New Binghamton Apartment Complex to Open in March The first residents of a newly-constructed 19-unit apartment building on Binghamton's North Side will be moving in soon. Construction on the $4.2 million project at Liberty and Virgil streets started about a year ago. The 12,000-square-foot two-story complex will provide permanent supportive housing for homeless individuals and families. April Ramsay of the Family Enrichment Network said residents should be able to start living in the complex in mid-March. Ramsay said the new program expands on the agency's existing housing initiatives. The Family Enrichment Network will provide on-site support services for residents, including financial literacy classes, legal advocacy and parenting education.
