New party funding act can't guarantee that parties won't be funded by intelligence funds again, says IEC

The new Political Party Funding Act will provide for more transparency, but can't guarantee that illegal party funding won't continue, the Electoral Commission of South Africa (IEC) said.
The IEC doesn't have the funds to immediately implement and enforce all the Act's provisions. 
It also created a fund to which individuals and institutions could contribute at arm's length. 
The funding of party projects by state agencies like intelligence could still recur in spite of a new law to regulate this more strictly, an Electoral Commission of South Africa (IEC) official said.
