Author: 13News Now Staff Updated: 1:59 PM EDT March 15, 2021 NORFOLK, Va. — Norfolk Fire-Rescue said 23 people were displaced Monday after a fire at a condominium complex on Willoughby Spit. The fire started around 10:10 a.m. in the 1200 block of W. Ocean View Ave. Battalion Chief Stephanie Ramsey said there were 13 units in the condo complex and that the fire started towards the middle of it. From there, it spread in both directions. Ramsey said that created "significantly more work for the crews on scene."
