New Alder Lake Linux bug is similar to Ryzen CPPC bug on Win

A new patch is coming for Intel's Alder Lake CPUs on Linux which should fix a CPPC or core prioritization issue when such a system is in an overclocked state. Legacy PCs however will be left out.
