searching for. The vehicle they were looking for that allegedly belong to him was found, it was found empty. So he right now is either on foot or hes found another mode of transportation to get him from this area, or perhaps hes staying put wherever hes found a spot for himself. Its a difficult situation. The temperature at the local airport is approximately 56 degrees right now, so its not that cold out, or at least as cold as it might be for this time of year in maine. But that will not get any warmer, certainly, through the course of the night. There are a number of Law Enforcement resources that are there on top of obviously the local police in lewiston. The county sheriffs office, the main state police, who will have a huge role in all this. And then to assist, they havent been called in to wchs formally investigate the federal bureau of investigation boston field office, in coordination with their three Satellite Offices in maine, on top of, that youve got the atf from boston that will be there helping out. So the atf will focus on the gun here johnny and, whether it was legally purchased. If not legally purchased, and somebody buy it from him, was it stolen, all those types of things will be looked into. And its just too soon to say based on our reporting but the results of some of those questions are, at least has been shared with us. As far as the fbi goes, they bring a number of different types of tools and expertise to the situation. The technical ability to try to find it individual, they have a Swath Presence they can, use a tactical presence if needed they have that ability as well. And then on top of that, just the investigative. So youve got the Evidence Response Team that can help out processing what are now to probably quite large crime scenes that they will be taking a look at. On top of, that they have a Victim Services and the work with the Mainstay Police and the main authorities. Its so important that the people that have gone through this horrible tragedy tonight have the ability to interact with somebody from Law Enforcement, to be told what is going on, to be told what is happening, and for them to have somebody to talk to to get help in these just horrible situations. So right now, this still remains very much an active man hunt. There are two areas of the lockdown in maine. In addition to that, there is a number of things that are happening in new england. On forsman right now, just make sure that any ties this individual has to other areas are actively being looked at. Tom, one more question for you, what are you watching for as this man hunt persists . Im watching in part for my phone in the just to see if we have any sort of update but at this point, it appears that were still very much looking for this individual. We have, as weve been reporting, 15 to 20 dead at this hour. Thats our latest reporting from nbc news. Fooling into this report from my colleague jonathan beats, and i think what you would see as either a sudden flurry of activity or information from Law Enforcement that they detected this individual, either move to a different area or has found a way to get out of this area through a different mode of transportation. So i think the next thing for us to keep an eye on, jonathan, your question, is any sort of Law Enforcement activity that occurs outside or within the areas that they are currently searching. Jonathan, let me start by saying sadly we hear again with another Mass Shooting and communities gripped by fear with this person at large.
